SUBJECT: Papa John's Pizza Restaurant - request for the approval of the expansion of the
restaurant into the former Smoothie King facility located at 601 University
Drive, Suite 101 in Norlhgate(01-99)
The NRB Review Subcommittee held a meeting on Wednesday, June 6, 2001 to review the
above-mention item. Staff Planner Hitchcock opened the discussion by stating that Papa John's
are looking to take over the Smoothie King area to expand their restaurant. Staff Planner
Hitchcock also stated the applicants will be removing the awning and bringing out the front
fagade for an archway with the addition of putting umbrellas on the outside tables. According
to Mr. Kevin Kelly, the umbrellas are a separate issue. It is part of the landlord's
improvements. Staff Mr. Keith Sullins stated that a typical Papa Johns building is about 1500
to 1600 square feet. Because of the location being right across from campus, they had decided
to build the current 900 square foot building. Mr. Sullins also mentioned that he asked the
landlord if Smoothie King ever goes out of business to let Papa Johns know and they will
opened the door from the inside and take up the space. This will get them back to the 1600
square foot for a normal Papa Johns restaurant instead of just a pick up and delivery
restaurant. Mr. Sullins stated also that Papa Johns started building arches instead of awnings
to make it look more permanent. For the Northgate Papa Johns, they want to build the arch,
which would extend 2 feet above the top of building. Furthermore, Mr. Sullins asked if they
could build an arch where the awning is currently located and put the awning that is currently
on Papa John where the Smoothie King sign is but shorten it. Commissioner Warren
confirmed that they would have two signs. NRB member Abbott suggested that the signage of

one sign looks better as drawn on the plan. Mr. Sullins and Mr. Kelly both agreed that they
don't have a problem with just one sign. Mr. Kelly stated they could hook on the arch and
wrap around the sides of both buildings with several lines and have rounded ends.
Commissioner Warren confirmed that they would have the small sign that is currently on the
west side of the building and the proposed arch. Commissioner Warren asked for
confirmation of the colors. Mr. Sullins stated that they will try to make the arch blend it with
building but behind it will be dark red, instead of the green. You will barely see the red since
the sign will be so much shorter than the usual arches on Papa Johns. Commissioner Warren
was concerned with the height of Z feet. NRB Member Abbott confirmed that it is not really
that high. Mr. Sullins stated that if you make it any shorter it would look squatty. The door
will be under the current Smoothie King awning. There will not be a door under the Papa
John's arch; that the wall will be become pure glass. Commissioner Warren asked if people
were able to walk under the arch. NRB Member Abbott pointed out the arch will be almost
against the wall so there really isn't room to even step under it. NRB Member Abbott made the
motion to approve as is on the drawing. Commissioner Harris seconded and it passed 4-0.
