The site plan needs to be submitted after all items on the Site Plan Minimum Requirements have been addressed. The plan will be subject to a full review with the next submittal. Reviewed by: Molly Hitchcock Date: April 9, 2001 ELECTRICAL 1. Show existing power lines along rear of property and along Maple St.. 2. Show existing easements or provide necessary easements to cover existing electric lines as they exist on the property. 3. Existing line along Maple St.. Proper clearances needs to be maintained between power line and any part of the building structure. 4. Electric services to building will be with underground service to rear of property. 5. Developer installs conduit per city specs and requirements. 6. Dumpster location is under power line. Need to make sure clearance are met from other utilities located under power lines. Irrigation system must be protected by either a Pressure Vacuum Breaker or Reduced Pressure Principle Back Flow Device and installed as per City Ordinance 2394. 2. Back Flow devises must be tested upon installation as per City Ordinance 2394. Reviewed by: Rob Werley 3. The site plan shows a 6'x 8' dumpster pad at a 90 degree angle facing maple street. It needs to be 12' x 12', angled to provide FEL access and gated at a minimum, but it looks like it's on the R.O.W. anyway. All multi - family residential projects need to meet the site plan minimum requirements. Staff uses the "Site Plan Minimum Requirements" checklist to review development projects. Please review the plan checklist to make sure all issues have been addressed and to insure a complete submittal. A full review will be made of the next submittal. 1. Please include the subdivision name with the legal description. 2. Please include the phone number for Stylecraft Builders on the site plan. 3. Please include the following in the Project Information block: • Owner's information • Engineer information (if applicable) • Acreage description of the project 4. The subject property and surrounding properties are zoned NG -1. Please show this on the site plan. 5. Please reference the appropriate map for the flood plain information. 6. If there is a driveway on the property across Maple, please show its location. 7. Please show all easements, noting if they are proposed or existing. 8. Please show all utilities, noting if they are proposed or existing and their size where appropriate. 9. Please show the topography. 10. Please show building setback lines. 11. The scales on the site and landscaping plans are incorrect. Please identify the correct scales. 12. Please include a curb and pavement detail on the site plan. 13. Streetscaping (as described in Chapter 11 of the Zoning Ordinance) is required for the Wellborn Road frontage. Because the property is NG -1, the point system is not used, but at least 1/3 of Wellborn and Maple (excluding the driveway) must be landscaped. Streetscaping trees can be used toward the landscaping requirements of Northgate. 14. Please identify the density of dwelling units per acre on the site plan. The following comments do not constitute a full review, but are to inform the applicant of issues that have already been identified. A full review will be made of the next submittal. 1. Please include a north arrow on the Project Location Map. 2. Please include the property owner on the application and complete Leonard Reinke's (the architect ?) information. Please add the engineer's information. 3. Please identify the property owner on the site plan and correct the zoning of the subject parcels to read NG -1. 4. Please identify the limits of this development with a bolded boundary line. 5. Please call out the ROW width for Wellborn Road. 6. Please show all proposed and existing easements, including the parking and access easement. 7. FYI: If the buildings will only be 10 feet apart, they will need additional fire protection. 8. Water meters will need to be in an easement. 9. The "tap exist. 6" water line" description on Maple is pointing to a contour line. 10. The gates need to be removed from the dumpster, the privacy fence needs to be 8 feet tall, and the dumpster needs to be oriented so a person can not see into the enclosure from the ROW. 11. Live oaks have to be planted. feet behind the curb. Please move them back or change the species. 12. The parking area needs more screening. 13. Please show or make a note that areas that are not impervious cover will be seeded or sodded. 14. Since this property is in Northgate, landscaping is not based on points; but the scientific names of the plants still need to be included in the landscaping plan and the street tree requirement of streetscaping still needs to be met. With the amount of frontage, 7 canopy trees are needed along Wellborn (or 14 non - canopy trees or a combination of canopy and non - canopy trees) and 2 canopies (or 4 non - canopies) are needed along Maple. 15. Please include a note on sheet L -1 that irrigation will be approved prior to C.O. 16. Please identify the total number of units to be constructed on each lot (a description of how many bedrooms each unit will have; and if there are two bedrooms, the size of the rooms). Reviewed by: Molly Hitchcock Date: June 21, 2001 ENGINEERING 1. Concerning the sewer connection, please show elevations for sewer lines and manhole. Show a detail of drop manhole if needed. All utility plans must be stamped by a registered, professional engineer. 2. 1 do not know where you got your water information from, but my records do NOT show a 6 -inch water line where you are showing one. There is a 4 -inch line between the rear of properties that front on Wellborn Road and those that front on First Street. There is also a 16 -inch line along Maple across from you. 3. Please show two taps on the public water line: one for irrigation and a separate tap for domestic water. Show water demands for all meters requested. 4. The Drainage Report is a requirement of the Development Permit process. Please fill out a DP application and return to this office. 5. 1 do not agree with the drainage letter. My calculations indicate, percentage -wise, a large increase in the rate of stormwater runoff from this site after development. On small locations, one individual project does not significantly increase the runoff to the City's drainage system. However, many small projects incrementally add up over time. For this project, it would be sufficient to grade the parking lot to the rear and northeast corner of the property and construct a flume from the first space to Maple. Size the flume to allow the appropriate rate of flow. Also, drainage letters and /or reports must be on letterhead and have the original engineer's stamp and signature on them.
