PLANNING
FYI: The following sheets were considered for the planning review: C1, , L1, and L2.
Signs are permitted separately.
1. Please call out the cross-access easement necessary for the connection to The
Heritage.
2. Please clearly identify the new fire hydrant location.
3. Please show the two 4-inch electrical conduits to be extended along the side property
line as previously discussed with Tony Michalsky, Electrical Superintendent.
4. Please note that designated parking spaces will meet ANSI standards.
5. If there will be a ramp to the sidewalk that extends from The Heritage to the bus stop,
please make sure it is included on the site plan.
6. The details of several items are referenced to sheet A1.2. Please include this sheet as
part of the site plan submittal.
7. A 10-ft. deep dumpster pad does not meet the standard for any of the city's dumpsters.
Please change the screened area to meet the dumpster's requirement. Also, gates are
not allowed in this situation.
8. Why will the bank be removing the 15" and 19" cedars in the landscape reserve?
9. The street tree requirement is met, but I only see 10 canopy trees in the first 50 feet of
the property.
10. There are 11 live oaks shown on the landscape plan but only 10 are claimed in the
Landscape Schedule. Please make the appropriate change(s). Also, live oaks are
required to be separated from other live oaks by 35 feet. Other canopy trees have a 20-
ft. separation requirement.
11. On sheet L1, please reference the tree protection detail on sheet L2.
12. Bradford pears are non-canopy trees worth 45 points at a 1.25-inch minimum caliper.
Please make the changes in the Landscape Schedule.
13. According to the "Typical Parking Screening Berm", there are 43 dwarf hollies shown,
but only 41 are claimed.
14. There are 124 Indian hawthorns described but only 83 are claimed.
15. Please add a berm or landscaping screen for the westernmost and easternmost rows of
parking.
16. A cherry laurel is competing for space with the dumpster enclosure. Please address
this issue.
17. Where will the pavers or stamped concrete be located?
18. Please add a note on L1 that irrigation will be approved prior to C.O.

ENGINEERING
1. I show an 8" water line at the rear of the property. The line was put in for The Heritage.
It comes off Dartmouth, goes west and makes a jog to the north. I will ask that service
be taken from this rear location in lieu of a bore under Southwest Parkway. My GIS
information shows the line as being on this property. According to our WAIVW Dept. the
line location was GPS'd. However, the plat does not show an easement on the property.
I would like to verify the location of the line and obtain an easement if one is not already
in place.
2. The applicant, if he wishes, may tap into the 12" sewer line with a private line. This
service line would be private from the point of tap to the building. Manholes are not
required on service lines under 8" in diameter and profiles are not required on private
lines. The connection to the existing manhole you are showing would require a "drop
manhole" connection. If the private line option is chosen, please include clean outs in
order to meet building code.
These comments are for Site Plan issues only. There may be additional comments under
the Development Permit.

Developer installs conduit per city specs and design.
2 - 4' gray sch 40 pvc install 48" below finished grade from existing conduit stub out to
transformer location and from transformer to property line for future loop feed.
(There is existing conduit stubbed out at the northwest property corner, a pull box
3'x5'x4' will need to be installed at this location, the city will provide the pull box, the
developer installs. Currently at the southeast corner of property the conduit is stubbed
out into the future lot of the proposed convenience store and will be stubbed out into this
property with their construction. If the bank construction is first conduit will need to be
stubbed out into the convenience store property for future loop feed to be completed
with their development.)
Developer is responsible for the installation of service from transformer to building.
Metering will be on the transformer. The City electric division will make up the service
connection in the transformer.
Developer pours transformer pad per city specs.
Outside disconnect required.
Need electric load data, service voltage and main disconnect sizes ASAP (transformer
delivery is 15 weeks).
Provide digital autocad version 14 of site utility plan.

Easements will be required for all electric infrastructure as installed. Provide a

temporary blanket easement for construction purposed and upon completion of project
provide meet & bound descriptive easement to release temporary easement. (City of
College Station Legal Dept will prepare all legal documents for easement once
necessary paper work is provide by developer.) Signed temporary blanket easement
must be on file before electric service can be turned on.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker or Reduced
Pressure Principle Back Flow Device and installed as per City Ordinance 2394.
2. All BackFlow devises must be installed and tested upon installation as per City
Ordinance 2394.

ENGINEERING
1. As stated previously, I do not have any documentation that shows the 8" water
line is in an easement. Please provide verification. If no easement is present,
please create an easement.
2. The Public Utilities Department does not allow 4" pipe connections into
manholes. Please change to 6" and include a clean-out upstream of MH.
3. Extend silt control all the way along 45' Drainage & PUE to Southwest Parkway.
4. Sheet C-5. If you are planning an 8" water line, please change note in plan view
to read "1-8"x8"(MJ) Tapping Sleeve. Please change sewer line size and include
cleanout.
If these changes are made, the plans can be stamped as approved. However, I need
the easement information before I can release them for construction. The planners will
need to review the access letter before they can stamp the Site Plan as approved.

PLANNING
1. FYI: Please be aware that any landscaping removed for a bank expansion would
have to be replaced. It may be possible that the future removal of the
landscaping will necessitate the landscaping to come into compliance with the
(future) current ordinance.
2. According to the City of College Station standards, Bradford pears are
considered non-canopy trees. They may be used to meet streetscape
requirements, but an additional tree(s) will still need to be added as two non-
canopies count as one canopy. Also, the Plant List and the points will need to
be adjusted to reflect the status of the bradford pears.
3. The minimum required caliper of a non-canopy tree is 1.25 inches. Please show
that the crepe myrtles will meet this requirement.
4. To be used to meet landscaping/streetscaping requirements, existing trees must
be within the property lines.
5. The majority of the area of the parking islands at the front of the bank will have to
be landscaped or treated with enhanced pavement. Please describe their
treatment.
