The comments and associated revisions are listed below. Engineering Comments 1. "Sheet 19. Please consider substituting grassed pavers for the sidewalk west of Hibiscus Loop. It is my opinion that the 8' bike path being provided by the Developer would suffice for the required pedestrian walkway along this street." ACTIONS Uni-green pavers by Pavestone or equal substitute will be used in lieu of reinforced concrete pavement in the construction of the Emergency Access Drive. The sidewalk along Hibiscus Loop will be deleted from the construction documents and will not be constructed. 2. "Sheet 20. Please show single water connections to Lot 3 and Lot 8 in Block 11." ACTIONS The water service connections to Lot 3 and Lot 8 in Block 11 have been revised to show single connections. Please remember that stormwater lines 24" and less are considered to have a 25% loss in cross-sectional area and a resulting 25°x6 loss in capacity. Please adjust the design to accommodate this requirement, i.e. RCP-1, RCP-3, RCP-6, RCP-11." ACTIONS RCP-1 has been up-sized from a 18" RCP to a 24" RCP to accommodate the 25% loss in capacity request. RCP-6 has been up-sized from a 24" RCP to a 30" RCP to accommodate the 25% loss in capacity request. RCP-3 (24") and RCP-11 (24") are unable to be altered from their current design to accommodate the 25% loss in capacity request due to existing grade restraints associated with the relief of the property and the bottom elevation of the detention pond for the project site. Both RCP-3 and RCP-11 are currently designed at 85% of the capacity protocol instead of the requested 75%. Both drainage systems associated with RCP-3 and RCP-11 are designed properly to handle the 10-Year and 100-Year Storm Frequencies as noted on Sheet 21 by the 10-Year and 100- Year Hydraulic Grade Lines (HGL). 4. "Sheet 35. A drop manhole structure is required where the invert of the inlet pipe is greater than 2'-0" higher than the invert of the outlet pipe of a manhole. Please include one where the new line connects to th existing manhole. Also, your design shows several drop-manholes where this distance is exactly 2'-0". You may opt to get exclude these from your design or retain them." ACTIONS Drop structures were added to all manholes where invert differentials between inlet and outlet pipes is greater than 2'-0". All drop structures that had invert differentials between inlet and outlet pipes at 2'-0" or less were deleted from the construction documents and will not be constructed. 5. "Please show or note "structural backfill" where piping crosses a street." ACTION All street crossings by water, sewer, and storm sewer pipes have been updated on the construction documents to show'structural backfill' in the construction of said pipes. SUBJECT: FINAL PLAT for SUN MEADOWS PH 2 (FP) Item: Discussion and possible action on a Final Plat for Sun Meadows Phase II (FP), consisting of 96, R-1, single-family lots on 24 acres. This plat does not include Phase 2-B. (1-500121) Applicant: J. Dale Browne, Jr., for Mr. Hartzel Elkins Staff Recommendations: Staff recommends approval with the following conditions: • All construction documents for the required infrastructure are approved and the required infrastructure completed • The Developer meets all re-zoning requirements with staff approval • Off-site easements provided for utility connections • Bike path be completed as set forth in the approved MDP Item Summary: This item is the Final Plat for the Phase II section of Sun Meadows. Phase I is zoned R-2 and is solely comprised of duplexes. Phase II and III are zoned R-1 and only contain single family dwellings. The Phase II and III parcels were rezoned in April 1996. The Commission approved the Sun Meadows Master Development Plan (MDP) in August 2000 and the Preliminary Plat in November 2000. There were several requirements placed on the property as conditions for approval of the rezoning request. The requirements that affect Phase II include: • Schaffer be extended as a collector to Arnold • Arnold be extended as a collector • The developer to construct a loop to connect Aster and Hasselt Streets • A landscape buffer be provided between Sun Meadows and Edelweiss • An emergency access be provided to Phase II • The rear property along Hibiscus retain access All of the rezoning requirements must be met in Phase II in conjunction with Phase I. Schaffer Road will be extended to Arnold Road. Sidewalks will be constructed on both sides of the street. Arnold Road will be constructed in Phase II as a Collector from Schaffer east. To the west of Schaffer, Arnold will be constructed as an alley. There are still ROW abandonment issues to be worked out concerning the construction of this street. The developer will provide construction drawings for the proposed loop and the addition will be included in the required infrastructure for this project. Because of 911 naming requirements, the loop will be named Hibiscus in conjunction with the old Schaffer section off Graham. Also included in this area is a bike path to be constructed along the old Schaffer ROW, from the existing bike path in Edelweiss to Graham Road. A drainage ditch, running from the school detention pond to Lick Creek, must be accommodated. There have been discussions with Public Works concerning the Bike Path over Lick Creek. Since Hibiscus will end at the creek, the City may wish to eliminate the culvert and have an enhanced bridge constructed for bike and pedestrian traffic. The landscape buffer is to be designed for Phase II. According to Senior Planner Kuenzel, Staff will review the landscape design to determine whether it meets the intent of the rezoning requirement. It must be understood that the final buffer design is to shield all adjacent Phases of Edelweiss from Sun Meadows Phases II and III, whether this can be achieved totally off-site or totally on-site is up to the landscape designer. If this cannot be achieved off-site, due to the constraints of the street loop, emergency access, bike path, and drainage way, the plat may need to reflect an on-site landscape easement (Block 5, Lots 6-13). The emergency entrance is provided in Block 5 between lots 11 and 12. Staff has reviewed a preliminary design for this entrance, but has not approved a final design. Access to the lots on Hibiscus is still provided by way of the existing gravel road. Discussions have taken place concerning ROW abandonment along Hibiscus. Comprehensive Plan Considerations: Land Use Plan: This property was rezoned in compliance with the Land Use Plan existing at the time of the rezoning. Thoroughfare Plan: The Plat shows the extension of Schaffer and Arnold as collector street as required with the rezoning. Graham Road has recently been upgraded to Major Collector standards. Parkland Dedication: Parkland will be by fee in lieu of land. The combined land and development fee will be $457.00 per lot: approximately $43,872.00 total. Open Space Dedication: Sun Meadows has constructed a large detention facility to accommodate the increase in rainfall runoff due to development. It is the Developer's design that the pond area will function as open recreational space between rainfall events. The Developer discussed the dedication of the natural creek channel between Hibiscus and Schaffer to the City as Greenway. However, the City declined to purchase the Greenway. The Greenway will be filled-in and become lots in Phase II-B. Special Area Plans: The Sun Meadows Subdivision is located in the 92-01 Sewer Impact Fee Area. The fee is currently set at $232.04 per Living Unit Equivalent. The total fee to the developer is approximately $22,275.84. Impact Fee lines are constructed by the City ahead of development. The City Engineer sets the fee according to land use assumptions and updates are done every 2 years. Mr. Mayo performed an update to 92-01 in June 2000. Infrastructure: In addition to on-site street access, the development will require sewer, water, electric, and storm drain. Sewer will be provided by extensions to the Impact Fee line. A 12-inch water main will be continued from Phase I, through Phase II and east down Arnold. This will fulfill the City's "to and through" requirement. A connection to the water line in Edelweiss was also required as a loop for improved system functionality. The storm drain system will be constructed to discharge most of the storm water to the detention pond. Budgetary & Financial Summary: No OP request. Park Fees: $43,872. 00. That is the only variation from the plat approved by the Commission 7/19/01, which has not been filed thus far.
