The following page is a preliminary list of staff review comments detailing items that need to be addressed. A master development plan or master preliminary plat must be submitted to the Planning & Zoning Commission prior to review and approval of a Preliminary Plat. Please submit a letter requesting that the preliminary plat be removed from the February 15, Planning & Zoning Commission meeting, or staff will have to recommend denial due to the lack of a master development plan. MEMORANDUM February 22, 2001 TO: Planning and Zoning Commission FROM: Molly Hitchcock, Staff Planner SUBJECT: MASTER PRELIMINARY PLAT for POUNDERS SUBDIVISION (MPP) Item: Discussion and possible action on a master preliminary plat for Pounders Subdivision consisting of 59.28 acres in the ETJ. (01 -013) Applicant: Brad Kerr of Kerr Surveying Staff Recommendations: Staff recommends approval of the master preliminary plat with Staff Comments #2. Item Summary: The owner of the subject property is proposing this master preliminary plat so he may final plat Lot 1 (4.017 acres) and sell it as a home site. Lot 1 will have access on Kemp Road, and the first five feet along the frontage is proposed for right -of -way dedication (a total of 0.034 acres). As there is no further development planned, the rest of the parent tract is designated as a reserve tract. College Station subdivision regulations requires a master plan or master preliminary plat of a parent tract before land may legally be subdivided. As the City does not regulate land use in the ETJ, and there will be no extension of municipal facilities, a master preliminary plat with a large reserve tract is appropriate for this project. All preliminary plats are subject to P &Z review. If the Commission finds that the preliminary plat complies with all applicable codes, then the plat should be approved according to state statute requirements.
