Reference the applicant's transmittal letter. They wish to clear what is necessary to gain
access for their boring equipment and vehicles in order to take soil samples. Therefore, it
is not necessary for them to obtain a full permit at this time. A partial permit for clearing
and grading only is all that is required this time. Furthermore, item #3 (Grading Plan) on
the Development Permit Issuance Checklist is not necessary, at this time, for a partial
permit, but is eventually necessary for a full permit.

No driveway to University Drive will be allowed by plat for Lots 5, 6, 7, or 8. Refer to
the original preliminary plat for approved driveway locations for each individual lot
based on internal circulation layout. Access to University Drive for Lots 5, 6, 7, and 8
was not able to meet the driveway ordinance as originally platted on the Master
Preliminary Plat. When a median is installed on University Drive, driveway possibilities
will be more flexible.

18 /JAN /01. The final plat was on the P &Z Agenda for 15/MAR/Ol. Because the PP
conditions were not met the staff was going to deny the FP. In lieu of this Kling
Engineering opted to pull the FP from the agenda.

This is to recap the points of our meeting this afternoon. Attached are revised Staff
Review Comments No. 1 (Site Plan) to lift the `Stop Review'. The Assistant City
Engineer has determined that no detention is necessary. We will proceed with Comments
No. 2 after the re- submittal. We will check with our Water /Waste Water Department to
assure that the sanitary sewer has been upgraded. You will meet the conditions for the
Preliminary Plat and represent those changes on the Final Plat to which you will resubmit
both on Monday, March 19, 2001 in order for the Final Plat to go to the P &Z Committee
on April 5, 2001. We are waiting to receive your LOMR.

Nothing was submitted on March 19 to satisfy the PP/FP requirements stated in the above
note. I left a message, in regard to the deadline requirements, with Danny Miller on
March 23. Kling Engineering submitted the FP only on March 26 with the current
FEMA map flood plain depicted. I called Stuart Kling on March 28 and told him that
the new flood plain needs to be depicted. They have satisfied the conditions for the PP
on the FP, but I told him that a copy of the PP is necessary (with the conditions satisfied)
to be on file in our office. He said he would submit the PP and resubmit the FP today.
Later called in by Danny Miller, he said he was depicting the current FEMA map flood
plain because technically the LOMAR has not been approved and, therefore, according
to the City of Austin, the current FEMA map flood plain should be shown on the FP. I
told him we accept the new revised flood plain per his drainage report and the flood plain
administrator's (Assistant City Engineer, Ted Mayo mentioned above in the FAX to
Danny Miller) agreement that a 0.01 rise in the base flood elevations and no detention is
acceptable.
He requested to have the FP pulled from the April 5` P &Z agenda and will have revised
PP /FP by April 9` for the April 19` P &Z meeting. I told him he must send us a written
request to pull the FP by noon March 29` or we will recommend disapproval to the
Commission.

The engineer called to ask if his driveway permit could be sent as soon as possible when
he sends in the additional 3 copies of Site Plans.

TxDOT Utility permit has been returned appproved. All permits with attached material
needs to be forwarded to applicant with the Development Permit.
TxDOT Driveway permit has been resubmitted to TXDOT showing University Drive
widening and driveway tie -in.
Called Danny Miller and requested a cost estimate for the Sanitary Sewer, Water Line
and Street construction. He said he would like to send in mylars for stamping then send
us the required copies.
He also said not to expect anything within the next three weeks because he needs to
receive payment from Extended Stay America for his services.

SUBJECT: Extended Stay (Gateway Phase Z ) — proposal of the building aesthetics of
the proposed hotel in the Gateway Phase 7Wo Subdivision located at
1401 University Drive Fast (01 -53)
The PRC held a meeting on Wednesday, May 2, 2001 to review the above - mentioned
project. Staff Planner Hitchcock opened the discussion by stating that this project is in
the overlay district. Staff Planner Hitchcock also commented that the side of building
would be facing University Drive. Mr. Bakke pointed the commissioner attention to the
material samples and presented the color elevation Staff Planner Hitchcock had
mentioned earlier. Commissioner Floyd asked Commissioner Horlen and Commissioner
Harris if they had any questions regarding the exterior color and they both thought it
was fine. Commissioner Floyd had a question regarding signage and height permit.
Staff Planner Hitchcock stated that the sign could not be higher than the building.
Commissioner Floyd asked about the signage on building itself. Mr. Hopkins stated that
the building signs have no restriction on height and maximum area. Staff Planner
Hitchcock stated that for these signs restriction the sign has to be attached.
Commissioner Floyd asked about the tower sign and how many sides there will be. Mr.
Bakke explained that there would be 3 signs on the tower and that the color will match
the green bins. Commissioner Horlen motioned to approve the aesthetics of the hotel.
Commissioner Harris seconded and it passed 3 -0.

Dear Tom:
Attached are revised site plans for the above referenced project, addressing staff comments
dated March 12, 2001. As well, we offer the following responses to the City comments for
clarification:
PLANNING
Submittal and revision dates have been added to the Cover Sheet.
2. Ownership and zoning is shown on the site plan sheet.
3. The ROW width varies along this section of University Drive, however, the
approximate width has been labeled near the site.
4. The existing wastewater line is a 12" line, and is appropriately labeled.
5. The water and sewer demands are s wn at the bottofn of the legend on the utility

6. All parking islands shall be landscaped as shown on the landscape plan. The
parking island located at the middle of the northeast face of the building is actually a
covered, paved entryway into the building. As this is the main entrance into the
building, with heavy pedestrian traffic, it is desirable that it be paved and covered in
this manner. This island is not being considered in meeting the parking island
requirements.
7. We have calculated that 2,520 sf of end islands are required, and we are providing
2,863 sf of end islands. As well, since the only parking rows with more than 15
spaces are located along the northeast face of the building, the southwest face of the
building, and along the southwest property line, only one 180 sf interior island is
required for each of these three aisles. This has been provided. All other aisles are
less than 15 spaces, and therefore are not required to provide interior islands.

8. The dumpster pad provided is 17' wide X 12' deep, which meets the minimum
required 12'X 12'. The gates have been removed.
9. The fire department connection is located near the front entrance to the building, as
shown on the utility plan.
10. This note has been provided.
11. A 6" raised curb is being provided around all paving, with the exception of the
parking areas located along the southwest and northwest property lines. This curb is
being proposed as a laydown curb in order for drainage from the site to sheet flow off
the pavement, and directly into the waterways located along these areas. Otherwise
inlets and storm sewers would have to be provided, which causes more erosive
conditions, and would be less desirable. Car stops are being provided for all parking
spaces affected, as labeled on the site plan sheet.
12. All curbs will be constructed per the details on sheet 11, which indicate the #4 rebar
will be used.
13. These trees are located within the barricade fencing, but are not completely
protected per City criteria.
14. The number of existing canopy trees outside the barricade area and within the
barricade area have been adjusted.
15. Tree Nos. 326, 327 and 328 have been added to the tree list.
16. No trees outside the boundary have been counted toward this project.
17. The southern and eastern parking islands have been landscaped with shrubs and
trees

19. Shrubs have been shown to screen the parking area from the ROW.

utility plan. Detailed information is shown on the utility plan. A separate drainage
area map has been provided in order to be shown at a smaller scale.

Miscellaneous
1. All irrigation systems will be installed per City requirements, and inspected by the
City.
2. All back flow preventor will be installed per City requirements, and inspected by the
City.
