Subject: Castlegate Section 3 Phase 1
Our previous position was to only allow 50% completed on utility lines until they have been fully tested
and accepted. Water and sewer have not been accepted at this point. These are included within the
estimate at 90%. Also almost all of the asphalt pavement remains to be completed while 100% of the
subgrade and a large portion of the roadway base is claimed as completed. Because the subgrade and
base can deteriorate and require rework when subjected to weather conditions, we have not allowed this
to be recognized as complete unless special provisions are made to adequately seal the base and
subgrade.
Thus, this needs to be considered within the estimate.

SUBJECT: Castlegate Suhd Sion, Section 3, Phase 1- Final Plat
Staff reviewed the above-mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by Monday, May 28, 10:00 a.m. to be placed on the next
available Planning and Zoning Commission meeting scheduled for June 7, 2001, 7:00 p.m. in
the City Hall Council Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised final plat; and
The Mylar original of the revised final plat with the owner's signature.

Go ahead and call Joe at Texcon for a revised mylar. (I'd call him but I have no idea what I'm talking
about.)
So far, three final plats have been filed for Castlegate:
Section 1, Phase 1(00-178) - 50 lots, $15,450 park dev'I fee
Section 2, Phase 1(01-124) - 27 lots, $8,343 park dev'I fee
Section 4, Phase 1 (00-207) - 44 lots, $13,596 park dev'I fee
When Section I, Phase I was filed, Wallace posted a letter of credit in the amount of $15,450 to cover
the park development fee for only those 50 lots. With each phase, we need to make sure that we
receive a bond or letter of credit for the park development fee - $309 per lot.
Grace, please contact Wallace to let him know that his bond for Section 1, Phase I is about to expire.
The new letter of credit needs to be in the amount of $37,389. With each subsequent final plat, he will
be responsible for posting a guarantee in the amount of $309 per lot until the park improvements have
been constructed & accepted by the City.

1. we do not appear to have the most recent copy of the MPP (file #d0-136) mylars in the drawer. I
ve the older ones in my office. what do we need to do? just call joe at Texcon for the new mylars?
2. Before any more final plats are filed we will need to make sure that they have bonded out of the
development fee that would otherwise be required. Parks will handle approving the park developement
plan and inspections for acceptance. Once the improvements are accepted by the city, then the bond
can be released.
think that Wallace already bonded out of the development fee, but 1 did not know how to check whether
they have just been bonding out of each phase as they go, or if they bonded out of it all with the first
phase that was filed.
Let me know if any of the above requires clarification.

ac. avg. lots) located north of Greens Prairie Road and west of Proposed SH 40.

Applicant: GREENS PRAIRIE INVESTORS
Staff Recommendations: Staff recommends approval as submitted.
Item Summary: This is a revision to the final plat approved by the Planning and
Zoning Commission on January 18, 2001. The revision is to add public utility
easements as requested by the City's electrical department and to create a
drainage easement covering the entire areas of lots 14A, 15A, and 16A.
