Project: ROCK PRAIRIE RETAIL CENTER (SP) -SITE PLAN (1- 500077)
ENGINEERING
The following items included here as part of the site plan review comments
are actually comments necessary to be addressed for the Development
Permit:
1. To add clarification to Engineering comment #2 by Spencer Thompson on the
previous Staff Review Comments No. 2, it is usual and typical that the
domestic and irrigation lines /meters are branched off the fire line just before it
enters the building. This is convenient because everything is in the same
easement and only one plan & profile drawing is necessary. As you have the
domestic and irrigation line, the section between the 8" main and the meters
is considered public infrastructure and will need a plan & profile drawing. The
easy fix would be to immediately branch the domestic and irrigation meters
where they are off the fire line.
2. Just to reiterate comment #3 by Spencer Thompson, A cost estimate is
required with any additions to city infrastructure.
3. Drawings of city infrastructure (plan & profiles) are necessary in the final
submittal of approved plans so they could be stamped and forwarded to the
Department of Public Works to be available to the city inspectors during
construction.
4. Please submit an Erosion Control Plan (also necessary for the final submittal
and the Development Permit).
5. References to the local government in the backfill detail on sheet C -3 should
be to the City of College Station (COCS).
6. The sanitary sewer with manholes at the rear of the property is existing.
Please annotate it properly.
7. The easement for the fire line still needs to be determined.
8. The Drainage Report has been preliminarily approved. The final approval is
dependent on the determination of the outfall point and conveyance.
Additional permanent erosion control might be necessary if the curbed rear
access road is not built.

PLANNING
1. You were correct on the parking legend for the retail center. However, on AO.2
you are showing a tenant listing with square footages. Papa Johns Pizza, Marble
Slab Creamery, Quiznos and Subway are considered restaurants. In the City of
College Station Zoning Ordinance in section 9 - 12, footnote ** States: No more
than twenty -five (25 %) percent of any shopping center square footage shall be
utilized for restaurants, nightclubs, taverns, bars or theaters unless additional
parking is provided in accordance with the above requirements for that square
footage of such uses in excess of 25 %. Twenty -five (25 %) percent of 22,000 sq.
feet is 5,500'. Your proposed restaurants come out to be 5,950', this exceeds the
twenty -five (25 %) percent by 450'. This will require you to have three additional
spaces for your required parking legend. Therefore your required parking will be

Pearson that Papa Johns Pizza may be take out only. If this is the case please
note this on the site plan. Take out only means: There will be no on site
consumption on the premises. (See Attached)
2. Developer responsible for showing building setbacks on site plan. Setbacks are
addressed in the City of College Station Zoning Ordinance in section 7 -52 in the
District Use Schedule - Table A. Your property is zoned C -1 & C -2. (See
Attached)

, ENGINEERING
1. An easement is necessary for the waterline. Please provide an easement
dedication with metes and bounds.
�2. Concerning the meters, please consider placing your meters off the 6" line just
before it enters the building. This is a pedestrian traffic area and not a
automobile area.
3. A cost estimate is required with any additions to City infrastructure. The cost
estimate is a separate document, it is for City liability purposes only, and must be
sealed by an engineer.

7` 4. Concerning the water demand table. We size all meters in the City based on the
engineer's estimates of water demand. If the demand is 25 gpm, a 5/8 -inch
meter will be installed. You are estimating 18 Service Units at 315 gpd/ SU =
5670 gpd. This comes out to be 4 gpm. Even using our Peaking Factor of 4.5
this is only 18 gpm. This means that a 5/8 -inch meter will be sized for this entire
building. Note: 50 gpm (1" meter), 100 gpm (1.5" meter), 160 gpm (2" meter).
Is this what you require?
5. Please confirm that the 8" waterline at the rear of the property is existing and not
proposed (conflicting notes on Sheet C -3).
6. The Drainage Report is a requirement of the Development Permit and will be
�( reviewed with that submittal.

9. A Drainage Report is necessary to show that the additional runoff onto rock
Prairie Road can be handled in the curb flow according to our 'Drainage
Policy and Design Standards'.
10. To approve a grading /paving plan, we need to account for all runoff from the
site. Where is the roof drainage and drainage in the rear of the lot going?

ELECTRICAL
1. Need to show 2 — 4" pvc conduits extended from the padmount transformer to
the rear property or past any pavement into next property.
2. Also if this project is built before the McDonalds project conduit will need to be
stubbed out into McDonalds property. (If McDonalds is built first they will
install conduit this your property line.)
3. Easement will be necessary to cover all electric infrasturcture as installedon
property.
4. Temporary blanket easement for construction purposes. (Required before
CO will be issued). Upon completion of project the developer /owner
provides surveyed sealed meets and bounds descriptive easement to cover
the electric infrastructure as installed. Our legal department will prepare the
documents and send them out for signatures and upon filing the temporary
blanket easement is released.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker or
Reduced Pressure Principle Back Flow Device and installed as per City
Ordinance 2394.
2. Back Flow devises must be tested upon installation as per City Ordinance
2394.

6. The 30' Access Easement perpendicular to Longmire Drive that will be
constructed with McDonalds and The Rock Prairie Retail Center needs to
reflect permanent or temporary curbing. Staff is assuming that The Rock
Prairie Retail Center will construct both on -site and off -site access easements
J as reflected on the site plan.
7. You do not meet the interior island requirements. Please show 180 square
feet of interior island for every 15 interior parking space.
; J8. You need to add an end island on the South East corner of your property
where you are showing 5 parking spaces.

ENGINEERING
/1 Reference to the 'Before You Dig...' and the 'Utility Contacts' note on Sheet
C -2/3, our area code has changed from 409 to 979.
/2. Reference 'Utility Construction Notes', #2, Sheet C -3, I do not see a backfill
and bedding detail on Sheet C -4.
3. A Public Utility Easement is necessary for the proposed 6" fire line and
hydrant.
4. Plan & Profile drawings, signed and sealed by an engineer are necessary for
the proposed 6" fire line and hydrant.
5. An estimate signed and sealed by an engineer are necessary for the
proposed 6" fire line and hydrant.
6. Please show the estimated demand for domestic water, irrigation water and
sewer usage: minimum, average and maximum on the architectural site plan.
We will size the meters and stamp the plans accordingly.
7. Your site plan checklist states that the building will be sprinkled? If so, a fire
line to the building will be required in a public easement, with a plan & profile,
and a back flow device.
8. The meters need to be inside a public easement.

ENGINEERING
1. Sheet C -6 looks good. Please submit the grading plan (6). If it is approved, a
Clearing and Grading Permit will be issued (issued 6/12/01). The set of plans that
relates to the permit (cover sheet, erosion control sheet and grading sheet) will be
stamped and must accompany the Clearing and Grading Permit on the job site.
2. Concerning your drainage report: the time -of- concentration on this site appears to be
exaggerated. Please show calculations. There is a maximum depth in parking lots
of 0.83 ft. Please show calculations how you will meet this criterion. Please locate
flume on drawing. You can not discharge a concentrated flow onto a neighboring
property without the property owner's permission or a drainage easement.
