Project: BELLA VISTA SUBDIV - MDP (01 -20)
Please be aware that some changes have occurred in how cases are presented to
the Planning and Zoning Commission and to Council. Procedures now include an
opportunity for the applicant to address the Commission or Council on their item, in
addition to the staff presentation. This will be separate from any public hearing that
may be scheduled. Staff is in the process of developing a memo offering
suggestions on items the applicant may wish to address. We will forward that to you
as soon as it is available.
PLANNING
1. Please be aware that the Comprehensive Plan does not support the proposed
location of the M -2 piece. This will be addressed through the rezoning.
2. As requested on the rezoning, if your intent is to provide access to Graham Rd.,
show that on the plan inside the bold.
3. Reflect the buffer as requested with the rezoning, between the proposed M -2
piece and the proposed residential. (Additional vegetation on the commercial
side and the utility easement outside the buffer.)
4. Still pending parks board approval.
5. The issue over the east -west collector between Victoria and the future HWY 4C
will need to be resolved prior to taking this to the Commission.
6. This property will need to be platted. Please include the entire "parent tract" in
this plat.

College Station, must be explained in your next transmittal letter and "bubbled" on
your plans. Any additional changes on these plans that have not been pointed out to
the City, will constitute a completely new review.

PLANNING
Project: Bella Vista Subdivision -MDP (01 -20)
1. Please be aware that the Comprehensive Plan does not support the proposed
location of the C -3 and M -2 pieces. Staff could support R &D for the proposed C -3
piece. It is our understanding that the M -2 piece is intended to be used as a parking
lot. The best route to do that is to rezone to R -1 and then request a Conditional Use
Permit for that property. Staff suggests labeling it as such on the MDP.
2. Staff has a concern with the R &D tract only having public access through a
residential area. If your intent is to provide access to Graham Rd., show that on the
plan.
3. This plan will need to go before the Parks Board before final approval.
4. Is it your intention to consider the "Future Planned Development" area as a reserve
area?
5. Even though the industrial zoning on Graham Rd. is existing and the proposed
residential is being developed second, it is possible that the Commission and
Council will be concerned about the lack of a buffer area between the two.
6. What is the current status of the development of Victoria? We do not allow the
platting of half - streets. If it is being built with this development then it should be
shown inside the bold border of this development. If it is being built with the
adjacent development, then it should be outside the bold border. Either way, the
Victoria ROW line needs to be shown as the lot line for those lots adjacent to it.
7. The issue over the east -west collector between Victoria and the future HWY 40 will
need to be resolved prior to taking this to the Commission.
8. This property will need to be platted. Please include the entire "parent tract" in this
plat.

ENGINEERING
1. It is my assumption that the 15" sewer line in the Westfield Subdivision will provide
sewer service to this subdivision. Please verify that the sewer line is capable of
handling the densities and uses proposed for this development. This line was
designed to accomodate this west side area between Graham and Barron according
to presumed parameters.
