My name is Rick Atwood and I live at 7804 Appomattox in College Station.
I have lived in Raintree for 15 years and I chose College Station for its people, schools, and government
which are influenced by Texas A & M University.
I strongly oppose any development that would open Appomattox Drive. At the May 17th Planning and
Zoning meeting, the Staff Planner indicated the most direct route for everyone living north of Southwest
Parkway (greater than 60%) would be through Raintree Drive and Appomattox Drive. People take the
most direct route. We know this from past traffic concerns.
Opening Appomattox Drive to heavy use traffic will significantly impact the Raintree subdivision and
especially everyone between the proposed opening and the Raintree/Southwest Parkway/Highway 6
intersection.
Everyone was trying to make the development work for the church. I hope you will look out for the
residents of Raintree and especially Appomattox Drive.
I do not oppose development, however, it should not be at the expense of our neighborhoods. Raintree is
an established neighborhood and no development should be allowed to negatively impact the
neighborhood. The residents of Raintree have lived with a single entrance to our subdivision. I value the
single entrance as do the other residents of Raintree. Opening Appomattox Drive benefits only the
proposed church development and not the greater public nor the residents of Raintree.
I am asking for your understanding and support in protecting the Raintree neighborhood and our quality of
life/safety.

Re: A&M Church of Christ Traffic Impact Assessment Proposal
Dear Mr. Mayo,
As per your request we are contacting you regarding the referenced project and the traffic
impact analysis that is being considered. We are glad to respond to your need for services and look
forward to providing the work you need in a timely manner. We have provided cost information for
the scope of work proposed and understand that we are being contacted as a sole source provider
and are not bidding on engineering services. It is our understanding that there are certain issues
regarding this project for which the City is needing some clarification and definition.
Project Issues
Generally the issues of interest on this project revolve around the access location to the SH 6
frontage road, additional access needs via the potential Appomattox connection through the Raintree
subdivision, and the longer term effects of development of the area adjacent to SH 6 in this area.
This is a complex issue and requires in-depth analysis and strong reporting as well as potentially
requiring good presentation of results in the future as the issues are presented in a public venue.
The proposed traffic impact study should answer several questions including,
1) What traffic volumes would be expected to be generated by the proposed
development?
2) What will be the expected distribution in time and direction of this generated traffic?
3) What is the capacity of the existing transportation system to receive this generated
traffic without undue effect on that system under current conditions of development?
4) What is the capacity of the existing and/or proposed transportation system to receive
this generated traffic without undue effect on the system under conditions of future
development given current development projections?
5) Are additional connections to the site or additional local collector roadway

connections necessary to relieve a problem which might be caused by the additional
traffic on the existing transportation system?
6) What is the recommended configuration of these additional connections given the
commitment to neighborhood integrity by the City of College Station?
7) Are there on-site improvements or restrictions to access and circulation which will
reduce the effects of the additional traffic generation?
Providing answers to these questions will require traffic counts for the area and development of
expected traffic generation for this project as well as a detailed capacity analysis of the roadways
mentioned and the intersections identified. A final report will be submitted to the City and TxDOT
at the client's direction. We would be available for meeting with the City Staff at a mutually
convenient time to address concerns or questions. We would be available to make presentations
to Council, or other groups at the direction of the City.
Services to be Rendered This includes all services to be provided by Walton & Associates
Consulting Engineers, Inc. (WACE) under this agreement. These services provide for the following
items:
1. Obtain traffic count data from machine counts at three locations
2. Summarize the count data based on peak hour volumes
3. Develop projected traffic volumes based on current development projections for other tracts
in the area which contribute to the demand on the transportation system under consideration
4. Make a site reconnaissance visit to the proposed site
5. Obtain from the City or TxDOT the appropriate traffic signal data on the intersection at
Southwest Parkway
6. Use existing data to estimate traffic capacity of the existing roadway system based on the
Highway Capacity Manual analysis procedures
7. Use provided data on size usage and layout of the proposed project to develop estimated
future traffic volumes for peak hour conditions
8. Compare estimated future traffic volumes with existing capacities to determine needs for
additional roadway facilities or improvements to existing facilities which may be required
9. Consider the effects of development on the transportation system and existing
neighborhoods
10. Consider and comment on the need for additional roadway work outside the boundaries of
this project
11. Issue a written report of activities, findings and conclusions based on the above work
12. Provide report to the Client
13. Be available for meetings or presentations in public venues as directed by the City Staff
All engineering work will be done in accordance with generally accepted engineering principles and
methods.

All fees incurred for the services described will accrue hourly with a cost not to exceed the
above amount. Should additional work be required beyond the scope anticipated services will be
provided at the above hourly rate. Should less time be required than provided in the above estimate,
the client will only be billed for time spent. The billing shall be paid within 30 days of presentation
of the invoice.
I hope this brief letter proposal has been helpful in providing the information you require to
complete our arrangements on this matter. Work will progress immediately upon receipt of the
signed contract and notice to proceed and should be completed in about three to four weeks. We
have assumed that previously approved insurance certificates will be acceptable. If you have

Re: A & M Church of Christ/Opening of Appomattox
Once again the opening of Appomattox has come to the table. I am sure that A
& M Church of Christ will be good neighbors and I have no problem with thier
plans, except for the opening of Appomattox. Raintree Drive and Appomattox
will be their primary access to their property due to the design of the
exits from the Bypass. For the people attending church several times a week
it will be the easiest access to and from their property. The traffic flow
at the front of Raintree will become conjested and there will be a large
increase in noise and danger to childen, walkers and bikers. This will
affect the quality of life we have come to appreciate in Raintree.
One of the main reason we purchased a home in Raintree more than eighteen
years ago, was because of having only one way in and one way out of
Raintree. I realize that some of you on the Planning and Zonning Board
belive that each new subdivion should have more than one access in and out
of the subdivision. I disagree with you, but even with that, this would give
only limited second access to the front of Raintree. Those of us who live in
Raintree beleive that this would be the start of losing our neighborhood
integrity. A little nip here and a little nip there and then the next thing
you know we become like so many of College Stations subdivisions with
traffic in and out at all times of the day and night and the peace and quiet
we have been use to, is gone along with the reason we moved here in the
first place.
As a member of the East Bypass Planning Team, one of the MAIN things that
came out time and time again, was the desire to keep neightborhood integrity
intact. Please deny thier request to open Appomattox.

Subject: Please consider opening Appomattox
Dear members of the Planning and Zoning Commission,
Good Day! Hope this week is going well for each of you as you go about your
daily work. May you find the many blessings this day as you work at your
jobs!
My name is Earle Robinson and my family and I are relative new-comers to
College Station area. We moved from Michigan about 2 years ago. My wife is
an Assistant Professor at TAMU in Kleberg. I work for BTU in Electric
Production. We have a son who is attending Blinn. We really enjoy the
College Station area. It's a great place to live and work. We had many
options to pursue before we moved from Michigan, but one of the main reasons
why we chose to come to C.S. was for the religious life ...in particular the
A & M Church Of Christ. This particular church is known within the churches
of Christ as a world leader in many fields. We chose C.S. because of The A &
M Church of Christ. And it is for this that I respectfully request you each
would vote in favor of opening Appomattox Dr. as an access or driveway for
the church to use for it's new building.
I know that growth in anything is painful. And it is impossible to please
all the people all the time. Any decision that is made will adversely effect
someone some where. But, if I may suggest, that you look at the bigger
picture. I live in the Windwood sub-division about two houses away from
Aldersgate Methodist. They are an active church and they have a great,
positive impact on our neighborhood. We use their building for voting and
for our HOA meetings. I know the leadership of the A & M Church of
Christ ...and I know they will be dedicated to the same quality of commitment
to the members of Raintree. This is also a church. The traffic would be
limited to only a few hours a week and the traffic patterns are at off peak
times. This would not the same for an apartment complex. The drivers of
these cars would be committed to neighbor courtesy and would not cause
unnecessary noise.
These are just a few reasons why I believe you should be in favor of opening
Appomattox Drive. As a part of a thriving and growing city it is imperative
that decisions be made for betterment of our community. I believe,
respectfully, that opening Appomattox Drive is in the city's greatest good.
Thank you for your attention and especially for your service to my
community. You are to be thanked and commended.

Attention Planning and Zoning Commission and City Council Members:
I am a member of the A&M Church of Christ and I am very excited about our
upcoming move to the land we recently purchased by the bypass. I understand
that several Raintree subdivision residents have expressed concern regarding
the opening of Appomattox Road and the potential for increased traffic flow.
I can assure you that we plan to be good neighbors to the Raintree
subdivision and certainly do not want to disturb the current nature and
integrity of the existing neigborhood. Our traffic would primarily be
limited to Sunday mornings, and most traffic would be exiting our property
for destinations outside Raintree. Traffic would clear in a matter of 5 to
10 minutes, even when at peak levels. Our "mother's day out" program would
cause almost no noticable traffic, as the school is very limited in size.
It should be noted that we are currently located across the street from A&M
Consolidated High School, and our children's program has co-existed with all
the high school traffic without causing any noticable problems.
I currently reside in College Station and live close to the Church of Jesus
Christ of Latter Day Saints as well as the College Station Baptist Church.
Traffic from both of these churches is very limited to specific times of the
week when they have worship services Sunday morning. That time is
typically a low traffic time anyway, so there is little impact on the
neighborhood traffic flow. Both of these churches are good neighbors, and I
consider their presence to be an asset.
Providing ample access and exit from our new facility will lessen the chance
that traffic flow will be noticed by the surrounding neighborhood. Just
like the churches close to my residence, I think the Raintree folks will see
our presence as an asset if they will give us a chance to prove ourselves to
be good neighbors.

