Staff Planner Reeves began the discussion by stating St. Mary's is proposing to put in a 10x16 metal portable building for equipment storage. It will be on the west side of the existing church. Mr. Schoeder confirmed what Staff Planner Reeves stated earlier. He mentioned it would be located near their service yard area. Commissioner Mooney requested Mr. Schroeder to be more specific where the building will go. Mr. Schoeder stated the portable building would be located along side of the center and the existing crepe myrtle will be moved and replanted next to the portable building with additional landscaping. NRB Member Benning asked if the center would consider using a brick wall to screen the building. Commissioner Mooney stated that the shed is not in compliance with the Northgate Design Guidelines and it may cause a problem for other property owners. NRB Member Abbott suggested a different screening type they could possibly use. Mr. Schroeder stated that the landscaping they are proposing will screen the building. He also mentioned the color of building will be the same color as the center and the building will be set on concrete blocks. Commissioner Happ had a concern that metal buildings are disallowed. Staff Planner Hitchcock stated the ordinance does not prohibit metal buildings, instead it lists other preferred building materials. NRB Member Abbott suggested putting the matching brick wall screening on the west side. Commissioner Mooney brought up the mass and scale on page 20 of Northgate Design Guidelines and that it states new construction should conform to the overall mass and scale of the existing streetscape. He said that this does not. Staff Planner Hitchcock mentioned that the masonry pillars with wooden fence was accepted on another project. Mr. Schroeder stated that the landscape screen is what they feel is best for the center. NRB Member Benning recommended getting an estimate as to how much a brick wall screen will cost. NRB Member Benning made the motion tabling the request to find out the costs of screening options of the west wall of the portable building with either brick wall, masonry with wooden fence, and landscaping. Commissioner Happ seconded and the motion passes 4-0. The board encouraged the applicant to submit several different screening options to be considered at their next meeting.
