Project: ASSOCIATES PARK SUBDIVISION - PP (01-42)
Stopped Review - MDP's and PP's cannot go to the same meeting. This PP
cannot be accepted until the MDP is far enough in the process that they will not
go to the same meeting. The MDP is scheduled for the 5/17 meeting, it is
anticipated that the PP will be able to go to the 6/7 meeting of the Planning and
Zoning Commission.
PLANNING
1. It appears that the zoning border you have depicted is west of the actual zone line
that we show. This may affect your site design requirements in the future.

1. If the 100-yr floodplain is completely off this property, please redo "existing"
contours to demonstrate flood elevation does not impact the site.

ENGINEERING
1. According to the electrical department, the off-site easement to the southeast
and rear of the property must be either 20' or 10' on both sides of the property
line.
2. Include Phase I and II lot acreage.
3. LOMR-F has been approved by FEMA.
4. Submit Mylar for file copy.

Stopped Review: Because the Master Development Plan was a stop review, there
is not a MDP to compare this plat to for review. Please be aware that MDP's and
Preliminary Plat's will not be scheduled to go to the same P&Z meeting. The
following comments do not constitute a full review.
PLANNING
1. Lot and Blocks are generally labeled independent of what phase they are in. There
usually are not 2 Lot 1, Block 1's in the same development.

1. You will need to provide evidence that a tie-in to the City water service on Sam's
property will provide sufficient water pressure and flow for this development and
Sam's. The ordinance requirement is that you must extend service "to and through"
your property or from one end to the other. If it is determined that water service is to
be extended from Hwy 30, an easement will need to be provided through the
adjacent tracts for this line.
2. Please note that the floodplain boundary is subject to the approval of the submitted
LOMR-F. Please note on plat that this property is in the floodplain according to the
FEMA map and is under review for a LOMR-F.

SUBJECT: PRELIMINARY PLAT for ASSOCIATES PARK SUBDIVISION (PP)
Item: Discussion and possible action on a PRELIMINARY PLAT for ASSOCIATES
PARK SUBDIVISION (PP), consisting of 2 lots on 4 acres; Phase I being 1.563 acres
and Phase II being 2.486 acres. (1-500042)
Applicant: TREMONT, PHILIP
Staff Recommendations: Staff recommends approval with staff comments.
Item Summary: This property is located off State Highway 30 on Associates Avenue,
behind Furrow's and Sam's Club. Both properties are currently zoned C-1. The C-1
properties do not actually abut the R-1 zoned property, but are separated by a distance
of approximately 100'. The Developer will construct the water line along Associates
Ave. and sewer line in the rear PUE. There are two proposed access easements that
correspond to the accessways to Sam's and Cinemark.
The property on the east side of Associates Ave. has been reclaimed from the Carter's
Creek floodplain by filling and grading. A LOMR-F has been approved by FEMA.
The off-site easements on the front and to the rear are necessary for these properties
to obtain utilities.
Comprehensive Plan Considerations:
Land Use Plan: The City's LUP depicts the 2 lots as Retail Regional. This is
compatible with the current zoning.
Thoroughfare Plan: SH 30, as it abuts the subject property to the south, is designated
as a Freeway/ Expressway on the Thoroughfare Plan. Associates Drive, as it abuts the
subject property to the west, is an alley that was constructed to local street standards in
anticipation of commercial traffic volumes.
Open Space Dedication: The property to the rear of the lots is designated on the City's
Comprehensive Plan as Open Space and Bike Path.
Special Area Plans: This area is included in the "30/60 Study". The study
recommended that all properties to the west of Carter's Creek remain as the Comp Plan
shows.