Dear Sirs:
My name is Foree Grove and I am the Pulpit Minister at the A&M Church of Christ in College Station,
Texas. I am writing to respectfully ask you all to allow us to open Appomattox so that our church family
can have access to the land we have purchased.
As you may know the A&M church has been an active part of our community for many years. Our
facilities on Harvey Mitchell are used not only by our members but by the community as well. Our doors
are open to the voters during elections and Consolidated High School uses our parking area every day of
the school year and our building frequently. We have a very large 500 -600 student group, composed of
A&M and Blinn students, which is active in our community and all over the state (Aggies for Christ).We
feel like we have a lot to offer our community in the future but our present facility is inadequate for our
purposes.
The new facility we hope to erect in the near future is very important to our 1200 - 1500 membership.
We have been at the Harvey Mitchell location since 1972 and, as you know, are in a residential area. To
my knowledge we have never had a negative incident with our neighbors. As a matter of fact the
neighbors often use our parking lot when it is not full during service times. My point is that we try real hard
to get along and be Christ like in the manner in which we deal with our neighbors.
I hope you all will consider our place in the community and the needs of our church body as you
consider this question of access to the property we have purchased.
I understand the feelings of the people in Raintree. I also see the needs of our church. I hope you will
consider both.
Also, please remember that the busy times for our church Sunday AM/PM are times when kids are not
at bus stops and when many families are at home. Wednesday evenings our time is late in the evening
when most people have already made their commute back home with their children. I believe our negative
impact will be minimal and we will work diligently to keep it that way.

Dear Ladies and Gentlemen,
As a College Station resident over over 10 years, I would like to take a
moment and let you know how I feel about the pending decision no whether or
not to allow the A&M Church of Christ access to Appomattox. I am strongly
in favor of allowing the A&M Church of Christ to have access to Appomattox.
This church has been such a benefit to this community and to myself
personally. The Aggies for Christ which is made up of college students from
this church are also ambassadors through out this state and even overseas.
There are people all over the world that know and love College Station, TX
because of the people of this church.
I am confident that the A&M Church of Christ would be a good neighbor to the
people of the Raintree subdivision. The current location of the church, as
you know, is bordered on two sides by residential streets. These streets
are much more narrow than Appomattox and yet the people of this community
have not complained. I'm sure the residents of the Raintree subdivision
would benefit greatly by having this church in their area.
If this church is not allowed access to Appomattox I fear there could be
issues regarding safety and added inconvenience to the people of the
Raintree subdivision. From what I understand, a civil engineer has
determined that without access to Appomattox the church would be forced to
provide a second exit to the frontage road. This second exit would be very
close to the Southwest Parkway off-ramp and could cause the increased risk
of accidents. It is also my opinion that restricting exits to the frontage
road would also cause delays to Raintree residents who are trying to get
home after church.
Thank you so much for your time. Please give the A&M Church of Christ every
possible consideration in granting their request for access to Appomattox.

Subject: Support for a driveway on Appomattox from the A&M churchproperty
To: Members of the College Station Planning and Zoning Commission and
Members of the College Station City Council
We are writing to support the request from the A&M Church of Christ to
permit a driveway to connect the back of the church property to Appomattox
Drive in Raintree. As a progressive, family-oriented city, College
Station should encourage the location of a community-based organization
like the church to locate along the Rudder Freeway. The residents of
Raintree should welcome the opportunity to access the property from within
the neighborhood; without which they will have to leave Raintree, travel
south on the Freeway, make a U turn and return north on the feeder road to
use any of the community facilities planned for the property. Certainly
our church's members who live in Raintree will welcome the easier access to
the property.
No doubt there will be a slight increase in traffic on Appomattox at those
times when there are activities at the church, but that is a small and very
reasonable cost to have the church as a neighbor.... and the increase in
traffic will be much less than if a different organization, one that had
daily traffic, was their neighbor.
As 25 year members of the church, we can assure those of you who know us
that the church will make every effort to be a very good neighbor, and we
are confident that we can work together to lower speed limits, add speed
bumps, and do whatever it takes to make a drive way on Appomattox a
positive addition to the Raintree neighborhood.

Recently I learned, along with most of the others in our congregation, that the
City Council is planning to have a hearing regarding the opening of Appomattox
Street.
I am asking for the city to reconsider this decision and to open this street so that
our church can proceed with it plans for development. I understand some of the
concerns expressed by our citizens living in the Raintree subdivision. It makes
perfect sense to me for these residents to say whatever necessary to protect
their neighborhood from any development whatever it may be. I have to ask what
better neighbors, "besides a good fence", to have than our church and the good
people who worship at A&M Church of Christ? It is not like we would be wild
bandits speeding up and down Appomattox. Our church has been in our
community for many years (two different locations) with neighbors that we've had
a good relationship with.
Most of the concerns that I'm hearing are in relation to traffic. Yes, there will be
increased traffic if our church or any other facility is built on this land. However,
the majority of the increased traffic is narrowed to Sunday mornings at specific
times and at a lesser amount both Sunday and Wednesday nights. The traffic
generated for Sonshine School (two mornings a week) will probably not be using
Appomattox very much if at all to access the church since we are talking about a
relatively low amount of cars and the overall traffic is at minimum anyway.
My hope is that the leaders of College Station will realize the good from this
progress and approve the opening of Appomattox as originally intended.

I understand a vote on the A&M Church of Christ site plan will be made this week. I encourage you to vote
in favor of the site plan approval. Feeding all cars from the church parking lot onto the feeder road will

To the members of the College Station City Council and the Planning &
Zoning Commission: Asa real estate professional that just moved down
from Dallas with my wife to retire in Aggieland, we have a perspective on
this zoning case not unlike so many others in which we have partificipated
as a fee consultant. I'm sure the neighbors of the Raintree subdivison
are concerned about traffic flowing through their subdivision into another
development. When they bought their homes, did they not anticipate that
SOME SUCH development would eventually take place on the adjoining tract?
We ask that they consider that the opening of Appomattox to the planned
development of the A&M Church of Christ property would create LESS TRAFFIC
all week long than any other type of development. Land planners, from our
experience, and your staff would agree, I'm sure, that the planned
development is less onerous than an adjoining residential development that
would surely include a shopping center built on the most westerly part of
the tract along the by-pass. Such through-traffic going to and from
retail development would indeed create more traffic every day than would a
church development. That's our expert testimorny in this matter. We
appreciate the difficult task before you and thank you for your service to
the City of College Station on behalf of Aggies everywhere.

Dear City Council Members:
The following is the text of a letter that I sent to the P&Z Commission regarding the A&M Church of
Christ's request for access to Appomattox Drive from the proposed parking lot. If the commission
approves the request there is the possibilty that it will be appealed to the city council. I am asking you to
approve the request for access if it is presented to you on appeal. Thank you
I have become aware of the controversy over the opening of Appomattox to a drive way from the
proposed church parking lot. I am also aware that at the time that the church was considering the
purchase of the property that there was indication given to our church that we would be able to access
Appomattox from our parking lot.
We are good neighbors at our current site. We lease our parking lot to the high school for $1/yr. and have
aways allowed our building to be used for community activities. Our parking exits go into neighborhoods
and we have not had any complaints about traffic or endangerment.
The traffic consultant (Joe Blaske) has indicated to us that a second exit to the access road will be a
safety problem.
I request and hope that you will approve our request for access to Appomattox Drive.

Dear Members of the Planning and Zoning Commission and the City
Council, College Station,
ecision to not extent Appomaddox should not preclude
our use of its designed capacity.
2. Access to Appomaddox will have some positive benefits for the
residents of the Raintree subdivision. First, our purchase and use of the
8 acres at the present end of Appomadox (now under option to the
church) will likely make permanent the current city plans not to extend
Appomaddox through the Westinghouse site and on to the south.
Secondly, our use would prevent houses from being built on the 8 acres
and the traffic they would generate for Appomaddox. Thirdly, our use
of the property will prevent a less "neighborhood friendly" use of the
8 acres as well as the approximately 20 acres the church presently owns
plus the Westinghouse land (ie, if the church can not use the property it
will be possible in theory for someone to purchase the entire block from
the present three owners). Fourthly, the access of the proposed parking
lot will provide an emergency route from Raintree which does not exist
at this time.
3. The A & M Church of Christ has not had a negative effect on the
neighborhood where we have been located for the last 27 years. We
have used parking lot exits onto Guadualupe and Nueces Drive. Some of
this traffic has connected to Hondo and to Langford. To my knowledge
this use has been without accident or incident. At the same time we
have made our parking lot available to the highschool and our
neighbors. Our building has been available for voting, blood drives and
other community service uses. I have noticed an orderly turnover of
homes along the above mentioned streets with no indication a
depreciation of value. I have known several home owners along these
streets who moved away and none said they had trouble selling because
of our use of streets in the area. I believe the entire area has been
safer because of the network ofstreets as opposed to the situation
that would have occurred if we had faced a single exit onto 2818.
I respetfully request your approval of the site plan for the new
building of the A & M Church of Christ including access to an entrance
and exit on Appomaddox Street for the following reasons:

4. The requested access to Appomaddox will be safer than two exits
from the church property onto the frontage road because of the danger
generated from two lanes of traffic on the access road and the off ramp
from the by- pass which comes down near the north border of the
current church property. This is especially a concern for older members
who would like to avoid expressway speeds.
5. Our traffic engineer has advised the church leadership group not
to build on the 20 acres we purchased if we do not get access to an
entry from Appomaddox Sreet. This recomendation is based on the
lengthy exit times on Sundays (morning and evening) and Wednesdays
and the safety hazard which will be generated if all of our traffic will
have to use a single exit. It seems like poor stewardship to risk
construction of a 10 to 12 million dollar building on a piece of property
with a single, one lane exit. Thus we will probably be forced to sell the
property if we do receive the required approval. That seems
unfortunate since the east by-pass seems like an ideal location for a
large church with members from all over the area. The citizens of
Raintree are concerned at this time, but I believe that approval of the
requested access will work to their advantage in the long run. I know
the church will do every thing we can to be good neighbors.

