Item: Consideration of a FINAL PLAT for the CASTLEGATE SUBDIVISION
SEC 3 PH 1 (16.26 acres) located north of Greens Prairie Road and west of
proposed SH 40. (0-237)
Applicant: WALLACE PHILLIPS, GREENS PRAIRIE INVESTORS, Ltd.
Staff Recommendations: Staff recommends approval of the final plat as
submitted.
Item Summary: The Section 3, Phase 1 Final Plat includes 28 PDD-H single
family (0.45 ac. avg.) lots and is in compliance with the Master Preliminary Plat
for the Castlegate Subdivision which was approved in September 2000. This
property was rezoned from A-O to PDD-H in August 2000. Parkland dedication
has been addressed in earlier submittals.
Budgetary & Financial Summary: An oversize participation request in the
amount of $374,638.00 was approved by the City Council on November 9, 2000
for the cost differential between a 12" off-site waterline and a 24" waterline as
requested by the City.
Flood Plain : 0.62 acres at the back of Lots 14,15A16 of Block 2. As noted on
the final plat no structures may be placed in this area.
Impact Fees: This development is in the Spring Creek Sanitary Sewer Impact
Fee Area (97-01) and impact fees of $349.55 per living unit equivalent will be
due at time of filing of the final plat.
Commission Action Options: The Commission has final authority over the final
plat. The options regarding the final plat are approval as submitted or denial.
Defer action or table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water: Water service will be extended from Castlegate Section 1, Phase
1 Subdivision thru this Section 3, Phase 1 Subdivision.
Sewer: Sanitary Sewer service will be extended to and thru this
subdivision from the City's Spring Creek Sanitary sewer Impact Fee line
which is currently under construction.
Streets: Castlegate Drive (70' ROW/36" BC-BC) will be extended 600' in
a southwesterly direction to Rockingham Loop. Two segments of
Rockingham Loop will be constructed; 418' (80' ROW divided with two
18' lanes from Castlegate Drive transitioning to 60' ROW/24' BC-BC) and
1200'+ (60' ROW/24' BC-BC). 235' cul-de-sac Clipstone Place (50'
ROW124' BC-BC ) will also be constructed.
Drainage: Compliance with the Drainage Ordinance will be verified.
A regional detention pond will be constructed just west of SH 6 and will
have capacity for this development.
