(01 -40) Applicant: Kling Surveying Staff Recommendations: City staff recommends approval of this item. Staff Member: Spencer Thompson, Development Services/ Engineering Item Summary: The new Veterans Park will consist of approximately 3 development phases. Ultimately, the park is planned to include 9 baseball fields, 13 soccer fields, a wooded pathway Veterans Memorial Area, playgrounds, parking, pavilions and concessions. Phase I will include the entrance drive and some parking and possibly a few baseball and soccer fields, depending on what can be built for the amount of money allotted. Further development will occur as more funds become available. Parks Department staff anticipates 5 -15 years for full development of the park. The final phase will front FM 60. The subject property is bounded on either end by Hwy 60 and Harvey Road, the Carter's Creek floodplain to the southwest and the old Texas Instruments property, now Texas A &M property, to the northeast. Comprehensive Plan Considerations: The City's Land Use Plan classifies this area as Industrial R &D, though this is not how the area is developing. The site is located in Sub -Area 3 in the 30/60 Area Planning Study, consideration of which has been postponed to the April 12 Council meeting. However, land use recommendations for the subject and neighboring Texas A &M University tracts are not likely to change. The plan recommends that because of the size and configuration of the properties limiting development potential, the area should be Institutional and Texas A &M. The use of the subject property as a municipal park is appropriate. Not only is the land designated as Institutional, but municipal parks are acceptable, as well as desired, in all classified areas. The Final Plat complies with the approved Preliminary Plat. The park's northern boundary is Highway 60 and its southern boundary is Highway 30, both depicted as major arterials on the Thoroughfare Plan. The Commission had discussed a collector street through the eastern boundary of the property. Such a road is not shown on the Plat due to the reasons discussed in the memo to the Commission and Council. Please see memo on Workshop Agenda item. Copy of Final Plat INFRASTRUCTURE AND FACILITIES Water: A branch off the 12" waterline along Harvey Road will serve this property for domestic, fire and irrigation usage. City development regulations require a property owner to install utilities "to and through" the property being developed. The Parks Department will be installing any required utility infrastructure as each phase is completed. The waterline branch will eventually extend through the park to Hwy 60. Sewer: The Parks Department will be installing any required utility infrastructure as each phase is completed, including sewer. Streets: A road will be constructed to serve the park. However, this road is not intended to serve as a thoroughfare. The road will wind through the park and utilize traffic calming mechanisms. Off -site Easements: A conservation easement has been established along the southwest property line. Development in this area is restricted. Drainage: The park is adjacent to the Carter's Creek 100 -year floodplain. Due to the proximity of the platted area to the floodplain, detention will not be required for this site. According to development engineers, drainage from the site will be to the south and east via grassed swales and storm sewer piping and to the north under Harvey Road through an existing culvert. Flood Plain: The plat shows the 100 -year floodplain. There are two separate areas on the plat associated with Carter's Creek floodplain. The entire southern edge of this property is in the Carter's Creek floodplain. The northern flood area is associated with backwater effects from Carter's Creek, although development will affect this area. NOTIFICATION: None Required. J: IPZTEXTIPZ04581. DOC