Dear College Station City Council Members,
As a member of the A & M church of Chirst body, I am writing you concerning the land we have
purchased on highway 6. 1 understand some of the Raintree subdivision families are against our
congregation having an entrance into our future parking lot off of Appamattox.
Would you consider asking the neighbors that we have had for many years at our location on Harvey
Mitchell Rd about our bodies' behavior? We have added to our neighborhood; not made them mad. My
husband and I particiapte in many activities with our middle school and teen classes. At Christmas many
of these neighbors are the ones they go to carol to and this very week 25+ of our teens are repairing a
house in our neighborhood - all for free, volunteer to help the community. If you talked with our high
school principal, Chrissy Hester, she would tell you our congregation has provided parking space for the
high school students who don't even attend our congregation. A & M Consolidated High School has given
AP tests, has registered incoming freshman in August and many other activities when they needed to
have more building space. We are very giving, caring, and thoughful neighbors.
Please reconsider if you are one of the members feeling like we will hurt the neighborhood by having an
entrance off of Appamattox. We stand by our reputation of the past.

We would like to express our opinion concerning the extension of Appomattox into the property on which
the A&M Church of Christ intends to build. My wife and I moved to College Station as newlyweds in 1967.
We have raised our family in College Station and currently reside at 1203 Lawyer (bought this house in
1973). Over the years we have paid many dollars in taxes, of which many of these dollars go to street
installation, maintenance, etc. All citizens of College Station do the same.
We think that was
the final determination on the Munson Street issue.
Every street map that we have seen of college Station shows the alignment of Appomattox beginning in
Windwood and going through Emerald Forest. We think Appomattox was on the master street plan to be
a "through" street when these subdivisions were platted. Perhaps that has been changed.
Now to the point. We understand the concern of property owners in a subdivision when there is potential
for traffic increase. The increased traffic would not be through the entire subdivision. It would involve the
first three intersections inside the subdivision. The biggest increase in traffic would be on Sunday and
Wednesday evenings. A lot of the traffic will probably exit onto the feeder road.
We respectfully encourage you to allow the church access to their property via Appomattox. Let's let all
citizens use all of the streets.

My wife Rosalie and I have lived in College Station since 1974, after
having lived in Bryan for 14 years. We reared our family in this
community and have been long standing members of the A&M church of
Christ. We have seen much growth in our membership in recent years. In
fact, we have out grown our current facilities and are planning to build
new facilities on the property that we purchased fronting on the East
Bypass, Earl Rudder Freeway/State Highway 6. We not only need access to
the service road but also to Appomattox Street, which ends at our
property line, to safely handle the number of vehicles that will park
for Bible classes and worship services.
We encourage you as our city commissioners to approve our request for
access to Appomattox Street. As a retired Research Economist with the
Texas Transportation Institute, I conducted many studies of highway
impacts on property values and land uses, as well as, the impact that
city zoning ordinances has on property values and uses. I had to
consider the effect of traffic volumes and access on property values and
uses. I also know something about which land uses are complementary to
each other. In other words, one use doesn't lower the value of the
other. It has been long recognized that churches and schools complement
residential property use. In fact, they are usually found in or adjacent
to residential areas. I'm sure that all of you are already aware of
these things.
Again, Rosalie and I urge you to grant access to Appomattox Street so
that our members can be assured of safe and prompt ingress and egress to
our church property.

While I do not live in College Station, I have worked in your city
for the past 33 years at TAMU. I have always had a hard time looking at B/CS

Dear Ladies and Gentlemen:
I am writing on behalf of the future site of the A & M
Church of Christ which will be located on the Bypass
and the Raintree Subdivision. I would like to urge
you to pass the proposal of having two exits from the
site - one from the bypass and the other from the
subdivision. I hate that the people of this
subdivision are so concerned and worried about what
the building of this church building will bring to
their subdivision. I personally live on the corner of
Edelweiss and Regensburg. Recently there has been a
church built right on the corner of Edelweiss and Rock
Prairie Road. They, too, have 2 exits off their
property - 1 off of Rock Prairie and the other onto
Edelweiss. The one off Edelweiss is directly across
the street from our house. It in no way effects our
property, our property value or the safety of my 4
children. In just the opposite, I was glad and
relieved to see that a "church" was being built right
next door rather than some other "type" of business.
First of all you don't have to worry about the
character and quality of people that are driving in
and out of their parking lot. You don't have to worry
about what goes on over on their property. You also
realize that the grounds are kept immaculate. Also,
you know a church wouldn't allow any "unseemly" kind
of business within close proximity to them. If anyone
would have been upset about the coming of this church,
it would have been us, since their exit comes straight
into our yard. We have not been effected by it at
all. I wish I could tell the subdivision of Raintree
this, to put their minds at ease, too. Thank you for
reading this and for your consideration to allow the
people of A&M church of christ to have 2 exits from
our future site - One from the bypass access road,
and the other from within the Raintree subdivision.

Dear College Station City Council members:
As a 20+ year resident of College Station and Bryan, I am writing concerning
a matter before your group at this time.
Our church family, the A&M Church of Christ, purchased land a couple of
years ago, just south of the only entrance to the Raintree subdivision. At
the time,
We now understand that some residents of the Raintree
subdivision have concerns about this access and that your group may be
considering not allowing such access. As you have probably been made aware,
our traffic consultant believes that only one entrance should be put in on
the feeder road and that the only other viable access should be from
Appamattox. While I think I can understand the concerns the residents of
the subdivision have, I want you as members of the council and
representatives of all the citizens of the city to consider equally, both
sides of the matter.
It is my hope that members of our congregation approach the council and
planning and zoning commission in a kind and professional manner. I don't
believe we need or that you want ranting and raving about issues that may be
justified, but probably can be rationally discussed. For 22 years, my wife
and I have attended the A&M congregation and now are raising our children in
this church family. We have always tried to be good neighbors in our
present location. I think you and any others would be hard pressed to
expect that no one would lodge some kind of complaint about some aspect of
our present location. We have a very large family of people who come
together and do make an impact when we have meetings or services.
We think we can be good neighbors in the Raintree area. When purchasing the
land, we saw the potential of adding to the neighborhood rather than
detracting from it. Over the years, we have tried to create an atmosphere
where our kids and others in the community who need space for activities can
meet, and feel we will be able to continue providing this type of service in
the Raintree area. I dont have research to prove this comment, but I tend to
believe that facilities such as churches and schools typically add to
neighborhoods. As a resident of the Southwood Valley area, having several
schools and church buildings in our neighborhood lends a more family
oriented feeling.
In closing, I want to encourage each of you as representatives of all
residents of the city, to genuinely consider and approve the Appamattox
access request.

Dear Council-member,
We are residents of the Windover East Subdivision in Bryan. Recently,
we faced a situation similar to the residents of the Raintree
Subdivision, so, we can empathize with them. However oboor
that frequently leave their bright lights on all night, every night, use
loud speaker intercom systems to communicate... etc. After years of
concern about what would be built behind our home, the First Baptist
Church of Bryan bought all of the land behind the Windover East
subdivision and we (the neighborhood) are very thankful to know we will
have quality, caring and mostly quiet neighbors and we understand that
they will need access to their property at scheduled meeting times. The
extra traffic on Sundays and Wednesdays is a small price to pay when you
consider the alternative of traffic, noise, light and moral pollution
that could have been constructed and in use on a 24 / 7 basis.
If the A&M church is not allowed access to Appomattox it would cause a
problem with our church being built on this site. If we do not build
there, someone else surely will and the traffic, noise, light and moral
pollution problems that arise will be greater than what our church could
cause on Sundays and Wednesdays at specific times. Just the thought
that a retail establishment open 24 / 7 could be built there instead of
a
congregation there at select times would cause us to be grateful that a
church was wanting to build there.
With all due respect, we don't believe the residents in the Raintree
subdivision have considered all of the consequences of their protest.
We hope and pray that you will consider this in your decision. We would
be responsible, good neighbors. We trust your best judgment will be
used to allow a street that was engineered and constructed as a major
feeder road to be open for access for our church.

