HomeMy WebLinkAbout00070647STAFF REPORT Prepared by: Spencer Thompson Date: February 15, 2001 Item: Discussion, and/ or possible action on a Final Plat for the Stone Forest Subdivision Phase II (10.79 acres) located at Green's Prairie Road and Lakeway Drive. (1- 500033) Applicant: Mr. Joe Schultz, P.E. for Texcon and Johnson Investments Staff Recommendations: Staff recommends approval of the final plat with the condition that a PIP is submitted for the landscaping in Agate Drive ROW. Item Summary: This property is currently zoned R -1 B. The subject property will consist of 34 single - family residential dwellings. Comprehensive Plan Considerations: Phase II of the subdivision complies with the City's Land Use Plan as this area is depicted as Single Family Residential, Low Density. The subdivision is dedicating parkland as a fee in lieu of property. Open Space will not be dedicated, however it will be provided in the detention area in Phase I. The Phase II Plat is in compliance with the approved Preliminary Plat. As a condition of rezoning, fencing and a landscape buffer are being provided along Agate Drive. Recent developments in the area include Viatel, in the Business Park down Lakeway Drive to the south, Woodland Hills, across Green's Prairie Road, and the proposed new Business Park development to the north of Woodland Hills. Item Background:. Stone Forest was subdivided from Texas Centroid last year. Stone Forest was approved for rezoning from C -1 to R1 -13 by the Commission 5/25/00 and by the Council 9/14/00. As a condition of rezoning, the developer is providing a buffer where Agate Drive abuts the six residential lots in Pebble Creek. The 20' landscape buffer is provided on the Plat. As 10' of the buffer is in the ROW, Staff has requested that the developer submit a PIP. Budgetary & Financial Summary: None Related Advisory Board Recommendations: A fee in lieu of land dedication has been approved. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are: • Approval with conditions; • Approval as submitted, • Denial; • Defer action only at applicant's request; or, • Table only at applicant's request. Copy of Final Plat INFRASTRUCTURE AND FACILITIES Water: The Subdivision water system is being served by an 18" main along Green's Prairie Road. It has been suggested that the developer loop the system back to the line along Lakeway for a more efficient operating system. Sewer: An 8" sewer main runs along Green's Prairie Road. This line drains to the Lick Creek Wastewater Treatment Plant. Streets: No streets, other than residential, are planned. Off -site Easements: N/A Drainage: The developer has submitted a drainage report. The subdivision includes a stormwater collection system and a detention pond.
