HomeMy WebLinkAbout00070461STAFF REPORT Prepared by: Spencer Thompson Date: February 5, 2001 Item: Consideration of a Preliminary Plat for the Westfield Addition Phase 3 Subdivision (PP) located on Graham Road at the future extention of Victoria Avenue. (0-236) Applicant: Mr. Randy French Staff Recommendations: Staff recommends approval of the plat with the condition that the attached Staff Review Comments are addressed. Item Summary: The 15 plus acre development will consist of 55 residential lots (zoned R-1) and 2 commercial lots (zoned C-3). A portion of the property will be dedicated as part of the City's Greenway's Program. Comprehensive Plan Considerations: Westfield Phase 3 complies with the City's Land Use Plan by implementing single-family residential in the area. The two small commercial lots, being at the intersection of two thoroughfares will serve the residential area well. Sufficient parkland was dedicated in Westfield Phase 1 for compliance in subsequent phases. The Developer will be dedicating the portion of Lick Creek on the property to further the City's Greenways Program. Victoria will be continued through Westfield in the same format as it is in Edelweiss to comply with the Thoroughfare Plan. Item Background: On January 4, 2001 the Commission approved Westfield Phase 2 Preliminary Plat. This subdivision is presently zoned according to the plat layout. No rezoning is expected. As to other development activity in the area, Westfield Phase 2 and Park Meadows to east will soon be under construction. Bella Vista to the west has recently submitted a Master Development Plan. Westfield Phase 4+ is in the design stage. Budgetary & Financial Summary: The Developer for Westfield will be submitting Over-size Participation requests to the City Council for street, waterline, and culvert construction. These items are in relation to Victoria Avenue. Related Advisory Board Recommendations: N/A Commission Action Options: The Commission has final authority over the Preliminary Plat. Staff Report INFRASTRUCTURE AND FACILITIES Water: Water for the Subdivision will be off the 12" main along Graham Road. The City will ask the developer to extend a 12" main line along Victoria. Sewer: Sewer for this Subdivision will be from extended lines though Westfield Phase 2. Streets: Victoria Avenue will be extended to meet with the City's Thoroughfare Plan. All other streets will be residential. Off-site Easements: N/A Drainage: The Subdivision has designed a stormwater detention facility to accommodate the change in rainfall runoff characteristics. Flood Plain: There is no FEMA floodplain located on this property. However, the boundary of estimated 100-year floodplain has been located on the plat. Oversize request: See Budgetary and Financial Summary Section. Impact Fees: No impact fees are associated with this development.