Fellow residents of College Station:
We appreciate your time and efforts in serving the people of our fine city.
We are writing to ask your approval of a request for access to the future A&M
Church of Christ property from Appomattox Street.
A church building on this property will be a fine addition to our community,
but it is not feasible without access from Appomattox. The traffic
engineering report from Dr. Blaschke makes this clear. We would not expect
the church to be anything but a good neighbor to our fellow citizens in
Raintree, as it has been on its current property. There should be a minimal
negative impact on Raintree, with significant traffic very few times per week.
However, there is another issue that is important here, and it is doing what
is just. When we moved here in 1984 we noted Appomattox streets in Windwood,
Raintree, and Emerald Forest and knew the design was for eventual connection
of these. The city's plan showed it, and the streets were so designed. OMMM
Although it is fine to no longer plan the connection of
Appomattox segments, (and this benefits residents who live on the street), it
is unjust to disallow access to the church property from Appomattox. This
makes the property unusable, and the church would likely have to sell it at a
loss.
Now
r■~lwllr It is not reasonable to expect otherwise. Of all the possible
developments that could go on the property, a church has to be one of the
best from a neighbor standpoint.
It is not reasonable for residents on Appomattox to expect no development of
this property or continuation of the street forever in the future. And it is
unjust to change this plan after the church purchased the property. I urge
you to do what is right and fair and to approve access to the church property
from Appomattox.

Dear Sirs:
We are members of the A&M Church of Christ and are writing about the
access our church has requested from Appomattox Drive to our new
building. We are also residents of Windwood subdivision and are well
aware of the concerns about traffic on Appomattox Drive.
It seems that it would be advantageous to Raintree for us to use
Appomattox as a alternate exit so that traffic will clear out more
quickly. When Aldersgate church used to let out onto the feeder road it
would take forever for us to get into Windwood because all that traffic
had to go through one light. By using two exit routes the traffic
should clear twice as fast--someone would constantly be using the green
light.
When we purchased our home in Windwood we were made well aware of the
possibilities that Appomattox would open and of course have hoped that
it would not. We understand that those families living in Raintree
would prefer to keep their section of Appomattox closed. But someday
that property was sure to sell an

Dear Mayor and Members of the Council: Although this matter is presently
before the P&Z, Becky and I wanted you to know that we support the
extension of Appromattox. We are members of the A&M Church of Christ,
but believe that there are several factors which merit the extension:
1. The church has been a good neighbor in this community since its
inception in Northgate in the early part of the century and after its
move in 1975 to the present location across from the high school. This
attitude can be confirmed with the CSISD, with whom we have had a long
relationship.
2. The extension will provide a secondary access to the property,
something which already exists at St. Thomas Aquinas Catholic Church,
which is also located on the bypass.
4. Our final thought, but one which we think is the most important.
The City Council has recently taken a position on public safety through
the no smoking ordinance. You did so despite much criticism. I don't
know if anyone has ever really considered the hazard which exists at the
entrance to Raintree. Assume a tornado strikes at the entrance, or a
hazardous material spill occurs at that location. The question is
interesting - how do you evacuate the neighborhood, or gain access for
emergency vehicles into the are
We understand the heated and emotional comments you have received from
Raintree residents. With all due respect to them, their streets are
PUBLIC streets, paid for by all taxpayers. You cannot have what amounts
to a gated community while expecting other taxpayers to maintain your
roads.

Dear City Council Member,
As a member of the A & M Church of Christ I ask that you approve our
request for access to Appomattox for a driveway to serve our new church
on Highway 6.
Our drivers are responsible citizens who will not negatively impact the
neighborhood. We've had no complaints about our current building site

Subject: New Appomattox/Raintree issue.
Mrs. Mayor,
I am a four-year resident of Raintree, specifically on Appomattox on the
north side. It has come to my attention that the new church that is going to
be built is pressing for the opening of Appomattox on the north side for
entry and exit from this facility. I have a number of concerns.
Firstly, the membership of this church is over 2,000 people. If Appomattox
is opened into this new facility it is patently clear that the majority of
the traffic will come Highway 6-Raintree-Appomattox. This will cause a
tremendous disruption to the integrity of the neighborhood. One of the
arguments that the new church is using is that this traffic "will only be on
Sunday." I would refute this argument. The new church is planning a day
care, nursery school and a ballfield (as I understand from the planning
meeting recently). It is also rumored that the church wishes to form some
sort of affiliation with the University and the high schools and have
frequent organized functions. As an Orthodox Episcopalian I appreciate the
outreach, but this church is beginning to sound more like a volume business
than a church and I resent this volume of traffic disrupting the serenity of
my street.
Secondly, of the eight homes on the north aspect of Appomattox in Raintree
four have small children (to include my newly adopted son). The families
here on this street have come to expect a high level of safety and security
given the closed nature of the street. There are no strangers here, we know
and protect each other's children. The presence of a high volume of traffic
here would disrupt that level of safety and potentially pose a clear and
present danger to our children's safety.
Thirdly, the majority of the church members are not Raintree residents and
have no vested interest in Raintree, and thus no concerns for the integrity
of our neighborhood.
Fourthly, the church has argued that they would be unable to "clear their
parking lot in a timely manner if Appomattox was not opened." Both
Aldersgate and St. Thomas Aquinas churches have access only from the bypass
access roads, and the new church should have considered that before
purchasing the land. The residents of Raintree should not have to suffer
because of their choice of building sites.
Fifthly, it was noted that two members of the P&Z committee were warmly
greeted and congratulated by church members that appeared at the recent open
meeting. I resent the apparent conflict of interest.
Sixth, and finally, I know very well that the church is well-financed and
that congregation has very influential members. I am just a Registered Nurse
looking out for the safety of my neighborhood, my son and my neighbor's
children. We have a nice home with nice neighbors on a nice quiet street.
All this will be lost if the plan to open Appomattox goes through. Not only
will Appomattox be disrupted, but all of Raintree from Appomattox to the

Bypass will be negatively impacted. Raintree just cannot accept that volume
of extra traffic.
In conclusion, the College Station City Council has voted repeatedly to
maintain neighborhood integrity (I reference the Munson issue as an example).
I pose this question: What is more important to the city of College
Station, the integrity of an older established family-oriented neighborhood
or a special interest? I thank you for your time.

When we purchased our house a few years ago some of the main considerat

were that it was in a quiet residential neighborhood with little traffi

a high degree of safety. We have one of the first houses off of Hwy 6 a

have noted in the past few weeks that I have been here that the neighbo
rhood
children cross Raintree to visit their friends and play in the cross
streets. As it is now, there is quite a bit of traffic coming on to
Raintree from Southwest Parkway or turning off of Hwy 6. My daughter,
a
student at TAMU, lives here alone and feels very safe. She is opposed
to
opening of the street also. We plan to sell the house when she graduat
es
and I believe the property would be devalued if the street were opened.
Perhaps the members of the church should consider if they really want t

have through traffic on their property. I believe a method of access t
o the
proposed church facility off of Hwy 6 could be devised. If it is true
that
2/3 of the church traffic would come from the south, as they predict, t

access on the turn-around at Emerald Parkway should easily be able to t
ake
care of the remaining 1/3.
I realize that this is not an easy decision to make and appreciate your
consideration. I hope that you will decide to keep Appomattox closed a

My wife Mary and I have resided in Raintree going on sixteen years.
We wish very much to have our concerns reflected via this e-mail.
Again we adamantly object to the opening of Appomattox Drive for the use of traffic for the A&M Church of
Christ. As we previously expressed this will cause traffic congestion, noise and danger to the residents of
Raintree. Just from the width of Appomattox a novice can make the determination that there are major
problems to be encountered with through traffic. We woul

Subject: Proposed Appomattox extension
To the members of the College Station City Council:
As a resident of the Raintree subdivision, I wish to express my
concerns related to the possible extension of Appomattox south to the
A&M Church of Christ property. I can fully appreciate the desire on
the part of the A&M Church of Christ to ease traffic congestion
problems for its congregation members attending services on Sunday
mornings and at other times throughout the week. Clearly, opening an
Appomattox extension would maximize convenience to members of that
congregation by 1) reducing the potentially heavy traffic load on the
northbound frontage road, and 2) allowing members traveling from the
north or west to enter the church property via Southwest
Parkway/Raintree Drive/Appomattox rather than going south to Emerald
Parkway and back.
Maximizing convenience for the A&M Church of Christ members, however,
is not the primary responsibility of the College Station Planning and
Zoning Commission or of the City Council, and it certainly is not the
responsibility of homeowners and residents of the Raintree
neighborhood. The traffic load generated by a congregation of this
size will undoubtedly be heavy, and routing that traffic through a
quiet residential area would constitute an unacceptable intrusion. I
wonder whether the A&M Church of Christ members realize they are
exhibiting profound selfishness and indifference by expecting to
degrade the Raintree neighborhood with cars, noise and traffic
related hazards just so they can shave two minutes off their travel
time to and from church functions.
The frontage road property of the proposed A&M Church of Christ is
valuable for its visibility and accessibility; those qualities are
currently enjoyed by two other large churches in the immediate
vicinity. Those churches have no problems controlling their traffic
via direct access to the frontage road. The A&M Church of Christ
cannot possibly, at this point, seriously expect to capitalilze on
the visibility of a frontage road location while forcing Raintree
residents to bear the burden of the church traffic. The church needs
to develop another plan for its traffic that does not involve an
Appomattox extension.
I would like to urge members of the City Council and the Planning and
Zoning Commission to give careful consideration to my comments and to
those of other concerned Raintree residents. Granting approval of an
Appomattox extension for the A&M Church of Christ would not serve the
best interests of the community at large.

