HomeMy WebLinkAbout00070631STAFF REPORT Prepared by: Ted Mayo Date: February 19, 2001 Item: Discussion and possible action on a FINAL PLAT for the CASTLEGATE SUBDIVISION SECTION 4 PH 2 (22.94 acres) located north of Greens Prairie Road and west of proposed SH 40. (1- 500030) Applicant: WALLACE PHILLIPS, GREENS PRAIRIE INVESTORS, LTD. Staff Recommendations: Staff recommends approval of the final plat as submitted. Item Summary: The Castlegate Subdivision Section 4, Phase 2 includes 87 PDD -H single family (0.18 ac. avg.) lots and is in compliance with the Master Preliminary Plat approved by the Planning and Zoning Commission in September 2000. This property was rezoned from A -O to PDD -H in August 2000.The Park Board approved 3.91 and 4.35 acre park sites in June 2000. Budgetary & Financial Summary: An oversized participation request in the amount of $374,638.00 was approved by the City Council on November 09, 2000 for the cost differential between a 12" off -site waterline and a 24" waterline as requested by the City. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are: ■ Approval with conditions; ■ Approval as submitted; ■ Denial; ■ Defer action only at applicant's request; or, ■ Table only at applicant's request. Copy of Final Plat INFRASTRUCTURE AND FACILITIES Water: Water service will be extended from Castlegate Section 4, Phase 1 thru this development. Sewer: Sanitary sewer service will be extended to and thru this subdivision from the City's Spring Creek Sanitary Sewer Impact Fee line which is currently under construction. Streets: Kendal Green Circle (60' ROW, 24' BC -BC) will be extended from Section 4, Phase 1 to complete the circle. Pickering Place,a 600' long cul -de -sac street (50' ROW, 24' BC -BC) will run from Kendal Green in an easterly direction. Drainage: Compliance with the Drainage Ordinance will be verified. A regional detention pond is being constructed just west of SH 6 and will include capacity for this development. Flood Plain: There is no 100 year floodplain on this tract. Impact Fees: This development is in the Spring Creek Sanitary Sewer Impact Fee Area (97 -01) and impact fees of $349.55 per living unit equivalent will be due at time of filing of the final plat.
