Re: Holy Cross Lutheran Church: CUP Hearing- Response to City Staff Report
Our office has reviewed the Staff Review Comments No. 1 from the City of College Station
Development Services Division regarding the church's CUP application submitted on
February 5, 2001. Please note the following responses to the items listed in the report:
PLANNING:
1. Zoning Classifications: The zoning for the subject property and all adjacent properties
are indicated on the revised Site Survey, drawing CUP -1. [Note: Per our telephone
conversation of this morning we are re- submitting 10 prints of this plan with this
response.]
2. Setbacks: These are indicated on the revised Site Survey and Site Plan, drawings C1JP - -I
and CUP -2.
3. Easements: These indicated on the revised Site Survey and Site Plan, drawings CUP -1
and CUP -2. [Note: We are enclosing 10 prints of CUP -2 with this response.]
4. Flood Plain: The property is not in a 100 -year flood plain as certified by the surveyor on
drawing CUP -1.
5. Utility Lines: These are indicated on the revised Site Survey and Site Plan, drawings
CUP -1 and CUP -2.
6. Water and Sewer Demands: Demand calculations provided by Brazos Valley
Engineering are summarized on drawing CUP -2.
7. Square Footage of Buildings: These were previously indicated on the Code Plan,
drawing CUP -5, submitted with the original application.
8. Handicapped Parking Spaces: The proposed drop off space in front of the new building
will be taken as a bid alternate to the project. If the improvement is constructed the
church will provide the same number of handicapped spaces and include this design in
the construction document set to be reviewed for ADA compliance. Please refer to the
revised Site Plan, drawing CUP -2.

9. Landscape Reserve: This information is indicated on the revised Landscape Plan,
drawing CUP -3.
10. Existing Fences: The existing fence for the playground on the west side of the existing
building was indicated on the Site Plan, drawing CUP -2 submitted with the original
application.
11. Solid Waste Pick -up: The church uses city services to remove trash. Containers are
placed on the curb in accordance with the normal pick -up schedule.
12. Curb Details: The original application was accompanied by a three page write -up
outlining responses to the issues of the CUP Application. Please refer to item 11 under
the section, Site Plan Information Checklist. With that submittal we attached
photocopies of details taken from the engineering drawings prepared by Hester
Engineering Company sealed 04/06/97 and approved by the City of College to construct
the existing parking lot.
13. Pre - school: Please refer to our usage chart that was shown on page one of the three page
write -up that accompanied the original application.
14. Playground Area: This area was previously indicated on the revised Site Plan, drawing
CUP -2. The playground will remain at this location after the expansion.
ENGINEERING:
1. Existing and Proposed Pavement: The existing concrete pavement was shown on the
prior Site Survey, CUP -1. The proposed pavement plan is shown on the Site Plan,
CUP -2.
2. Drainage: CSC Engineering (College Station, Texas) is preparing a drainage calculation
report. This will be submitted to the city for staff review on March 8, 2001.
3. Site Plan Dimensions: This information was shown on drawing, CUP -2 that was
included in the prior submittal.
4. Utilities and Easements: Please refer to the revised Site Survey and Site Plan, drawings
CUP -1 and CUP -2 that accompanies this memorandum.
5. Estimated Domestic Waster and Sewer Usage: Demand calculations provided by Brazos
Valley Engineering are summarized on drawing CUP -2.
6. City of College Station Requirements: This note is included in the General Notes on
drawing CUP -2.
ELECTRICAL
1. Conduit Installation: The church will comply with this item.
2. Electrical Load Service: Please refer to the attached information provided by Brazos
Valley Engineering.
3. Easem Transformer is being located within the existing utility easement.
MISCELLANEOUS:
1. Irrigation System: This item is noted on the revised landscape plan submitted with this
response.
2. Back Flow Devises: The church will comply with this item and it is noted on the
Landscape Plan, drawing CUP -3.
There have been no major plan changes since the prior submittal that require additional

Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review and approval
of the plans:
Six (6) complete sets of construction documents for the proposed
development with the revised site and landscaping plans attached;
Two (2) revised site plans; and,
One (1) landscaping plan.

Our office has reviewed from W. R. Tubbs Construction, Inc. a copy of the Staff
Review Comments No. 4 from the City of College Station Development Services
Division regarding the church's CUP application submitted on February 5, 2001.
Please note the following responses to the items listed in the report:
PLANNING:
1. Zoning Classifications: No comment/response required.
2. Setbacks: Although the comment regarding setbacks was included with item #5 of
the staff review, it is responded to in this section. Please note that the CUP -1
drawing was produced Kerr Surveying Company and a check of their CADD file
determined that a layer was inadvertently turned off. The property line is clearly
shown and is included in the partial photocopy attached to this letter. We did
note in reviewing this drawing that Kerr Surveying indicated a 25' setback at the
rear of the property that should be 50' as correctly indicated in our CUP -3
drawing that we submitted to you with our response to Staff Review Comments
#3. We will instruct Kerr Surveying to correct this setback at the rear of the
property.
3. Easements: No comment/response required.
4. Flood Plain: No comment/response required.
5. Utility Lines: The locations of the existing utility lines are shown on the
engineering drawings prepared by Hester Engineering Company sealed 04/06/97.