Attention Planning and Zoning Commission and City Council Members:
I would like to express my concerns about the opening of Appomattox road in the Raintree Subdivision. I
live in Raintree on Yorktown Ct. with my husband and our one year old son. We bought this home
because of the closed neighborhood and safe streets. I take comfort in knowing that my one year old can
someday walk or ride his bike to the park without heavy traffic on Raintree Drive. I am so glad to see the
land on the bypass being used by A&M Church of Christ. They will be good neighbors! However, I am
concerned that their 1200 member attendance could cause excessive traffic in the neighborhood. I know
that it will be used several days of the week since they also run a mother's day out facility. I might point
out that their are school children waiting at that corner every morning for the their bus. Wouldn't that put
them at risk when parents are dropping off and picking up their kids from the church daycare? The light at
the bypass is also very close to Appomattox and this could cause traffic to back up at the service road.
The East Bypass Plan stresses preserving the nature and integrity of existing neighborhoods. I would
urge you to consider this when making a choice about extending this road.

The Council and planning zone board have always tried to make decisions on the basis of SAFETY. The
grranting the permission to the church would completely violet that principle. I have lived in the Raintree
subdivision for 13 years and we like the residential nature of the sub-division. I live on the Shiloh Court
which is next to Appomomattox. The increased traffic and resulting in increased danger frighten me for the
small children who play in the neighborhood. DID YOU LIVE IN THE RAINTREE SUB-DIVISION? you
know how it is.

Dear members of the Planning and Zoning Commission and the City Council,
I am writing to voice my opposition of the proposal to open the south end of Appomattox Street in Raintree
subdivision to allow traffic access to the back of the property the A&M Church of Christ proposes to build
on.
I live at 7807 Appomattox Drive ...the last house on the east side of the street. One of the reasons
purchased this home 4 years ago is because of its location (last house on a dead-end street). There is
very little traffic on the street presently, making is very safe for young children and for pets that may
inadvertantly get loose. On that end of the street, there are 8 homes and of those 8 homes, 6 have
children. At least 7 of the homes are also home to pets, either cats or dogs. Opening the street to
(GADS!!!) 2000 people, 700 of which the church predicts will come from north of the church would turn
that quite dead-end street into a traffic thorofare at least 3 times per week.
As a homeowner, I am a bit offended that the church is not willing to consider what opening the street will
do to the resale of our homes. No doubt, the value of the homes on that street would decline as
Appomattox Drive would then become the ONLY street in the ENTIRE subdivision that was a "through"
street. Not even the main entrance into the subdivision (Raintree Drive) is a "through" street. As others
have no doubt stated, I welcome the church as a good neighbor, but feel the church has only their
interests and not those of the neighborhood in mind. That being said, the church could be looked upon as
"not such a good neighbor", afterall.
It seems as though the church could accomidate their congregation adequately by considering at least 2
entrances into south end of the property from the frontage road, possibly designed to enter 2 different
parking lots and then have 2 exits, 1 from each lot exiting onto the frontage road north of the church.
Making those entrances and exits each 2 lanes wide would surely reduce congestion at the beginning and
end of the church meetings. At the very least, such a design would manage traffice in and out of the
church property with minimal impact on our neighborhood.
One other consideration that does not make much sense of opening Appomattox Drive to reduce traffic
congestion is the fact that all cars that leave the church property will still be hung up at the stop light at
Raintree and the Bypass. Even church goers that live south of town will have to go north to that
intersection to get back on the bypass and go south. Thus, there will be traffic congestion, no matter
what, with that many people coming out of the church at one time and with the church having decided to
purchase land on a one-way frontage road. So what is the rationale for opening up the south end of
Appomattox Drive??? As I see it, opening the south end of Appomattox Drive will:
1) reduce the safety of our neighborhood
2) reduce the property value of homes in our neighborhood (and not just those on Appomattox Drive, as
all of that traffic will affect the entire subdivision as Raintree drive is the only way in and the only way out
of the subdivision)
3) will not eliminate traffic congestion, as it will have to occur at the intersection of Raintree and the

Bypass anyway. The only advantage I can see to opening the south end of Appomattox Drive is that it
means approximately 700 people will not have to drive the exit of Bypass 6 and Hwy 2818, turn left onto
2818 and turn left again onto the frontage road. All in all, that is less than a 2 mile drive. I would be willing
to bet most of those 700 people would rather drive the 2 miles than destroy the integrity of our
neighborhood.

outreach, but this church is beginning to sound more like a volume business
than a church and I resent this volume of traffic disrupting the serenity of
my street.
Secondly, of the eight homes on the north aspect of Appomattox in Raintree
four have small children (to include my newly adopted son). The families
here on this street have come to expect a high level of safety and security
given the closed nature of the street. There are no strangers here, we know
and protect each other's children. The presence of a high volume of traffic
here would disrupt that level of safety and potentially pose a clear and
present danger to our children's safety.
Thirdly, the majority of the church members are not Raintree residents and
have no vested interest in Raintree, and thus no concerns for the integrity
of our neighborhood.
Fourthly, the church has argued that they would be unable to "clear their
parking lot in a timely manner if Appomattox was not opened." Both
Aldersgate and St. Thomas Aquinas churches have access only from the bypass
access roads, and the new church should have considered that before
purchasing the land. The residents of Raintree should not have to suffer
because of their choice of building sites.
Fifthly, it was noted that two members of the P&Z committee were warmly
greeted and congratulated by church members that appeared at the recent open
meeting. I resent the apparent conflict of interest.
Sixth, and finally, I know very well that the church is well-financed and
that congregation has very influential members. I am just a Registered Nurse
looking out for the safety of my neighborhood, my son and my neighbor's
children. We have a nice home with nice neighbors on a nice quiet street.
All this will be lost if the plan to open Appomattox goes through. Not only
will Appomattox be disrupted, but all of Raintree from Appomattox to the

Bypass will be negatively impacted. Raintree just cannot accept that volume

My wife Mary and I have resided in Raintree going on sixteen years.
We wish very much to have our concerns reflected via this e-mail.
Again we adamantly object to the opening of Appomattox Drive for the use of traffic for the A&M Church of
Christ. As we previously expressed this will cause traffic congestion, noise and danger to the residents of
Raintree. Just from the width of Appomattox a novice can make the determination that there are major
problems to be encountered with through traffic. We would venture to say that residents would lose their
privilege to park vehicles in front of their homes. This is a "family community" and the safety of young
children would definitely be hampered. It also becomes a possibility that a traffic light or a four-way stop
may become a necessity, not to mention what will become of property values.
It has been quite apparent that both of the other churches on our side of the by-pass, north and south,
handle in and out traffic in a very orderly fashion without causing a hardship to Raintree residents.
Furthermore we feel that if this extension is approved it will act as a catalyst for the rest of Appomattox to
be opened. We already have a noise problem with car stereo systems. Please do not let
this extension/opening occur. Thank you for your consideration.

To the members of the College Station City Council:
As a resident of the Raintree subdivision, I wish to express my
concerns related to the possible extension of Appomattox south to the
A&M Church of Christ property. I can fully appreciate the desire on
the part of the A&M Church of Christ to ease traffic congestion
problems for its congregation members attending services on Sunday
mornings and at other times throughout the week. Clearly, opening an
Appomattox extension would maximize convenience to members of that
congregation by 1) reducing the potentially heavy traffic load on the
northbound frontage road, and 2) allowing members traveling from the
north or west to enter the church property via Southwest
Parkway/Raintree Drive/Appomattox rather than going south to Emerald
Parkway and back.
Maximizing convenience for the A&M Church of Christ members, however,
is not the primary responsibility of the College Station Planning and
Zoning Commission or of the City Council, and it certainly is not the
responsibility of homeowners and residents of the Raintree
neighborhood. The traffic load generated by a congregation of this
size will undoubtedly be heavy, and routing that traffic through a
quiet residential area would constitute an unacceptable intrusion. I
wonder whether the A&M Church of Christ members realize they are
exhibiting profound selfishness and indifference by expecting to
degrade the Raintree neighborhood with cars, noise and traffic
related hazards just so they can shave two minutes off their travel
time to and from church functions.
The frontage road property of the proposed A&M Church of Christ is
valuable for its visibility and accessibility; those qualities are
currently enjoyed by two other large churches in the immediate
vicinity. Those churches have no problems controlling their traffic
via direct access to the frontage road. The A&M Church of Christ
cannot possibly, at this point, seriously expect to capitalilze on
the visibility of a frontage road location while forcing Raintree
residents to bear the burden of the church traffic. The church needs
to develop another plan for its traffic that does not involve an
Appomattox extension.
I would like to urge members of the City Council and the Planning and
Zoning Commission to give careful consideration to my comments and to

