The following page is a list of staff review comments detailing items that need to be addressed. Unfortunately, the application cannot be forwarded to the Planning and Zoning Commission until a landscape plan is submitted and reviewed by staff. As a result, the application will not be on the Planning and Zoning Commission's agenda on Thursday, January 18, 2001. The College Station West Side Utilities Study (March 1999) studied possible potable water transfer facilities between the Cities of College Station and Bryan. Three potential sites were evaluated based on potential transfer capacity of a pump station and the economic feasibility of constructing the pump station and related infrastructure. The study recommends a transfer pump station to be located in an existing public utility easement in College Station, on Tarrow Drive near the Bryan city limits. The pump station would be constructed on an existing public utility easement. College Station public utilities staff met with one of the partners planning to develop the subject property on April 28, 1999. The pump station was proposed to be located in the existing public utility easement as recommended in the West Side Utilities Study. The development partner raised concern about the location of the pump station and suggested relocation to the rear of the property for a better "fit" with the proposed office buildings. The developers / owners returned to City Staff for two meetings in late 1999 and early 2000 with a proposal to relocate the pump station to the rear of the property. Relocation would require constructing the pump station outside the College Station public utility easement adjacent to the proposed parking lot of a commercial building planned for the property. The cities would access the pump station through the parking lot. CS&B staff were in agreement to move the pump station with the additional construction cost of approximately $20,000 for additional piping, retaining wall and restoration. The developer / owner called a meeting with College Station, Bryan and the design engineer for August 1, 2000. The developer / owner demanded payment-in-kind for the property required to relocate the pump station and an access easement in the form of constructing 5,880 SF of parking lot, installation of one fire hydrant, two water service taps (1 inch diameter each) with meters and 66 LF of six-foot privacy fencing. The cost of these improvements is $30,000, raising the total cost to relocate the pump station to $50,000. Jack Cumpton was contacted August 8, 2000 to explore a possible compromise. Jack stated that if the cities were not interested in the $50,000 investment to relocate the pump station, they were welcome to attempt constructing the pump station in the location identified in the study. If screening in the form of a building were not provided, a much different pump would be utilized. I have attached a picture of the outdoor and indoor versions of transfer pumps. 2. There will be no chlorine on site. The chlorine analyzer will be used to identify when an acceptable level of chlorine residual is present in the transfer pump station piping system for the water to be pumped into the distribution system. 3. N/A 4. Bryan is participating in %2 of the total project, not to exceed $800,000. Bryan has contracted engineering services and accepted bids for construction and is awaiting our approval of an ILA and CUP to proceed with construction contract award. 5. College Station and Bryan conducted an engineering evaluation of their respective water distribution systems to determine the best location to construct a transfer pump station, capable of supplying 5MG to either city in the event of an emergency. 6. There is an interconnection at this location presently. The pump station is required to facilitate water transfers without requiring one system to be adjusted to a point of vunerability in order to accomplish the transfer. Other interconnections are planned in Northgate (non-pumped), and FM 60 at FM 158 (pump requirement undetermined). What is the worst possible case for the chlorine (e.g., sitting outside beside the transfer station or in a tin shed)? 4. What is the relationship with Bryan on this project (e.g., Did they initiate it? Are they contributing money?)? 5. Why is a pump needed for this location? 6. I will try to answer them as clearly as I can. Regarding the first question, we have not designed a pump station similar to what is planned in College Station or Bryan. However, the City of College Station does have a major pump station on Dowling Road just west of FM 2818 that has four large pumps in a masonry building. The Dowling Road pump station is similar to the proposed pump station in that is does have water pumps driven by electric motors in a masonry building. There are four pumps at Dowling Road versus two pumps at the proposed pump station. The pumps at Dowling Road are also much larger than the pumps at the proposed pump station. However, going to the Dowling Road pump station and standing 200 feet from the building should give you a good idea of what to expect at the new pump station. You can get about 200 feet from the building at the gate, but if you want to get closer I am sure Mr. Schepers can arrange a visit. The pumps will be horizontal split case pumps. They will pump water between the cities of Bryan and College Station. They will be driven by 50 hp electric motor. The pumps and motors are required to meet specified noise limitations inside the building. The building should greatly reduce the amount of sound that the pumps and motors produce. The structure that houses the pumps is approximately 31 ft by 33 ft and is 13 ft-4 in tall and is constructed of split face masonry block. On the northeast side of the street, the zoning designation is R - Retail (this is the side of the street in which the Diamond Shamrock store is located). On the southwest side of the street, the zoning designation is SF-7 - Single Family 7000 Residential.
