Item: Discussion, and possible action on a FINAL PLAT for the CASTLEGATE
SUBDIVISION SECTION 1 PHASE 2 located north of Greens Prairie Road and
west of proposed State Highway 40. (1- 500034)
Applicant: WALLACE PHILLIPS, GREENS PRAIRIE INVESTORS, LTD.
Staff Recommendations: Staff recommends approval of the final plat with the
condition that the call of North 35* 45' 33" West on page 2 of the final plat,
second paragraph of metes and bounds description, be corrected to North 35*
45'33" East.
Item Summary: The Section 1, Phase 2 Final Plat includes 74 PDD -H single
family (0.26 ac., avg.) lots and is in compliance with the Master Preliminary Plat
for the Castlegate Subdivision which was approved in September 2000. This
property was rezoned from A -O to PDD -H in August 2000. The Park Board
approved 3.91 and 4.35 park sites in June 2000.
Budgetary & Financial Summary: An oversize participation request in the
amount of $374,638.00 was approved by the City Council on November 09,
2000 for the cost differential between a 12" off -site waterline and a 24" line as
requested by the City.
Commission Action Options: The Commission has final authority over the final
plat. The options regarding the final plat are:
■ Approval with conditions;
■ Approval as submitted;
■ Denial;
■ Defer action only at applicant's request; or,
■ Table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water: Water service will be extended from Castlegate Section 1, Phase
1 thru this development.
Sewer: Sanitary sewer service will be extended to and thru this
development from the City's Spring Creek Sanitary Sewer Impact Fee
line which is currently under construction.
Streets: Includes 1623' of Ravenstone Loop (60' ROW, 24' BC -BC) ;
Appelby Place (cul -de -sac)- 695'; 50' ROW, 24' BC -BC; Edinburg Place
(cul -de -sac)- 810', 50' ROW, 24' BC -BC.
Drainage: Compliance with the Drainage Ordinance will be verified. A
regional detention pond is being constructed just west of SH 6 and will
include capacity for this development.
Flood Plain: There is no 100 year floodplain on this tract.
Impact Fees: This development is in the Spring Creek Sanitary Sewer
Impact Fee Area (97 -01) and impact fees of $349.55 per living unit
equivalent will be due at time of filing of final plat.