Re: A&M Church of Christ CUP- Traffic Management Clarification
At the Planning and Zoning Commission meeting on May 17, 2001 you asked me to develop
responses to several questions and concerns related to traffic management for the proposed
A&M Church of Christ. Your desire was to have this information available at the next
Planning and Zoning Commission meeting on June 7, 2001.
As a follow up to this request I met on May 24 with engineering representatives of the
church; Mike McClure, P.E., and Joseph Blaschke, P.E. After a lengthy discussion of the
various traffic management issues relating to this project and the surrounding area, it was
agreed that Mr. Blaschke, who is a traffic engineer, would produce a written report
addressing traffic engineering and safety aspects of this project. The report is attached for
your review.
On May 24, I visited by telephone with TEXDOT District 17 Traffic Engineer Rick Barnes
in regards to this proposed development. Mr. Barnes said he has discussed the project with
Joe Blaschke. From a traffic impact/traffic management stand point he was concerned if the
only access was to the east frontage road. Mr. Barnes felt that an additional access from
Raintree Drive would much improve traffic management at the traffic light at the frontage
road and Raintree Drive. Mr. Barnes also said that heavy peak traffic volume on the frontage
road creates greater exposure to accidents from vehicles exiting the freeway at fairly high
speeds. Additionally, Mr. Barnes stated that TXDOT criteria would allow an access to the
north of the stripped gore of the exit ramp at a distance greater than 250'. The vehicles on the
frontage road are restricted to the outside lane at the intersection with the exit ramp. He said
that it is very unlikely that TXDOT would consider a third lane on the frontage road since
overall traffic conditions do not warrant a third lane.
Most of your questions and concerns are addressed in Mr. Blaschke's report. Following are
responses to items not specifically addressed:
• Use double lanes to exit onto the two lane frontage road - Because the roadway goes
to one lane at the intersection with the exit ramp, there is no real gain other than
initial storage.

What about taking access off Raintree Drive just west of section one thru Reserve
Tract I? This driveway would be about 225' east of the frontage road. Normally you
would want a minimum of 275'. This would be a slow exit due to the limited vehicle
storage space between the traffic light and this access.
Consider split access; ie, limit access to Appomattox by having no cross access
between parking to the east and parking to the west. This is a possibility as long as the
fire lane is open all the way around the building and emergency vehicles have access
by way of a lock box.
Can there be multiple access off the frontage road? I originally said no. Actually,
according to our criteria and TXDOT there can be access near the northwest corner of
the property as well as the southwest corner and 275' north of the south access.
I will make every effort to obtain Kirk Barnes' comments on Joe Blaschke's report before the
Commission meeting on June 7, 2001.

Attached to this letter is a petition signed by residents of Raintree subdivision who oppose the opening of Appomattox to the
South.
There is a great amount of concern, even though it might have not been as evident at the first meeting on May 17th where the
A&M Church of Christ's request for a conditional use permit was tabled. The church mentioned at that May 17th public hearing
for this issue that there was a low turnout at the meeting they had for us neighbors to show us their plan and answer questions.
This low turnout was due to the fact that Mr. Duncum called me the afternoon of the meeting and asked to change the time
from 7:00 to 5:30. I was not able to notify everyone in the neighborhood about this change.
Under usual circumstances, the contact person for the Neighborhood Association is notified of the public hearings affecting
their areas, in addition to the 200ft notification list, but for this past meeting the Raintree Neighborhood Association was left
off the list. I, as the contact person, did not know about the Public Hearing until 3 days before, and though I did my best to
get the word out, it was not possible to notify all 283 homes in the neighborhood.
I did, however, receive notification about this June 7th meeting, and though I am not able to attend, wanted the Commission
know that there is a large amount of concern over this issue and we managed to get petitions down most streets over the past
week to show the level of concern and opposition to opening Appomattox. There were several streets that we just didn't have
time to cover, but for the streets that our neighbors did cover everyone signed in opposition (other than the people that were
not home). There was not one person that I know of that was in agreement with opening Appomattox. There are signatures
from 121 homes out of a total of 283 in the neighborhood (a total of 160 individual signatures). Those that did not sign were not
home or able to be contacted.
We have many concerns about the opening of Appomattox including the following:
The East Bypass Plan stresses preserving the nature and integrity of existing neighborhoods. We feel this plan to open
Appomattox will compromise both the nature and integrity of Raintree. Those of us that served on the East Bypass Planning
Team feel very strongly about this issue and those feelings steered a majority of our decisions about the plan.
All church members (1200 members now, with estimated future membership of 2000) entering from the north or west would
use Appomattox to avoid going to Emerald Parkway and back. Note that the Emerald Parkway route does have an easy U-turn
lane.
The big turn on Raintree Drive means people leaving lower Raintree might not see the congestion in time (might this require a
future stoplight at Appomattox?).
Residents on Appomattox all said they moved there because of the quiet neighborhood. Opening Appomattox forces a major
change in neighborhood lifestyle. Because of the plan for various schools (a 2-day preschool is already in operation) and
activities at the church, dense traffic will occur more often than just Wednesdays and Sundays. Other churches in this area
have not needed access to local neighborhoods. (Why not add a stoplight and/or a turn lane at the frontage road entrance?)
While most Raintree residents view the church as a desirable neighbor, most do not want Appomattox opened. "Good fences
make good neighbors.'
Concerns about where the overflow parking would be during big events that draw church members as well as guests are
prevalent among those living adjacent to the property. That overflow is not likely to be out on the bypass, but along
Appomattox and Raintree Drive. Is the planned parking (600 spaces) enough to handle such events and standard church services
when full?
We respectively submit these concerns and petitions opposing the opening of Appomattox. Thank you for your time and

Dear Members:
We worship at the A&M Church of Christ, currently located adjacent to A&M Consolidated
High School. This church has served the communities of Bryan, College Station, and Texas
A&M since 1935, first from a location in Northgate and from its current location since 1974.
Just as our community has grown, we too have grown and now find it necessary to build a new
facility to better serve the community into the future. Towards this end we purchased a tract of
land close to the intersection of Southwest Parkway and Highway 6. In addition to fronting on
the east side access road the property also adjoins the Raintree residential sub-division.
To complete development of the property- we need to open an access road from what will be our
rear parking lot into a continuation of the existing Appomattox Street in the Raintree sub-
division. This road will be used primarily if not exclusively for the overflow traffic from Sunday
morning services. At all other times the traffic should be able to be accommodated by the main
entrance-exit from the access road.
While we sympathize with the property owners on Appomattox Street, they knew when they
purchased their homes that Appomattox would eventually be opened to further development and
traffic. It was designed from the start to be a connector road, not a cul-de-sac. It would seem
that having it dead end into a church parking lot would be preferable to many, of the other
possible scenarios.
Finally, the A&M Church of Christ wants to be a welcome participant in the community. We
have been a good neighbor in our current location and expect to be in the new location. We
believe our programs and facilities will be useful additions to the Raintree community,
particularly for the young people. Day care, Sunday school, athletic facilities, and a host of
outreach programs will be within walking distance of the entire Raintree community.
This can be a win-win relationship. Please help us make it a reality by approving the request to
open Appomattox Street to our new home.

Dear Mr. Duncum:
I have reviewed the proposed layout for the referenced site plan and have met with Ted Mayo
from the city of College Station to discuss the traffic engineering and safety aspects of the plan. Mr.
Mayo suggested that I document my opinions and concerns. The purpose of this letter is to provide
that documentation.
SITE PLAN
As shown on the attachment, the proposed church site is located on the east side of the State
I-i'ighway 6 (East) Bypass between the F. M. 2818 and Southwest Parkway/Raintree Drive
interchanges. Access to the site is shown to be provided from the southwest corner along the East
Bypass Frontage Road and from an extension of Appomattox Drive on the northeast corner. (As you
know, the residents of Raintree Subdivision objected to the proposed access location from
Appomattox Drive at the recent Planning and Zoning Commission meeting.) A total of 667 parking
spaces are shown in the site plan.
GENERAL DESIGN CONSIDERATIONS
In general, parking lots should be designed to provide convenient accesslegress and efficient
on-site circulation. Otherwise, considerable time will be spent by motorists traveling between the
access locations and the parking areas searching for a parking spot and exiting from their parking
spaces. Design features of parking areas include the provision of at least two access locations for
parking lots having 300 to 400 spaces. For every 400 spaces thereafter, another access location is
suggested. The purpose of multiple access design for Large parking areas is to provide opportunities
for motorists to enter an nd efficiently. Most parking areas have
continuous vehicular arrivals and departures (like a shopping center). Some parking areas (like for
churches or football stadiums) have concentrated arrivals and departures (especially departures).

