Item: Discussion, and/ or possible action on a PRELIMINARY PLAT for the Luepnitz
Subdivision located in Emerald Forest at Stonebrook Drive and Rock Prairie Road (1-
500032)
Applicant: Mr. Dale Browne, P.E. for Dr. Roy Luepnitz
Staff Recommendations: Staff recommends approval of the plat with the condition
that a 10' public utility easement be shown along the south side of Stonebrook Drive
and a fire hydrant be installed in the ROW of Stonebrook Drive near the southwest
corner of this tract.
Item Summary: The applicant is proposing to construct office/ professional space on
the property. The property is currently zoned C -3.
Comprehensive Plan Considerations: The Land Use Plan depicts all four corners of
the intersection as regional retail. The Thoroughfare Plan shows Rock Prairie Road
(RPR) continuing straight from this intersection to join with itself on the west side of
Highway 6. This Capital Improvement Project, titled Rock Prairie Realignment, is
slated to begin later this year. The project will include resurfacing and waterline
installation along RPR.
Access to this property will be off Stonebrook. In compliance with Subdivision
Regulations the applicant will extend the 12" waterline along Stonebrook to RPR. It is
most likely that the waterline to be installed in the CIP Project along RPR will be on the
opposite side of the road and a tie -in will be made at that time.
Item Background: The subject property is currently zone C -3. The C -3 zone allows
professional offices, doctors offices and similar uses.
Budgetary & Financial Summary: This development will be required to continue the
12' waterline to RPR. The developer has stated that a 6" line is all that will probably be
needed. Therefore, an OP request may be submitted.
Related Advisory Board Recommendations: N/A
Commission Action Options: The Commission has final authority over the plat. The
options regarding the final plat are:
• Approval with conditions;
• Approval as submitted;
• Denial;
• Defer action only at applicant's request; or,
• Table only at applicant's request.

Water: There is a 12" waterline on Stonebrook, which the developer will
continue to RPR.
Sewer: There is sufficient sewer to facilitate this development.

Drainage: This site will need to comply with the City's Drainage Ordinance at
the time of development.
Flood Plain: None
