HomeMy WebLinkAbout00070731STAFF REVIEW COMMENTS No. 2 Project: HERITAGE TOWNHOMES (PP)- PRELIMINARY PLAT (1- 500048) ENGINEERING 1. For future engineering review, an itemized cost estimate analyzing the City's participation for water line not less than 8" will need to be submitted. The City Engineer will determine the justification at that time. Then it will be presented to the City Council for approval /disapproval. 2. Below are sub - paragraphs from the City of College Station Subdivision Regulations (Section 6 and 9) in regards to oversize participation. This is for your information. 6.C.2 An applicant may request oversize participation on any infrastructure, as provided in Section 9 of these regulations. In order to do so, impact studies covering the particular infrastructure must be submitted justifying the request for oversize. These studies shall indicate what size infrastructure is necessary to serve the proposed development as shown on an approved master development plan or master preliminary plat. If the city's comprehensive plan calls for infrastructure in excess of that required for the proposed development, the applicant may request participation for this additional size. The City Council will consider and approve or disapprove oversize participation requests. 9 -C.1 A determination must be made by the City Engineer that the additional capacity is necessary for serving areas beyond the limits of the area established by the subdivider's master development plan. But however, in no event will the City participate in the cost of a waterline of a diameter of eight inches (8 ") or less. 9-C.5 A preliminary request for oversize participation based upon an engineer's estimate for the project must be presented to the City Council prior to beginning construction. Upon approval of a preliminary request, funds will be encumbered through a purchase order with the total not to exceed the City's share plus a ten percent (10 %) contingency for participation in the approved project. Council approval and participation shall be contingent and subject to commencement within one (1) year if so designated by the Council. If construction of an approved project has not begun within one (1) year of Council approval, or completed by the date designated by the Council, then Council approval shall be automatically revoked, the funds will be returned to the oversize waterline participation fund and will be available for the next request. After the water line has been completed and accepted by the City Engineer, payment may be requested. Payment will be contingent upon the City's receipt of a deed for the land and improvements, an updated title report, and lien subordinations from all lenders. Because the building setback lines are dictated by the current zoning ordinance and not by the platting process it is not necessary to show them. Please remove the building setback lines. 2. Please show the current zoning adjacent on both sides of the subject tract. 3. Please make sure to justify the limits of the 100 year flood plain as you have it shown on the Preliminary Plat when you prepare your future Drainage Report. 4. It is customary to name your streets in the platting process to give plenty of time for them to be approved through the 911 Emergency Response System. 5. There is now an 8" water line near the north corner of your tract. Please show it on the plat, whether it is used or not in your design. 6. On the application it is stated that "an 8" water line is all that will be required to meet the water demands of the project ". But, on the preliminary plat it says that "City Oversize Participation Requested On This Prop. 12" Water Line ". I assume that you are entertaining the possibility that the city would want oversize participation for future development in the area. Developer responsible for the installation of conduit per city design. 2. Coordinate necessary easement to cover all electrical infrastructure as installed on site. First, we could not be responsible for any damages to the private streets caused by our collection vehicles. Also, there are three 100 foot dead -end streets in the development with no turn around. Please contact staff to resolve this issue. NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans.
