Dear Mr. Ross:
The members of the Architectural Control Committee met on March
27, 2002. A purpose of the meeting was to review the
construction plans by the Williamson Group Architects, dated
December 6, 2001 (ten sheets) for "the Koppe Bridge 2"/"Koppe
Bridge Restaurant" at 3940 Harvey Road, College Station, Texas.
The Committee approved the plans.
In the event of any changes in your proposed construction, please
contact the Committee prior to those changes being effected.
We request that you comply fully with all applicable provisions
and requirements of the College Station Zoning District and
the Amended Declaration of Covenants and Restrictions for (the)
Harvey Hillsides Addition. Due to the residential lots which
abut your restaurant property, particular attention is invited
to paragraph XII of the Covenants. Further, we would like to
remind you that any changes in drainage you make on the property
can in no way alter the existing drainage on neighboring
properties.
The Covenants were created to protect all property owners within
our community, just as you expect your property interests to
be protected in the future.

Dear Mr. Ross:
It has been reported that certain construction-type activities
are ongoing on your property in the Harvey Hillsides Addition.
Please be advised and reminded that Paragraphs IV and VIII of
our covenants are quite clear with regard to building
construction:
"There shall be no . . . structure built . . .
except and until such owner has submitted plans
and specifications to the Architectural Control
Committee for approval.
Accordingly, any construction-type activities should cease
immediately pending proper submissions and approvals.
Your attention is invited to my letter to you dated
November 19, 2000 in which it was recommended that you review
the Harvey Hillsides Addition Covenants and Restrictions,
particularly those portions pertaining to the Architectural
Control Committee and applicable building standards.

The covenants were created to protect all property owners within
the community just as you expect your property interests to
be protected in the future.

Calculation from the proposed site plan of the above referenced project indicate an increase in impervious
area of 820.5 square feet (0.0188 acres) which is 2.8% of the existing impervious areas. This increase is
minimal and should not cause an appreciable increase in rainfall runoff.

Staff reviewed the above-mentioned site plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed. The
next submittal will be the third and final review by staff for this round of reviews.
If all items have not been addressed on the next submittal, another $100
processing fee will need to be submitted for the subsequent set of three (3)
reviews. Please address the comments and submit the following information for
further staff review and approval of the plans:
Six (6) complete sets of civil construction documents for the
proposed development with the revised site and landscaping plans
attached;
Two (2) copies of the revised site plan only; and,
One (1) copy of the revised landscape plan only.
If there are comments that you are not addressing with the revised site plan,
please attach a letter explaining the details. If you have any questions or need

FOR EACH PARKING STALL ARE NOT SHOWN, HOWEVER, EACH PARKING STALL WILL
BE 0 FEET BY 20 FEET.
4. EXISTING LANDSCAPING EXTENDS OUT INTO THE TXDOT RIGHT OF WAY, THIS
LANDSCAPING WILL BE BARRICADED PRIOR TO CONSTRUCTION. THE OWNER WILL
PROVIDE ADDITIONAL LANDSCAPING ON THE SUBJECT PROPERTY TO MEET THE

cannot insure or guarantee that future TxDOT improvements to SH 30 would not require the
removal of any or all of the landscape items located within the existing SH 30 right-of-way.
Therefore, any agreement between the City of College Station and the Developer based on existing
landscape conditions would in no way be binding on future TxDOT modifications within the SH 30
right-of-way.

Staff has completed the final round of plans review and have approved the construction
documents. Please remove "NUT FOR PERMIT OR CONSTRUCTION - INCOMPLETE
INFORMATION"on the construction documents and submit the following items to be stamped
approved and distributed:
Three (3) complete sets of civils with the site and landscaping attached;
Three (3) complete sets of civils with the architecturals attached; and,

documents. Please remove "NOT FOR PERMIT OR CONSTRUCTION - INCOMPLETE
INFORMA TION" on the construction documents and submit the following items to be stamped
approved and distributed:
Three (3) complete sets of civils with the site and landscaping attached;
Three (3) complete sets of civils with the architecturals attached; and,
Three (3) site and landscaping plans only.
