As you recall, we submitted an application for a Master Development Plan on February 19, 2001,
covering approximately 350 acres at the northwest corner of the intersection of Greens Prairie
Road and Texas Highway 6. The plan was approved March 15, 2001. On January 18, 2002, 1
submitted a request pursuant to Chapter 9, Section 6 -B.3.7 of the City of College Station Code of
Ordinances to extend the Master Development Plan approval for an additional six month period.
Thereafter, Joe Schultz submitted a Master Preliminary Plat of the area even though one is not
technically required by Section 6 -B.1. As I understand of the Ordinance, Tim could have in
accordance with the last sentence, submitted a preliminary plat, and then submitted a final plat
following that.
As I am sure you aware, the Master Preliminary Plat submitted was held up by the access to
Highway 40 issues. We are currently working diligently to resolve those matters and have been
actively participating with TXDOT, the County and the City in our effort. As I read section o -B.3.7 ,
a final plat is required within the six month period to prevent the "expiration" of the Master
Development Plan. The only exception to this is if the Commission reviews this approval period
"in light of new or significant information which would necessitate a revision ". By my calculation,
the Crowley Master Development Plan expires September 15, 2002. The inability to proceed and
file a final plat because of the Highway 40 access issues are, in my mind, "new or significant
information which would necessitate a revision ".
I would like to insure that the Master Development Plan is extended until we have the resolution
of the access issues to Highway 40.
Would you please consider this a request to submit the expiration of the Crowley Master
Development Plan to the Commission for an extension beyond the last six month extension in light
of the new information. I look forward to your earliest response.

Tract (01 -52)
Item: Discussion and possible action on a Master Development Plan for the
Crowley Tract, consisting of approximately 351 acres located on the northwest
corner of the intersection of State Highway 6 and Greens Prairie Road. (1-
500052)
Applicant: Charles Ellison
Staff Recommendations: Staff recommends approval.
Item Summary: In March of 2001 the Commission heard a request for approval
of the revised Master Development Plan for this area. On that same night they
also heard a rezoning request for the area. They approved the Master Plan and
recommended approval of the rezoning request which was subsequently heard
by Council and approved. If no further action is taken, Master Plans expire 12
months from the approval date. The applicant is requesting a six month
extension as provided for in the ordinance to enable them to continue with the
development as planned. This property is already zoned for the uses as outlined
in the Master Plan.
Staff did re- evaluate the Master Plan considering activity in the area since the
time of the original approval and did not identify any issues that need to be
revisited with the Master Plan.

I just called the engineer in charge of the ramp relocation project to get TxDOT's take on the chance of
ever getting another interchange between Barron Road and Green Prairie Road. He reinforced my
thoughts on this. There is very little chance that TxDOT would ever consider another interchange in this
section. Another interchange would reduce the interchange spacing to less than a mile. This is a no -no in
freeway design.
My recommendation would be to not make an effort to align Pebble Creek Parkway and the East -West
collector on the west side of SH6. I feel like this is a dead issue and any effort spent aligning these roads
will be for naught. I was hoping that our discussion at the P &Z subcommittee meeting would put an end to
this idea, but it keeps coming back.

I think that explains it. One point that I want to stress is that the interchange design for Barron Road is by
no means something that we would choose to do if we had any other options. In fact, TxDOT has not seen
our idea, nor have they commented on it; we don't have any guarantee that they will approve it. It will
involve elevating SH6 for a lengthy span... something that we usually only see in a larger metropolitan
area.
In this case, the chance of there ever being another interchange at Pebble Creek Parkway is slim. I think
that this chance decreases significantly if the interchange would involve an offset similar to Barron Road.

nothing really, I guess as part of the presentation we can tell the Commission we discussed whether to
relocate that collector and move it north slightly to line up with Pebble Crk. but that because it doesn't
extend westward thru the Crowley property as it did originally, it really doesn't enhance the t-fare plan. We
looked at it because of a possibility (very slim) of Tx Dot ever putting another overpass between Barron
and Greens Pr., but if that were to happen we could do the same design as the one at Barron where it is
offset slightly.

purpose of this letter is to request the extension of the Master Plan approval for an additional six
(6) months. Following the events of September 11, 2001, several of the planned projects which
were contemplated by the master development plan have been delayed. While my client is trying
to assess the impact on the master development plan, we request that the Planning & Zoning
Commission favorably consider this request for a six month extension.
