HomeMy WebLinkAbout00070875STAFF REPORT Prepared by: TED MAYO Date: 3/28/01 Item: Discussion, and possible action on a FINAL PLAT for the HORSE HAVEN ESTATES (12.75 acres) (FP) located on the northbound frontage road of Earl Rudder Freeway between Raintree Drive and Harvey Road. (1- 500069) Applicant: G. K. Taggart/ MDG for BURT HERMANN Staff Recommendations: Staff recommends approval of the final plat with the condition that the attached Staff Review Comments are addressed. Item Summary: The applicant is platting to allow for a large retail center on the site. The Land Use Plan shows this area to be Mixed Use as does the recently adopted East Bypass Plan. Item Background: This property has been in the City Limits for some time. A Master Development Plan for the property was approved by the Commission on December 7, 2000. On January 25, 2001 the property was rezoned by Council to PDD -B. A Preliminary Plat was approved by the Commission on February 15, 2001. The Final Plat is in compliance with the Subdivision Regulations, The Master Development Plan, the Preliminary Plat, and the rezoning. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are: ■ Approval with conditions; ■ Approval as submitted; ■ Denial; ■ Defer action only at applicant's request; or, ■ Table only at applicant's request. Staff Review Comments No. 2 INFRASTRUCTURE AND FACILITIES Water: An existing 12" waterline on the east side of Earl Rudder Freeway provides ample water capacity for this development. A 12" waterline will be installed along the south side of Horse Haven Lane east approximately 750', then reduced to an 8" line and extended to the end of Horse Haven Lane. Sewer: Several existing large diameter sanitary sewer lines cross this property providing adequate capacity for the new development. Streets: More than adequate access is available to this site by its location on the Earl Rudder Freeway and the proposed Horse Haven Lane which will be built to minor collector standards including sidewalks on both sides of the street. Off -site Easements: Off -site easements for drainage are defined on the final plat. Drainage: The project will be required to comply with the City's Drainage Ordinance. Flood Plain: A portion of the site lies within the Regulatory 100 year floodplain. The applicant proposes to fill a small portion of the floodplain and provide compensating excavation to replace the volume to be filled. The applicant is showing the full floodway (4.74 acres) as a drainage easement. NOTIFICATION: NONE REQUIRED.