When concentrated arrivals and departures occur, it is imperative that multiple access locations be
provided.
SITE SPECIFIC DESIGN CONSIDERATIONS
If only one access location (on the southwest corner of the site) is provided for the A&M
Church of Christ site, it will take a considerable amount of time for the church parking lot to clear.
Each driver of a vehicle exiting a driveway and turning onto an intersecting street initially stops his
vehicle, looks for oncoming traffic, finds an acceptable gap in the traffic stream, and then turns onto
the intersecting road. This maneuver likely will average about four to five seconds (per vehicle)
assuming that there are occasional conflicts in the traffic stream and that gaps can be found and
accepted within a short period of time. Hence, it would take 667 vehicles (the capacity of the A&M
Church of Christ site parking area) about 45 to 55 minutes to exit the site if there were occasional
conflicts along the East Bypass Frontage Road. Of course, there likely will be considerable
conflicts from vehicles departing the St. Thomas Aquinas Church parking area located south of the
A&M Church of Christ site. Hence, it is obvious that the time required to exit your church site will
be considerable, if only this single access location is provided.
You may have to hire a police officer to direct traffic onto the frontage road. A traffic control
officer will help to expedite vehicle departures but he will have to give considerable time to those
vehicles on the frontage road so the time savings may be only 40 to 50 percent.
This time can be reduced somewhat if an acceleration lane was provided at the exit. Drivers
could exit your site without stopping and then merge into the traffic stream, assuming a gap is
available in the traffic stream. With this improvement, then the time required may be reduced to
about 30 to 35 minutes, again assuming that there are few conflicts with other vehicles on the
frontage road. I believe it is readily apparent that there will be numerous conflicts.
Provision of another access location along the East Bypass Frontage Road near the northwest
corner of the site (see attachment) will provide some relief to the single access location on the
southwest corner and expedite arrivals to the site. However, because only one lane of traffic is
available on the frontage road for exiting traffic, little time savings will be accomplished during the
exiting process. Vehicles exiting the church site from either access location will be traveling to the
same point along the frontage road. Hence, there is little (if any) advantage for providing the
additional access location on the frontage road for exiting vehicles.
The Texas Department of Transportation may or may not allow the church to access the
frontage road at a site near the northwest corner of the site. If vehicular egress is permitted from the

northwest corner, vehicles exiting the site will be merging with high-speed vehicles exiting the
freeway from the upstream exit ramp. I do not recommend providing access locations (especially for
exiting vehicles) along high-speed facilities (including freeway frontage roads) and especially near
freeway exit ramps. Such locations often become high-accident sites mainly because of the large
difference in speeds between the vehicles exiting the high-speed freeway and the vehicles entering the
frontage road. It is much better to access a frontage road either away from an exit ramp or at a
signalized intersection.
The A&M Church of Christ site is limited to one viable frontage road access location for
exiting traffic, the access location proposed for the southwest comer of the site. Any other location
along the frontage road i In addition, another access
site along the frontage road will not provide any benefit for exiting vehicles because there is only one
lane available along the frontage road. Hence, another access location is needed along the north,
south, or east side of the proposed church site.
HISTORY OF SITE ACQUISITION
When the A&M Church of Christ congregation MMbft efforts to purchase this site,
Appomattox Drive was expected to extend through the east side of the property and south of the
property. Access to Appomattox Drive would have provided one or two additional access locations
and allowed vehicles to disperse from the church site in at least three directions (to the north and
south from Appomattox Drive and to the west onto the frontage road). If Appomattox Drive is not .
extended, then access to and egress from the east side of the property will not be available. Due to
the current platting and development of property adjacent to the north, east, and south sides of the
church property, access cannot be provided without purchase and removal of someone's home,
purchase of land owned by Northrup Grumman, or extending Appomattox Drive. It is difficult to
believe that Northrup Grumman would be willing to sell a section of land for construction of an
access road through its property, or that a home could be easily purchased and removed. It is more
realistic to assume that a roadway originally platted and planned for extension (Appomattox Drive) }
be used to provide access to the church property. Hence, the extension of Appomattox Drive is the
only logical source of additional access to the church site.
BENEFITS OF APPOMATTOX DRIVE EXTENSION
Extending Appomattox Drive into the Church site, as shown in the Attachment, will allow
vehicles to exit the site, travel to the north and then westward on Raintree Drive. The intersection
of Raintree Drive and the East Bypass Frontage Road is signalized, and the signals can be timed to
expedite traffic through the intersection in a relatively efficient manner. The residents of Raintree

Subdivision would be inconvenienced only for a short duration of time during Sunday mornings. I
realize that the residents adjacent to Appomattox Drive between the church property and Raintree
Drive will be more affected by the church-generated traffic than other residents of the Subdivision.
However, Appomattox Drive is very wide and it can accommodate the additional traffic in an efficient
manner.
The Appomattox Drive extension will provide the second access location for the church site
which is important for safety reasons as well. If the church lot needs to be evacuated and the only
access location at the southwest corner of the parking area is blocked, then the vehicles will be
trapped in the lot.
Similarly, the residents ofRaintree Subdivision have only one access location, Raintree Drive.
If Raintree Drive is blocked or closed (for utility problems like a water leak or gas leak), then the
residents of the Subdivision have no evacuation or escape route. If access to the church site is
provided with the Appomattox Drive extension, then the Subdivision residents will have an escape
route available.
There is another advantage of the Appomattox Drive extension. There are numerous
residential driveways along Raintree Drive east of the Appomattox Drive intersection. Continual
extension of Raintree Drive to the south from its existing termination will result in many additional
vehicles traveling along Raintree Drive. It is my understanding that the Raintree Subdivision residents
already are complaining about the traffic in the Subdivision on Raintree Drive. It is not surprising that
so many vehicles already travel along Raintree Drive because that street provides the only access into
and out ofthe Subdivision. The extension of Appomattox Drive into and south ofthe church site will
provide additional access into and out of the Subdivision and eventually reduce traffic volumes on
Raintree Drive. Hence, the extension of Appomattox Drive is advantageous to all of the Raintree
Subdivision residents, and disadvantageous only to those residents who live along Appomattox Drive
between Raintree Drive and the church site.
I have provided consulting services to the city of College Station for many years. I have not
and I will not recommend traffic engineering changes within the city if I believe that these changes
will not be beneficial to the vast majority ofthe city's residents. All street and highway improvements
generally are advantageous to large numbers of city or county residents and disadvantageous to a few
residents who have the improvement occur "in their back yards." Public facility improvements
generally help many and negatively affect a few. My recommendations for access to the church site
from Appomattox Drive and eventual extension of Appomattox Drive southward is an improvement
that eventually will be advantageous to the vast majority ofRaintree Subdivision residents. (I assume
that the extension would not have residential driveways directly accessing Appomattox Drive.)

The extension of Appomattox Drive into the church site will increase traffic volumes on the
street. This is true whenever a development occurs and additional traffic is generated onto adjacent
streets. However, the extension is not expected to create a safety hazard on Appomattox Drive. If
Appomattox Drive is not extended and additional development continues to the south of the
Subdivision (which is expected to occur), additional traffic volumes on Raintree Drive will more likely
create a hazardous condition on Raintree Drive because there are numerous residential driveways
accessing the street. Raintree Drive is essentially functioning like a minor arterial or major collector
street and is not designed for that function.
The Appomattox Drive extension actually is a safety improvement for the motorists exiting
the church property. If all vehicles exiting the church parking lot were required to use the East
Bypass Frontage Road, the potential for accidents involving high-speed vehicles increases, especially
when motorists begin to accept short intervals between vehicles on the frontage road because they
have waited so long to exit the site. If these vehicles had the opportunity to travel to the signalized
intersection of Raintree Drive and the East Bypass Frontage Road, then the drivers of these vehicles
can take advantage of the increased safety provided by the signalized intersection as they return
home.
There is no doubt that additional access to the A&M Church of Christ site is needed and that
this access can only be provided in a safe and efficient manner with an extension of Appomattox
Drive. There also is no doubt that the residents of Raintree Subdivision do not view this extension
as beneficial to the Subdivision, although I believe that the Appomattox Drive extension will be
appreciated by the vast majority of the Subdivision residents in the future.
FINAL RECOMMENDATIONS
If the extension of Appomattox Drive is not provided, I would strongly suggest not building
the church at the proposed site. I believe that you and members of the church congregation would
be very disappointed with the difficulty of accessing your property, especially exiting your property
at the end of church services. Of course, it is obvious that this property may not be desirable for
development by some individuals if additional access cannot be provided. At the same time, I am sure
that there is some developer that will eventually build something on this site. If I were a resident of
Raintree Subdivision, I would rather have a church as my neighbor as compared to a commercial or
high-density residential development. The Raintree Subdivision residents likely would agree. Also,
I am sure that the city of College Station prefers to have this particular property developed as
opposed to remaining vacant. Hence, I would continue to pursue efforts to gain the Appomattox
Drive access. Access from Appomattox Drive is logical, efficient, and safe. There is no reasonable
argument that would contradict your position on this matter.

Re: A&M Church of Christ CUP- Traffic Management Clarification
At the Planning and Zoning Commission meeting on May 17, 2001 you asked me to develop
responses to several questions and concerns related to traffic management for the proposed
A&M Church of Christ. Your desire was to have this information available at the next
Planning and Zoning Commission meeting on June 7, 2001.
As a follow up to this request I met on May 24 with engineering representatives of the
church; Mike McClure, P.E., and Joseph Blaschke, P.E. After a lengthy discussion of the
various traffic management issues relating to this project and the surrounding area, it was
agreed that Mr. Blaschke, who is a traffic engineer, would produce a written report
addressing traffic engineering and safety aspects of this project. The report is attached for
your review.
On May 24, I visited by telephone with TEXDOT District 17 Traffic Engineer Rick Barnes
in regards to this proposed development. Mr. Barnes said he has discussed the project with
Joe Blaschke. From a traffic impact/traffic management stand point he was concerned if the
only access was to the east frontage road. Mr. Barnes felt that an additional access from
Raintree Drive would much improve traffic management at the traffic light at the frontage
road and Raintree Drive. Mr. Barnes also said that heavy peak traffic volume on the frontage
road creates greater exposure to accidents from vehicles exiting the freeway at fairly high
speeds. Additionally, Mr. Barnes stated that TXDOT criteria would allow an access to the
north of the stripped gore of the exit ramp at a distance greater than 250'. The vehicles on the
frontage road are restricted to the outside lane at the intersection with the exit ramp. He said
that it is very unlikely that TXDOT would consider a third lane on the frontage road since
overall traffic conditions do not warrant a third lane.
Most of your questions and concerns are addressed in Mr. Blaschke's report. Following are
responses to items not specifically addressed:
• Use double lanes to exit onto the two lane frontage road - Because the roadway goes
to one lane at the intersection with the exit ramp, there is no real gain other than
initial storage.

