Dear Bridgette:
In response to the staff review comments on the above-mentioned project, both
of them are not applicable to the project.
1. "Will you be submitting cost estimates on the parking lot? You know, the
infrastructure maintenance thing." No new public infrastructures will be
built.
2. "Irrigation for landscaping. Is there a meter already, need a new one...?"
Irrigation not being added.

from the vacant lot located at the corner of Wellborn Road and Louise Street directly
adjacent to Caf6 Eccell. In order for us to proceed, please ensure that all employee
vehicles are no longer parking at this location.
If you have a need for parking spaces at the City's parking garage, please contact Charles
Cryan at 764-6364 in order to secure a contract parking agreement.

I've not a clue- one would think that someone in the City manages the lease as a project. I have inquired
to find out who manages the lease. When I know that, we can answer your questions.

it probably wouldn't hurt to ask legal to look at the lease. I would go thru Jim, though because if this
development gets bogged down because of legal I would want Jim to know about it. Ask him to take the
lead on it. He may already know that it is OK.

yes, they are contemplating adding a parking lot in the back. staff has met with them.
Bridgette and I just thought of a question today. Since the city is the property owner, do they need to ask
permission from someone here at the city to build on the property, or do we just need to check the lease
and see if this type of thing is allowed? who do we even ask? legal?

I had a call from Curtis Bingham (parks) wondering if they should continue to maintain the old city hall
property. I'm guessing this is where Cafe Eccel is expanding their parking. What's the deal?

The NRB Review Subcommittee held a meeting on Wednesday, October 11, 2000 to review the
above-mentioned item. Molly opened the discussion by introducing Veronica Morgan who is
here on behalf of Costa Dallis. Mr. Dallis wants to expand the existing parking lot to make up
for parking spaces that are going to be removed once the Church Street improvements are
done. The feasibility of this project and to what extent will depend on the estimated cost.
Veronica wanted the Board to consider the larger ticket items, so they can determine what
their improvements will be. Molly reminded the Board that this is a conceptual plan and that
the final plan will come back to the Board at a later date. Veronica mentioned the two
different layouts for the parking lot expansion. To clarify Veronica stated that Cafd Eccell
wanted to develop the existing grass area at Wellborn and Louise streets into a parking lot.
The first proposal is to expand by 47 spaces. Commissioner Harris question why so many.
Veronica stated that the additional spaces could be rented for the residents in the Northgate
area. The second proposal is an expansion of 20-25 spaces, NRB Member Benning asked if
they wanted to know the requirements for lighting, irrigation and sidewalks. Veronica said yes.
Natalie mentioned that these items are at the NRB Board's discretion. Natalie also mentioned
that sidewalks for Louise are not on the Sidewalk Master Plan but the NRB does have the
discretion to require them, Veronica stated there would be a sidewalk on Louise Street if the
parking expansion goes all the way out to Louise. NRB Member Abbott suggested an optional

sidewalk but a sidewalk would give future customers an easier access to the restaurant.
Commissioner Harris stated that sidewalks are needed on Louise for the people who don't have
anywhere to park near the restaurant. Molly mentioned that irrigation is not required in NG-1
for landscaping. NRB Member Abbot clarifies that this meeting is to discuss the requirements
so that they can finalize their plans. NRB Member Benning said that anyone who puts parking
in should put in underground irrigation. Mr. Dallis questions if they cut down the number
parking spaces will they still have to put in irrigation. NRB Member Benning said no. The
screening from the parking lot to the single-family units should be a board fence. There is a
wooden fence between the existing parking and housing to the rear of the lot. Natalie said that
there has to be screening between a commercial and residential development.
NRB member Anz abstained from commenting on this item since she is involved directly with
Cafe Eccell.

parking lot addition to Cafe Eccell.
As you might recall, this project went to NRB on October 24, 2000 and we
have also attached the minutes from that meeting. As discussed in this meeting, there
are two items of importance that should be considered when reviewing our site plan
application:
1. If there are fewer than 20 parking spaces added, irrigation is not a
requirement, and
2. the addition of a sidewalk is also not required.

