(01-.9F) The NRB Review Subcommittee held a meeting on Wednesday, May 2, 2001 to review the above-mentioned item. Staff Planner Reeves opened the discussion by stating that the applicant failed to get the NRB permission to put the new signage that was installed December 2000. They are coming before the board today to get permission to keep the signage. NRB Member Benning stated that this has been a long-term problem with Northgate applicants. NRB Member Benning suggested there should be a uniform code for signage as far as parapet, awnings, or etc. Commissioner Floyd asked if there is a standard signage in Northgate. Staff Planner Hitchcock stated there is some regulations on the signage in Northgate. NRB Member Benning stated that only definite thing in code are that the letters need to be 24 inches or smaller. The rest of the issues are discretionary. NRB Member Abbott stated that there have been guidelines set but not rules. Commissioner Floyd stated that this area is the historic district but with this building it seems to pull away from the historic theme. NRB Member Benning asked Mr. Haggar if his corporation would consider coming before the City of College Station, the next time there is a change to the store sign or other possible pertinent changes. Mr. Haggar stated he didn't know about the change of sign until after the fact. NRB Member Benning questioned to whom should staff send the certified letter. Mr. Haggar said the Corporation failed to contact the City of College Station and went ahead hired a contractor. Mr. Haggar stated that staff would need to contact Bob Reveal. NRB Member Benning asked staff if they could notify Mr. Reveal for future changes, so the board would not have to go through the process again. Staff Planner Reeves said yes. Commissioner Horlen asked if it is correct that letters can not be over 24 inches. Staff Planner Reeves stated that the Horne of Texas A&M Unrvetsity NRB Meeting Project Date Page 2 oft ordinance stated letters over 14 inches in height is discouraged in pedestrian oriented areas but that it is up to the board's discretion. NRB Member Benning asked how big the letters are currently and Mr. Hagger said he would get the actual size of the EZ Mart sign and let staff know. Commissioner Floyd asked if the NRB Members are serious about the guidelines for Northgate area. Commissioner Horlen said that there should already be standard guidelines to follow in the Northgate area. NRB Member Benning said there are guidelines but any implementation of those guidelines is the difficulty. NRB Member Abbott stated the guidelines are deficient right now. Commissioner Horlen motioned to table the proposal of keeping the signage as is until further research is done in regards to what the guidelines are. Commissioner Horlen recommend that the city has standards the applicant needs to follow before having a meeting. NRB Benning seconded and it passed 4-0. Commissioner Floyd asked staff to meet with the legal department and/or other department heads before having another NRB meeting again. Mr. Haggar stated if there is any more suggestions he would forwarded it to Bob Reveal.
