SUBJECT: Associates Park Subdivision Master Development Plan and Preliminary Plat RETURN FAX # 846 -8868 NUMBER OF PAGES: One Dear Jim, On February 9, 2001, we submitted the Master Development Plan and Preliminary Plat of the above project for review and approval. On February 22, 2001, Jessica Jimmerson, Planner assigned to the project, suspended her review because she construed our Master Development Plan to be insufficient since it did not go back to the parent tract that existed in 1970. On March 20, 2001, 1 notified Jessica that we had located a Master Preliminary Plat for Gateway Park, prepared by Municipal Development Group, College Station, in September 1992, and which includes our project area as a Reserve Tract. This Plat was the basis for the subsequent plat of Lots 1 and 2 of Gateway Park. She was not familiar with the document so 1 asked her to review it and give us guidance to proceed. On April 2, 2001, due to the lack of response from Jessica, I called you for your assistance in solving this impasse. Our client is anxious to continue the review process. The following page is a preliminary list of staff review comments detailing some of the items that need to be addressed. Please address the comments and submit the following information by Monday, March 12, 10:00 a.m. to be placed on the next available Planning and Zoning Commission meeting scheduled for April 5, 2001, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Crawford, Via fax 713 -981 -5108 Christian Galindo, P.E., R.P.L.S., Via fax 846 -8868 Case file #01 -41 Home of Texas A &M University MEMORANDUM May 10, 2001 TO: Planning and Zoning Commission FROM: Spencer Thompson, DevServ, Engineering SUBJECT: MASTER DEVELOPMENT PLAN for ASSOCIATES PARK SUBDIVISION (MDP) Item: Discussion and possible action on a MASTER DEVELOPMENT PLAN for ASSOCIATES PARK SUBDIVISION (MDP), consisting of 30.8 acres along Associates Avenue behind Sam's Club. (1- 500041) Applicant: TREMONT, PHILIP Staff Recommendations: Staff recommends approval as submitted. Item Summary: The Applicant is wishing to develop 2 lots within this Master Development Plan (MDP). The MDP shows the "parent" tract from which these parcels were obtained. Both properties are currently zoned C -1. These C -1 properties do not actually abut the R -1 zoned property, but are separated by a distance of approximately 100'. The Developer will construct the water line along Associates and sewer line along the backside. There are two proposed access easements that correspond to the accessways to Sam's and Cinemark. The property on the east side of Associates has been reclaimed from the Carter's Creek floodplain by filling. A LOMR -F has been filed with FEMA. Comprehensive Plan Considerations: Land Use Plan: The City's LUP depicts the 2 lots as Retail Regional. The current zoning is compatible with this. Thoroughfare Plan: SH 30, as it abuts the subject property to the south, is designated as a Freeway/ Expressway on the Thoroughfare Plan. Associates Drive, as it abuts the subject property to the west, is an alley that was constructed to local street standards in anticipation of commercial traffic volumes. Open Space Dedication: The property to the rear of the lots is designated on the City's Comprehensive Plan as Open Space and Bike Path. Special Area Plans: This MDP is included in the 30/60 Study.