All proposals involving site development or redevelopment in the Northgate District shall
require a review subcommittee of the Northgate Revitalization Board (NRB).
Zoning District: NG-1 Historic Northgate
Location: 101 Church Avenue (Boyett Subdivision Block 11 lots 2-8)
Applicant: Costa Dallis
Item Summary: The applicant is planning to expand the Cafe Eccell parking lot to
replace spaces that will be removed by the Church Street improvements. The existing
parking lot is nonconforming, but all improvements will meet the current standards.
Item Background: The applicant met with the NRB on October 11, 2000 to discuss
large items the Board would require of this project. For this smaller expansion project, it
was discussed how the irrigation and a sidewalk would not be necessary, but a
screening fence would be.

The NRB Review Subcommittee held a meeting on Wednesday, May 9, 2001 to review the above-
mention item. Staff Planner Hitchcock opened the discussion that this project came before the
board at the end of last year. There was a discussion of two different plans. One being a smaller
plan and the other being a larger plans that would extend down to Louise Street. The smaller
plan was discussed in the minutes the board members received which states the board does not
require irrigation but the city does require the streetscaping with continuous screening of the
parking. NRB Member Benning asked if the city agreed with Cafe Eccell proposal. Staff Planner
Hitchcock stated that Cafe Eccell received permission through a lease agreement. Also, Staff
Planner Hitchcock stated irrigation is not required by the city ordinance but the NRB can require
it. Staff Planner Hitchcock stated that at the meeting last year, the items discussed were not
voted on. Staff Planner Hitchcock reviewed the items discussed at the last meeting were
sidewalks (that was not a requirement), irrigation (which was also not required for the smaller
parking lot) and a required screening fence. NRB Member Abbott confirmed that they did
encourage the sidewalk. Ms. Morgan pointed out that the reason they came before the NRB
before was to find out how much it would cost to add more parking between two different
options of an another smaller and a larger parking lot. Ms. Morgan continued by stating that
the reason for the meeting today is to get approval for the smaller parking lot. They have put in
screening adjacent to single-family property to rear and landscape along front but they did not
include irrigation or sidewalks. Commissioner Horlen asked if either the streetscapes or the
island is irrigated. NRB Member Benning asked if there was drainage study done for the smaller
lot and if it has been approved. Mr. Dallis stated that if he will include irrigation in the future if
he has to redo the parking again. Commissioner Mooney asked if there were any irrigation on
any of the islands. Mr. Dallis stated no. Commissioner Mooney confirmed that irrigation is not

required in the Northgate area but screening is required in the Northgate Design Guidelines.
Commissioner Mooney asked where the water lines are now if they need to tap into them. Ms.
Morgan stated that the water line is on Church Street. Mr. Dallis stated that utility contractor
Elliott Construction just redone everything and he isn't sure where the water lines are located
currently. Ms. Morgan stated they would have to tie into Church Street public line and tap it off
and put in a meter. Commissioner Mooney asked about the water line on Louise Street. Ms.
Morgan stated there could be a water line on Louise but not sure where exactly it is.
Commissioner Mooney stated that with the parking lot possibly going all the way to Louise
Street, it would require irrigation placed at the rear of the property line. NRB member Abbott
asked if Ms Morgan would consider sleeving to those islands for future irrigation. Ms. Morgan
stated that they could put a sleeve between the two islands. By doing the sleeving now,
Commissioner Mooney stated it would prevent resurfacing the parking lot in the future.
Commissioner Mooney moved to approve the site plan with the additional parking and
landscape shown with the addition of running irrigation sleeves from island to the next island
and to the northern end of the parking lot. Commission Mooney also included they will have to
provide irrigation on the landscape along the Wellborn Roadside with a future expansion. This
is with the understanding if there will be an expansion in the future where irrigation would be
required. Commissioner Harris seconded and it passed 5-0.
