NOTICE OF PUBLIC HEARING:
The College Station Planning and Zoning Commission will hold a public hearing to
consider a FINAL PLAT with a lot width variance request for 1003 WALTON DRIVE
located in the College Hills Subidvision.
The hearing will be held in the Council Room of the College Station City Hall, 1101 Texas
Avenue at the 7:00 p.m. meeting of the Commission on Thursday, MAY 17, 2001.
Any request for sign interpretive services for the hearing impaired must be made 48 hours
before the meeting. To make arrangements call (979) 764-3547 or (TDD) 1-800-735-
2989.

NOTICE OF PUBLIC HEARING
This is to notify you that the City of College Station is considering a FINAL PLAT with a
lot width variance request for the following property:
Applicant: RICHARD COSELLI
Subject Property:. 1003 WALTON DR
(See attached location map.)
Proposed Use: Final Plat of Lots 1 and 2, Block 8, College Hills
Estates into three separate residential lots
The Planning and Zoning Commission will hold a public hearing on Thursday, MAY 17,
2001 at 7:00 p.m. to consider the request. The public hearing will be held in the City Hall
Council Room located at 1101 Texas Avenue South, College Station, Texas.
All owners of the subject property and property owners within 200 feet of the subject
property have received notification of this request.
Any request for sign interpretive services for the hearing impaired must be made 48 hours

Dear Mr. Vennochi:
In reference to the request to provide data demonstrating that this plat meets the requirements established
by Ordinance No. 2492: After examining the relevant Ordinance and its requirement that the new lots
meet or exceed the average width of the lots along the street frontage, for all lots in the block...", the
comment goes on to state that the block in question is defined by staff as being bounded by Nunn Street,
Lincoln Avenue, Ashburn Avenue, Francis Drive, and Walton Drive. Based on common usage in land
surveying and planning practice of the term in the block...", the referenced phrase of the ordinance,
this clearly refers to lots or, more generally, the street frontage along Nunn and Walton from Lincoln to
Francis, that are located in Block 8, College Hills Estates, as depicted on the original Plat, duly recorded
replats, and other long standing lot divisions. The remainder of the lots cited in the staff determination
are in another subdivision entirely, namely Woodland Acres, and these lots should not reasonably be
included in the street frontage calculation of lots in the block..."
Based on the common and appropriate usage, the lot width calculations are as follows

There are the following Lots in Block 8; Lots 1, 2, 3R-l, 3R-2, 4A, 4B, 5, 6, 7, 8, 9, 10, and the
private remainder of Lot 11. We count Lots 3.R-2'and 4.B because they have no legal access to
Lincoln. The total street frontage is 1540 feet. (This is based on the original plat, less the City
taking for Francis Street out of Lot 11) 1540 ft / 13 = 118.46 ft as an average width.
In determining acceptable length alon Lincolin the total distance is 905 feet. There are five lots
which abut Lincoln; therefore, 905 ft /'--~.00 ft as an average width.
We have revised our plat according to these calculations, as depicted on the enclosed sketch. Both lots
abutting Nunn/Walton exceed 118.46 ft along Walton and the lots abutting Lincoln exceed 181.00 feet
along Lincoln. It should be noted that the remainder of Lot 11, Block 8 (located at the corner of Francis
and Walton) is only 90 feet in width, Lot 3R-1 is 135 feet in width and the remainder of Lot 9 is also 135
feet.

This is in conformity to the ordinance. If the staff is in disagreement with this interpretation of the
ordinance, then this letter also services as an appeal of the interpretation and failing that this letter also

Dear Ms. Jimrnerson:
In refercncc to the variance request included in my letter of April 16, 2001 to Tom Vennochi; it was the
intent of the letter to request a variance from the lot width requirements of the ordinance and not of the
block definition.
You have requested data on the size of the variance. 1 have included a copy of the Appraisal District map
of Woodland Acres, with the current lottings depicted. 1 have not sent additional drawings of College
Hills Estates as 1. have already provided you with those. Based on your interpretation of the ordinance,
the plat shows the following distances in College Hills Estatcs, Block 8:
Total Nunn-Walton Frontage = 1540 LF
Total Lincoln Frontage = 905 LF
Total Francis Frontage = 368 LF
The plat shows the following distances in the adjoining subdivision, Woodland Acres:
Total Lincoln Frontage
= 661.90 LF
Total Ashburn Frontage
= 1430.00 LF
Total Francis Frontage
= 749.00 LP
Total width along abutting streets = 5653.90 LF. Since there are a total of twenty-five (25) lots, based on
the current lotting, the average lot width is 5653.90 LF / 25 = 226.16 LF. Based on the staff interpretation
of the ordinance, this is the figure we must meet for the frontages of the lots.
Based on this, we request the following:
1. Variance of 45.16 feet for the Lincoln frontage of Lot 1 R.
2. Variance of 98.80 feet for the Nunn/Walton frontage of Lot I R.
3. Variance of 106.16 feet for the frontage of Lot 2R-1.

Dear Mr.Vennochi:
I have received the Notice of Public Hearing that the City of College Station is considering a
FINAL PLAT request for 1003 Walton Drive, with applicant the Municipal Development Group.
The request is a re-subdivision of Lots 1 and 2, Block 9 of College Hills Estates to 3 separate lots.
Neither I nor my wife Mary will be able to attend the meeting, on Thursday April 19, 2001 at 7pm,
so I am therefore writing a brief letter instead. It represents many hours of conversations both with
neighbors who were within the notification region and neighbors who were close enough that the
City of College Station should have notified them.
My wife and I are both opposed to this re-subdivision. We have owned our home at 1004 Walton
Drive since 1972. The proposed subdivision is not in the interests of the College Hills community,
whose long history as a residential area would be jeopardized by it.
I would like to note that my wife has been a member of the Recreation and Parks Committee, and
in 1974 wrote, on behalf of the City of College Station to the federal government, the successful
proposal that provided funding for the public pool in Thomas Park.
I am forwarding a copy of this to Mr.George Heubner, of the College Hills Homeowners
Association, whom I expect will appear at the meeting. I would like the contents of this letter to be
noted at the meeting.
I would also like to request that the College Hills Homeowners Association be contacted whenever
such a request relative to College Hills is made to the City of College Station.
