review comments detailing items that need to be addressed. Please address the comments and
submit the following information by Monday, February 19, 10:00 a.m. to be placed on the next
available Planning and Zoning Commission meeting scheduled for March 1, 2001, 7:00 p.m.
in the City Hall Council Chambers, 1101 Texas Avenue.

AGENDA ITEM NO. 8: Public hearing and consideration of a Conditional Use Permit, Site
and Use Plan for the Christian Science Society located at 201 Boyette. (01 -29)
Ms. Jimmerson began by stating that in 1999, the Commission approved a Conditional Use Permit and
site plan request for this site. Since that time the church has decided to significantly change the
proposed development. The mass and scale of the project have been reduced, and the location of the
new building has changed. The applicant is requesting permission to expand their church facilities at
the existing site. Proposed uses for the new addition include; a reading room/library, a Sunday school
room and a meeting room. The existing structure is approximately 1030 square feet and the expansion
would be another 616 square feet, bringing the total building area to 1646 square feet. The new facility
will not be used for worship services, therefore no changes to the parking requirements are dictated.
The NRB met on Wednesday February 14 2001 and unanimously approved the project as presented
to them with the following conditions. The privacy fencing around the deck should have some
masonry columns, to be consistent with other projects in the area, and the bike rack should be placed
along the southwest side of the existing building. She stated that Staff recommends approval of the
request as submitted to the NRB. The existing landscaping on the site exceeds standard requirements.
Therefore no need for additional landscaping was identified. The sidewalk location approved by the
NRB is as depicted on the site plan as a 6 -foot sidewalk placed at the back of the curb. She explained
that since going to NRB, the applicant has decided to request some flexibility in the development of
the sidewalk along Boyett to a 4 -foot width off of the curb. Both sidewalk options are appropriate in
the area. Therefore, Staff recommends approval of this request also.
Debra Fry, Chairman of the Governing Board of the church stated that the 4 foot sidewalk along
Boyett would be more appropriate since there is a gas meter and a light post just outside the door of the
new reading room/library.
Commissioner Warren asked how the small area between the curb and the sidewalk would be
managed. Ms. Fry stated that grass is planned for this area.
Commissioner Horlen asked if the facility would be used for worship services. Ms. Fry explained that
they are a very small congregation and that this building will allow them to hold their educational
classes during the same time that church services are held in the current sanctuary while still
maintaining a reading room/library.
Chairman Mooney opened the public hearing.
Chairman Mooney closed the public hearing.
Commissioner Happ motioned to approve with the staff recommendations. Commissioner Warren
seconded the motion. The motion passed 6 -0.

The Barber Shop Owner called about the public hearing sign that was put out. He said he cannot make
the meeting Thursday night, but he just wanted us to know that he is in favor of it going in, he thinks it
would be a positive thing for Northgate, he feels we have too many bars going in as it is. His address is

SUBJECT: Christian Science Society Consideration of the reading room addition to the
church located at 201 Boyett Street in Northgate (01 -29)
The NRB Review Subcommittee held a meeting on Wednesday, February 14, 2001 to review
the above mention item. Staff Planner Jimmerson began the discussion stating that this project
came before the board about 1 1 /2 to 2 years ago with an addition that would have doubled the
size of the building in what is now their existing legally non - conforming gravel parking lot
area. She stated that they are changing the location of the original building with a reduction in
size from the previously approved plan. The staff felt it needed to come back to the NRB board
and the Planning & Zoning Commission Board for a conditional use permit. Staff Planner
Jimmerson pointed out that the existing landscaping exceeds the landscaping requirements for
the ordinance. Because it is a conditional use permit, she stated that the NRB could make
additional landscape recommendations to the Planning and Zoning Commission. Jimmerson
stated the dumpster service will be maintained at its current level but had a question as to
where they are going to add bicycle parking. Ms. Fry stated that there would be bicycle
parking in the parking area behind the present building. As far as the signage, Jimmerson said
that the existing sign is located where the new building is proposed. Jimmerson didn't know if
the new signage would be as they proposed on the building plans or if it would be a
freestanding sign. Ms. Fry stated that their architect Mr. Fischer has the drawings that would
show signage with no freestanding sign. She continued stating that the colors would be black,
brown or rayco bronze metal with 6 -inch letters and it would be on the side of Boyett Street on
the existing building. As far as the new building, it is all glass. The signage that Mr. Galindo
mentions it would appear as frosted glass but with vinyl lettering right on the front glass doors.
They also talked about metal signage that would read "201" down the brick wall. From the

Patricia Street side, there will be 4 -inch metal sign that would appear underneath the
windows. There will lighting on the sign on Boyett from the ground up, over the front door, in
the corridor between the two buildings and on the "Big" tree. They already have illumination
at the back of the present building and with a new lamppost directly in front of the front door
of the additional structure.
Commissioner Mooney had a question about the privacy fence and if it was either
painted or stained. Mr. Galindo stated that it would be brick. Ms. Fry said that they are
considering a wood fence with brick pillars. Commissioner Mooney stated that in past projects
they have recommended wood fences with masonry posts. He stated that they are trying to
create a sense that this is the Northgate area. Ms. Fry continues by stating that the building
would serve as a Sunday school, Spiritual Source, Library and Bookstore. Commissioner Happ
asked what color the roof would be. Ms. Fry stated that the roof would be metal matching the
same color of the existing building roof and building.
Ms. Fry continued with more items that she wanted to present to the board. She began
with the landscaping proposal of an open area of a closure like courtyard with table and
chairs. They're proposing to use this courtyard as an outdoor classroom. Commissioner
Mooney asked about how tall the fence would be. Ms. Fry stated that the deck would be one
step above the ground. Mr. Galindo said that currently there are not any sidewalks but there
are two curb cuts. Ms. Fry stated that sidewalks were planned at a prior meeting. Jimmerson
stated that the curb cuts are existing but non - conforming.
Commissioner Happ asked if there is a plan to put a parking lot in. Jimmerson
confirmed not at this time and generally on non - conforming issues if you are not touching that
area of development, they don't have to come in full compliance. Commissioner Mooney asked
Ms. Fry if they wanted the board to consider the placement of the parking lot. Staff Planner
Jimmerson stated that if they want to upgrade the parking lot they don't have to come to this
board but to the Development Services department.
NRB Member Abbott asked if the sidewalks met the criteria with the redevelopment of
Northgate. Jessica stated that it was a question for the board. Ms. Fry stated they were aware
of the sidewalks and stated that they like the brick pavers. They are going to put brick pavers
in front of the front door and are planning on putting in a 6 -foot sidewalk that goes to the
curb. Ms. Fry said they were also planning on renovating the existing building. Commissioner
Happ asked if they were planning on expanding in the future. Ms. Fry said no. Commissioner
Happ suggested building the additional building where it would make an L shape with the
existing building. He said in doing so it would open up space for a parking lot and the space in
between the buildings could be used as the outdoor facility. Ms. Fry stated that they looked at
that option and parking wasn't an issue. Ms. Fry said they will use the new parking garage
and it won't charge until after one o'clock on Sundays. Commissioner Happ motioned to
approve the site plan as presented with the addition of bicycle racks and the minimum of wood
and brick for the fence. NRB Member seconded and the motion passed 4 -0.