of the city's utility line location drawings that were provided to us in a

NOTICE OF PUBLIC HEARING
This is to notify you that the City of College Station is considering a CONDITIONAL
USE PERMIT AND SITE PLAN request for the following property:
Applicant: SCHULZE, STEVE
Subject Property: 1200 FOXFIRE DR

Proposed Use: FOR AN ADDITION OF EDUCATIONAL SPACE
TO THE RELIGIOUS FACILITY
The Planning and Zoning Commission will hold a public hearing on Thursday, MARCH
15, 2001 at 7:00 p.m. to consider the request. The public hearing will be held in the City
Hall Council Room located at 1101 Texas Avenue South, College Station, Texas.

Our office has reviewed the City of College Station Development Services Division
Staff Review Comments No. 3, dated October 4, 2001, regarding the CUP application
for Holy Cross Lutheran Church submitted on February 5, 2001. Please note the
following responses to the items listed in the report:
PLANNING:
Note: The items listed in this edition appear to follow topic and numbering sequence

1. Zoning Classifications - The zoning for the subject property and all adjacent

the new facility from the neighbors. We have added the landscape improvements

11. Solid Waste Pick-up: The church continues to use city services to remove trash
with containers that are placed on the curb in accordance with the normal pick -up
schedule. The church will take no further action until the city makes a firm and
final determination regarding this item.
12. Curb Details: The original CUP Application included information under item 1 I
of the Site Plan Information Checklist where we noted the attachment of
photocopies of details taken from the engineering drawings prepared by Hester
Engineering Company sealed 04/06/97 and approved by the City of College to
construct the existing parking lot. We have now included curb details for the
remodeling work in the parking lot from our construction documents [Detail 2,
sheet C -1.2] on the drawing CUP -3.

PROJECT DESCRIPTION
Information concerning the project was provided by Ben Boettcher & Associates, Architects, Inc.
(BB &A)• We understand that the existing Holy Cross Lutheran Church at 1200 Foxfire Drive in College
Station, Texas is considering adding a building to the existing church facility. The existing church campus
is situated on the southeartem correct of the intersection of Sebasta Road and Foxfirc Drive.
The proposed addition will consist of a single structure that will be used for clRurooms. The
Proposed addition will be a single -story structure with approximate plan dimensions of 8S ft by 10S ft and
an approximate footprint area of approxinutely 8 ,900 square thee The proposed addition will be
functionally connected to the existing structure.
The existing church facility already has an extensive paved puking area that was constructed
several years ago, along with a small stormwater detention basins and outlet structure in the southeastern
corner of the property. Therefore, no new parking or paved areas are being considered in conjunction
with the proposed addition.
Grading plans for the proposed addition are e

addition will notch that of the existing structure.
The site of the propased church addition's relatively flat with no significant grade changes. The
surface o the site was covered with short native grasses There were no trees or other distinguishing
surface features across the site. The apparent grade in the general area of the site is towards the northeast

As previous crated, the size of the new addition is relatively small compared to the overall area of
the site. Specifically, the prapaed addition represents an arras of only approximately 0.2 acre.

The Rationed Formula wnt used to compute the increased amount of stormwater runoff due to the
proposed building addition. The general equation for the Rational Formula is well known:

The runoff Coefficients or "C" values were computed for both pre- and post- develupmCri! cunditions. The
coetTlcient for the pt , e- development condition was determined based upon the land cover category listed
in Table Ill -1 of the "Drainage Policy and Design Standards (DPDS)" manual of the City of College
Station, Texas. A range of C- values of 0.40 to 0.70 is listed in the referenoed table for the "Landscaped
Areas" with an "Average Slope in the range of 1% to 3.5%. Since the existing ground surface has a
relatively Jehallow cdnpe, a C -value of 0.6 was selected for use for pro - development cover. The post.
development C -value was determined from the referenced table for a building roof to be 0.9.
Since the area of the church campus is relatively small, a minimum time of concentration of 10
minutes was used to compute rainfall intensity for the dssign storm recurrence interval of 3S years. Using
the intensity- duration- frequency curves developed by the Texas Department of Transportation, rainfall
intensity of 9.86 inches was calculated for the design storm event with a "return periods" of 25 years.
Theroforc, the increased stormwater runoff quantity attributable to the new building addition can
be calculated using the Rational Formula Runoff with the values previously discussed values as indicated

the existing detention facility, Therefore, we do not believe any new detention facility should be required
at the site. in addition, aurnsnt drainage. plena eseoeiated with the new building construction anticipate
capturing the roof drainage in a new underground piping system and routing the 10 inch diameter
discharge pipe for the roof System directly to the existing storm water detention basin. The proposed
piping system and the grading associated with the new building construcdon should improve the control
and managnrnont of +tarrnwator at the site.
