SUBJECT: PRELIMINARY PLAT for EDELWEISS GARTENS (BELLA V/STA)(PP)
Item: Discussion and possible action on a PRELIMINARY PLAT for EDELWEISS
GARTENS (BELLA V/STA)(PP), consisting of 386 residential lots on 86 acres, south of
Graham Road and east of Wellborn Road. (1-500104)
Applicant: Mr. Steve Arden
Staff Recommendations: Staff recommends approval with conditions, as follows:
1. The developer must show adequate access, free and clear, before a Final Plat is
submitted.
2. The developer agrees to take water service from the point dictated by the City, being
Graham Road at Wellborn Road.
3. The developer receives final approval from the Parks Board before a Final Plat is
submitted.
4. The Preliminary Plat show the correct zoning class for each lot.
Item Summary: This item is a Preliminary Plat for the Edelweiss Gartens Subdivision. The
Developer will construct a collector street from Graham Road to the south through the
subdivision, a portion of Victoria Street through the property to the south, and an additional
east-west collector connecting the two. A Master Development Plan and Rezoning request
were approved by the Commission on March 1, 2001. The Rezoning request was approved
by Council on March 8, 2001. The A-O zoned property was rezoned to R-1, R-3, R&D, and
M-1. There has been no M-2 approved for any of this property (please see plat).
A few issues are still outstanding with the development. As can be seen from the plat,
access is not being provided with this submittal. The developer has an agreement on the
0.26-acre tract along Graham in order to construct the north-south collector. The subdivision
does not have access to Graham by way of the Victoria extension and is dependant on the
Fry-Link, 1.29 acres, and Westfield Addition Phase 3 properties to get access. The
developer will be responsible for constructing his portion of the infrastructure in the Victoria
ROW. Therefore, before any Final Plat is submitted, the access issue MUST be resolved.
Access shall be from either Victoria or Graham. Access through Westfield Phase 3 is not
adequate.
The City is requesting that the developer take water service from the Graham Road-Wellborn
Road intersection. The new water line should be in the future TXDOT ROW along the back
of the lots in Block 7. The City would like the developer to upsize this line from whatever is
required for the project up to a 24" line. Oversize Participation (OP) by the City is available
to the developer to offset the cost for this upsizing. The developer and the project engineer
have stated that they do not need this line whatsoever and have asked that this 24" water
line be a City project. In order to facilitate both parties, Public Utilities has tentatively agreed
that the OP request may be made for the difference between the cost of Design One, as
shown on the plat, and Design Two, that which the City requests. It is believed that this
arrangement will not impose any undue hardship on the developer and accommodate the
City's desire to better serve the public's need.
Parkland dedication for this project has not received final approval from the Parks Board (see
Parkland Dedication below).
Comprehensive Plan Considerations:
Land Use Plan: The development is in conformity with the City's Land Use Plan, Approved
Master Development Plan and the newly approved rezoning.
Thoroughfare Plan: Victoria is show on the City's Thoroughfare Plan as a major collector.
The developer will be responsible for constructing his portion of the street. The developer
will also provide the City with a new collector to serve this subdivision and properties to the
south. This size street is not shown on the Thoroughfare Plan, but is desirable for the
number of new residences planned in the area. Another new collector will also be
constructed as an entryway off Victoria.
Parkland Dedication: The developer has received preliminary approval from the Park's
Board for the parkland dedication shown on the plat. As proposed, the park will include
floodplain, greenway, detention and park area. At the time of the Park's Board review, only a
preliminary design of the area was available, detention calculations had not been finalized
and development of the park was not determined
Open Space Dedication: Greenway is being dedicated to the City with the Parkland.
Budgetary & Financial Summary: It is expected that OP requests will be made for the 24-
inch water line, 12-inch water line along Victoria and a storm drain to accommodate the City's
Graham Road Improvement Project.
Commission Action Options: The Commission has final authority over the Preliminary Plat.
The options regarding the Preliminary Plat are:
1. Approval as submitted;
2. Approval with conditions
3. Denial
4. Table; at Applicant's request, or
5. Defer Action, at Applicant's request.

INFRASTRUCTURE AND FACILITIES
Water: An existing 12" water main runs along Graham Road. The City has deemed
it necessary to construct a 24" line from the water tower at Green's Prairie Road and
SH 6 to FM 2818 along the proposed SH 40 ROW. Edelweiss Gartens is one of the
developments along this route. The City is therefore requesting that the developer
accommodate the increased needs of the City, construct the oversized water line
along the route and be compensated for doing so. A similar request will be made of
others as development occurs along SH 40.
Sewer: A 15" sewer was constructed for Westfield Addition and designed to serve
the areas to the west, such as Edelweiss Gartens. The developer is proposing to
extend this line in order to accommodate the needs of the development. A sewer
report will be required to ensure sufficient capacity is available according to the
proposed design. A request has been made of the developer to design the new line
outside the Greenway where possible.
Streets: All streets will be residential except for two collectors, an east-west and a
north-south (please see plat).
Drainage: This project must comply with the Drainage Ordinance. The preliminary
design is to take all street and property runoff to the proposed detention pond.
Flood Plain: Floodplain does exist on the property. This is not FEMA classified
floodplain. A portion of the floodplain is being dedicated to the City as Parkland/
Greenway. It is requested of the developer to keep the floodplain in its natural state.
The City's true meaning of Greenway is the "untouched", 1 00-year floodplain.

of staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information by Wednesday, May 9, 8:00 a.m. to be placed
on the next available Planning and Zoning Commission meeting scheduled for May 17, 2001,
7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised preliminary plat; and
The Mylar original of the revised preliminary plat.