• What about taking access off Raintree Drive just west of section one thru Reserve
Tract 1? This driveway would be about 225' east of the frontage road. Normally you
would want a minimum of 275'. This would be a slow exit due to the limited vehicle
storage space between the traffic light and this access.
• Consider split access; ie, limit access to Appomattox by having no cross access
between parking to the east and parking to the west. This is a possibility as long as the
fire lane is open all the way around the building and emergency vehicles have access
by way of a lock box.
• Can there be multiple access off the frontage road? I originally said no. Actually,
according to our criteria and TXDOT there can be access near the northwest corner of
the property as well as the southwest corner and 275' north of the south access.
I will make every effort to obtain Kirk Barnes' comments on Joe Blaschke's report before the
Commission meeting on June 7, 2001.

I don't really have strong feelings one way or the other and Joe Blaschke
disagrees with me but my reasoning is as follows:
1. Raintree as it exists is much closer to North Forest than is
Appomattox
2. Both collectors are not necessary
3. Because of the offset between Raintree and Appomattox at North Forest
higher volumes would be discouraged because of trip length.
4. Both streets are 37 feet wide, Raintree currently has 8 houses
fronting on it. Appomattox also has 8.
I would have no objection to connecting Appomattox. It would provide more
relief to the church tract and "Westinghouse" tract. I believe it would
also channel more traffic through to Raintree and Emerald Forest.
By the way what do you call the "Westinghouse" tract, just so we are
consistent?

southwest corner and expedite arrivals to the site. However, because only one lane of traffic is
available on the frontage road for exiting traffic, little time savings will be accomplished during the
exiting process. Vehicles exiting the church site from either access location will be traveling to the
same point along the frontage road. Hence, there is little (if any) advantage for providing the
additional access location on the frontage road for exiting vehicles.
The Texas Department of Transportation may or may not allow the church to access the
frontage road at a site near the northwest corner of the site. If vehicular egress is permitted from the

northwest corner, vehicles exiting the site will be merging with high-speed vehicles exiting the
freeway from the upstream exit ramp. I do not recommend providing access locations (especially for
exiting vehicles) along high-speed facilities (including freeway frontage roads) and especially near
freeway exit ramps. Such locations often become high-accident sites mainly because of the large
difference in speeds between the vehicles exiting the high-speed freeway and the vehicles entering the
frontage road. It is much better to access a frontage road either away from an exit ramp or at a
signalized intersection.
The A&M Church of Christ site is limited to one viable frontage road access location for
exiting traffic, the access location proposed for the southwest corner of the site. Any other location
along the frontage road is not recommended primarily because of safety. In addition, another access
site along the frontage road will not provide any benefit for exiting vehicles because there is only one
lane available along the frontage road. Hence, another access location is needed along the north,
south, or east side of the proposed church site.
HISTORY OF SITE ACQUISITION
When the A&M Church of Christ congregation initiated efforts to purchase this site,
Appomattox Drive was expected to extend through the east side of the property and south of the
property. Access to Appomattox Drive would have provided one or two additional access locations
and allowed vehicles to disperse from the church site in at least three directions (to the north and
south from Appomattox Drive and to the west onto the frontage road). If Appomattox Drive is not
extended, then access to and egress from the east side of the property will not be available. Due to
the current platting and development of property adjacent to the north, east, and south sides of the
church property, access cannot be provided without purchase and removal of someone's home,
purchase of land owned by Northrup Grumman, or extending Appomattox Drive. It is difficult to
believe that Northrup Grumman would be willing to sell a section of land for construction of an
access road through its property, or that a home could be easily purchased and removed. It is more
realistic to assume that a roadway originally platted and planned for extension (Appomattox Drive)
be used to provide access to the church property. Hence, the extension of Appomattox Drive is the
only logical source of additional access to the church site.
BENEFITS OF APPOMATTOX DRIVE EXTENSION
Extending Appomattox Drive into the Church site, as shown in the Attachment, will allow
vehicles to exit the site, travel to the north and then westward on Raintree Drive. The intersection
of Raintree Drive and the East Bypass Frontage Road is signalized, and the signals can be timed to
expedite traffic through the intersection in a relatively efficient manner. The residents of Raintree

Subdivision would be inconvenienced only for a short duration of time during Sunday mornings. I
realize that the residents adjacent to Appomattox Drive between the church property and Raintree
Drive will be more affected by the church-generated traffic than other residents of the Subdivision.
However, Appomattox Drive is very wide and it can accommodate the additional traffic in an efficient
manner.
The Appomattox Drive extension will provide the second access location for the church site
which is important for safety reasons as well. If the church lot needs to be evacuated and the only
access location at the southwest corner of the parking area is blocked, then the vehicles will be
trapped in the lot.
Similarly, the residents ofRaintree Subdivision have only one access location, Raintree Drive.
If Raintree Drive is blocked or closed (for utility problems like a water leak or gas leak), then the
residents of the Subdivision have no evacuation or escape route. If access to the church site is
provided with the Appomattox Drive extension, then the Subdivision residents will have an escape
route available.
There is another advantage of the Appomattox Drive extension. There are numerous
residential driveways along Raintree Drive east of the Appomattox Drive intersection. Continual
extension of Raintree Drive to the south from its existing termination will result in many additional
vehicles traveling along Raintree Drive. It is my understanding that the Raintree Subdivision residents
already are complaining about the traffic in the Subdivisionon Raintree Drive. It is not surprising that
so many vehicles already travel along Raintree Drive because that street provides the only access into
and out ofthe Subdivision. The extension ofAppomattox Drive into and south ofthe church site will
provide additional access into and out of the Subdivision and eventually reduce traffic volumes on
Raintree Drive. Hence, the extension of Appomattox Drive is advantageous to all of the Raintree
Subdivision residents, and disadvantageous only to those residents who live along Appomattox Drive
between Raintree Drive and the church site.
I have provided consulting services to the city of College Station for many years. I have not
and I will not recommend traffic engineering changes within the city if I believe that these changes
will not be beneficial to the vast majority ofthe city's residents. All street and highway improvements
generally are advantageous to large numbers of city or county residents and disadvantageous to a few
residents who have the improvement occur "in their back yards." Public facility improvements
generally help many and negatively affect a few. My recommendations for access to the church site
from Appomattox Drive and eventual extension of Appomattox Drive southward is an improvement
that eventually will be advantageous to the vast majority of Raintree Subdivision residents. (I assume
that the extension would not have residential driveways directly accessing Appomattox Drive.)

The extension of Appomattox Drive into the church site will increase traffic volumes on the
street. This is true whenever a development occurs and additional traffic is generated onto adjacent
streets. However, the extension is not expected to create a safety hazard on Appomattox Drive. If
Appomattox Drive is not extended and additional development continues to the south of the
Subdivision (which is expected to occur), additional traffic volumes on Raintree Drive will more likely
create a hazardous condition on Raintree Drive because there are numerous residential driveways
accessing the street. Raintree Drive is essentially functioning like a minor arterial or major collector
street and is not designed for that function.
The Appomattox Drive extension actually is a safety improvement for the motorists exiting
the church property. If all vehicles exiting the church parking lot were required to use the East
Bypass Frontage Road, the potential for accidents involving high-speed vehicles increases, especially
when motorists begin to accept short intervals between vehicles on the frontage road because they
have waited so long to exit the site. If these vehicles had the opportunity to travel to the signalized
intersection of Raintree Drive and the East Bypass Frontage Road, then the drivers of these vehicles
can take advantage of the increased safety provided by the signalized intersection as they return
home.
There is no doubt that additional access to the A&M Church of Christ site is needed and that
this access can only be provided in a safe and efficient manner with an extension of Appomattox
Drive. There also is no doubt that the residents of Raintree Subdivision do not view this extension
as beneficial to the Subdivision, although I believe that the Appomattox Drive extension will be
appreciated by the vast majority of the Subdivision residents in the future.
FINAL RECOMMENDATIONS
If the extension of Appomattox Drive is not provided, I would strongly suggest not building
the church at the proposed site. I believe that you and members of the church congregation would
be very disappointed with the difficulty of accessing your property, especially exiting your property
at the end of church services. Of course, it is obvious that this property may not be desirable for
development by some individuals if additional access cannot be provided. At the same time, I am sure
that there is some developer that will eventually build something on this site. If I were a resident of
Raintree Subdivision, I would rather have a church as my neighbor as compared to a commercial or
high-density residential development. The Raintree Subdivision residents likely would agree. Also,
I am sure that the city of College Station prefers to have this particular property developed as
opposed to remaining vacant. Hence, I would continue to pursue efforts to gain the Appomattox
Drive access. Access from Appomattox Drive is logical, efficient, and safe. There is no reasonable
argument that would contradict your position on this matter.
