HomeMy WebLinkAbout00070657STAFF REPORT Prepared by: Spencer Thompson Date: February 19, 2001 Item: Discussion, and/ or possible action on a Final Plat for the Sweetwater Forest Subdivision Phase I located at the intersection of Green's Prairie Road (north side), Green's Prairie Trail, and Woodlake Drive. This property is in the City limits. (1- 500035) Applicant: McClure Engineering for Fain McDougal, Sweetwater Development Co. Staff Recommendations: Staff recommends approval of the final plat with the condition that the street name Forest Ridge Circle be deleted. (Lots 12 thru 15 will be addressed off of Regal Oaks Drive) Item Summary: The Subdivision is platting 22, 1 -acre minimum tracts. The current zoning of A -OR allows 1 -acre tracts. Comprehensive Plan Considerations: This subdivision complies with the City's Land Use Plan as the Plan depicts this area as Rural Residential. Green's Prairie Road is shown as a Major Collector on the Thoroughfare Plan. Sufficient ROW is currently provided for the proposed street size. The Plan also shows a Minor Collector through the parent tract. However, the collector is planned to be a link between Green's Prairie Road West and Victoria through Castle Gate and does not affect Phase I. The collector will be constructed when the adjacent land develops. Parks Department Staff has recommended that the developer pay a fee in lieu of land dedication. At the time discussions took place, the developer was unsure of the nature of future development. This small phase would require less than an acre of land dedication, which would be impractical. Open Space on this development has been addressed by providing a 30' -wide drainage easement along the creek. This open space is private, but will stay open in that a drainage easement prohibits surface structures (i.e. fences) that would impede overland flow. Sidewalks are not planned and are not required in rural developments. The Final Plat does conform to the approved Master Preliminary Plan except for the addition of Forest Ridge Drive. This deviation is considered minor and, in fact, improves access for future phases of the development. This Subdivision complies with Chapter 9, Section 12 of the Code of Ordinances which deals with Rural Residential Subdivisions. Other development in the area: Castlegate Subdivision is approximately 1/2 mile to the east on Rock Prairie Road, Royder Ridge is approximately 1 mile to the west on Green's Prairie Trail. Item Background: This property was rezoned 1/27/00 from A -0 to A -OR. Budgetary & Financial Summary: No Impact fees will be assessed at this time. However, the Impact Fee line 97 -01 will ultimately serve this area. This line will be continued into Sweetwater Forest when the minor collector is constructed. The Phase I project will require a lift- station to transport wastewater to the 97 -01 trunkline. Construction plans for sewerage of Phase I have been submitted to this office. Related Advisory Board Recommendations: Parks Department Staff has recommended a fee in lieu of land dedication for this phase of the project. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are: • Approval with conditions; • Approval as submitted; • Denial; • Defer action only at applicant's request; or, • Table only at applicant's request. Copy of Final Plat INFRASTRUCTURE AND FACILITIES Water: By Wellborn Water SUD until the time City service is extended to this area. Sewer: By onsite sewage facilities until the time wastewater is provided to this area Streets: Rural residential street section: no curb, no sidewalks. Off -site Easements: NIA Drainage: By way of roadside, grassed swales to the onsite creek. Detention is being provided by the culvert on Forest Ridge Drive. Flood Plain: The developer is showing the estimated 100 -yr floodplain on the plat, as required. This is not FEMA floodplain. Oversize request: See Budgetary and Financial Summary Section, Impact Fees: Ultimately the Spring Creek sewer impact fee line (97 -01) will serve this area. NOTIFICATION: N/A
