you requested. I have the revised mylar and one paper copy of the Final Plat also
attached. We ran out of paper last night and will have more later today. I will bring the

In order retain pertinent information for the public record, two (2) sewer easements
servicing Phase II need to be shown on the Sun Meadows Phase I Plat. These easements
cross the detention area and connect with the Impact Fee Line. There is now a "blanket"
easement in place, however, blanket easements are usually retired after construction
has ended.
Please add to Staff Comments as a requirement for approval "Plat to show sewer
easements in detention area at south end of Wild Plum Street and south end of Marigold
Court.

Following this coversheet is a copy of the Staff Report that was prepared for the above
referenced project. Please keep in mind that stall's responsibility is to provide the
Planning & Zoning Commission with all pertinent facts of a development case, but that
staff is not acting as an advocate for the applicants. Therefore, it is in the applicant's best
interest to send a representative to the Planning & Zoning Commission meeting to speak
on behalf of the proposal.
This item is scheduled for the Thursday, September 6, 2001 Planning & Zoning
Commission Meeting. This meeting will begin at 7:00 P.M. in City Hall Council
Chambers. I have included a copy of the agenda for this meeting. Please contact our

Subject: Sun Meadow
Mr. Elkins called and indicated the roadway contractor was going to start sealing the roadways today with
a planned completion of pavement of July 11th. It is expected that the sealant will protect the prepared
subgrade and base during this period of time such that construction traffic and weather will not
significantly degrade what has been completed. Upon completion of the roadway sealing, Engineering
does not have any further problems with the issuance of building permits, however, no "Letters of
Completion" of acceptance of the subdivision infrastructure has been issued at this time.

Yes. If they can sufficiently seal and protect the prepared subgrade and base from damage, then builder
traffic can be allowed.

They've already provide a financial guarantee ($658,000). By protection, do you mean a sealant surface?
I'm assuming with the sealant traffic could be allowed.

I assume they are wanting to provide a financial guarantee around the uncompleted infrastructure and
claiming completion credit for the subgrade and base preparation. As a general rule we have not been
allowing credit for subgrade and base work, without a sealant surface to protect it from the elements. If
left exposed and with traffic, the integrity of the roadway structure could be compromised.
I do not think it advisable to allow traffic on the prepared subgrade and base without protection even for
the five week period that is being promised.

I just faxed you a letter from Fuqua stating that they will have the streets finished by July 11. We are
trying to decide on whether this will be sufficient for allowing building permits throughout the
development.

some preliminary comments from the partial review that was conducted, but additional
comments may arise when the complete set of plans are submitted. If you would like to

REVIEW OF CONSTRUCTION DOCUMENTS SUBMITTED 02/19/01
1. General: Insufficient information is submitted in many cases to allow
validation of a sound design of an item. There are no details provided for
storm sewers to even determine the line size. Sheet 36 is missing. There
needs to be a master utility plan sheet submitted to show the geometric
relationship between various utilities and streets. Need to add note(s)
requiring compliance with City of College Station Standards- might consider
using City of College Station Standard Detail Sheets.
2. Waterlines: show % grade on profile; add grades at each 100' station on
profile; show stations of all valves, fittings, fire hydrants, etc. on plan view. In
notes reference compliance with TNRCC Chapter 290. Water meter stations
are in error on sheet C-7. Sheet C-5- notes: City requires non-rising stem
gate valves.
3. Sanitary Sewer Lines: I was notified today by Alton Rogers that they were
resubmitting the sanitary sewer lines. Need to add line sizes of city line
segments on sheet C-12. Add stations for individual sewer connections
(house lines). Identify drop manholes and reference detail sheet.
4. Roads: Add top of curb stations at each 100' station; show pavement widths;
horizontal curves- add long chord bearing and length; reference to standard
detail sheet-page 30, not page 36.Show geometric detail of corner
intersections- radii, etc..
5. There are two sheet C-34s- they are different.
6. Storm Sewers: Submit plan/profile sheets with sufficient detail to define work,
ie sizes, grades, flowlines, lengths. Furnish complete design analysis
supporting sizing, etc,.There are no inlets on the west side of Hollyhock or the
north side of Willow Pond until you reach Shaffer Road- can you meet the 6"
maximum depth for 10 year design of street flow?
7. Need detail showing embedment of lines under various conditions, ie,
structural fill, etc.

ENGINEERING
1. This review is of Phase 1 only. The plans received included more than Phase 1,
however, it is anticipated that the subsequent phases will not be constructed for
some time. Therefore, the review will be of the phase to be constructed first (Phase
1).
2. Make corrections to Sheet C-5, as redlined on plans. All fittings on waterlines must
include thrust blocking.
3. All City infrastructure must include plan and profile views. Please profile the
waterline. Include all conflicts with other utilities.
4. Please make corrections to Sheet C-6, as redlined on plans. Include note to
construct manholes according to City Details.
5. Sheet C-7. Sewer Line A does not appear to be in the 20' PUE. Please ensure that
it is and show PUE on plan view.
6. Sheet C-8. Sewer Line B does not appear to be in the ROW (easement has not
been provided). Please ensure compliance and show on plan view accordingly.
7. Sheet C-8. According to TNRCC §317.2 [C] (2) minimum slope for a 6" sewer pipe
is 0.5%. Please adjust accordingly.
8. Sheet C-9. Sewer Line C does not appear to be in the ROW (easement has not
been provided on west side of Schaffer). Please ensure compliance and show on
plan view accordingly.

25. Sheet C-41. Please include construction details for headwall. Riprap may be
needed at drainage outlets, depending on velocities.
26. The storm sewer is to be City infrastructure. Please include plan/ profiles, 10/100-
year flows, 10/100-year velocities, and 10/100-year HGLs to ensure compliance with
city code.
27. Sheet C-44. Please denote which sidewalk details go to which locations.
28. Please include applicable City of College Station waterline details.
29. Please include applicable City of College Station sanitary sewer details.
30. This review will be considered a partial review due to the extent of comments.
31. These construction plans are usually done in conjunction with the filing of a final
plat. I would just like to remind the customer that an application for a final plat has
not been received to date.

Please be aware that Hartzel and some of his builders called in Thursday trying to figure out what
needed to be done to pull slab only permits. We told him he need to have his plat filed first, and that no
one would be here Friday who could do it, since Grace and Tammy were both out.
I did give him the amounts for his impact fees and parkland fees, meanwhile, engineering is still
reveiwing the engineers estimates for the infrastructure.
He will probably call you, Bridgette, on Monday.

I assume they are wanting to provide a financial guarantee around the uncompleted infrastructure and
claiming completion credit for the subgrade and base preparation. As a general rule we have not been
allowing credit for subgrade and base work, without a sealant surface to protect it from the elements. If
left exposed and with traffic, the integrity of the roadway structure could be compromised.
I do not think it advisable to allow traffic on the prepared subgrade and base without protection even for
the five week period that is being promised.

I just faxed you a letter from Fuqua stating that they will have the streets finished by July 11. We are
trying to decide on whether this will be sufficient for allowing building permits throughout the
development.

Vern has checked the completed work items against the estimate sent by fax on 5/2/01. Item 4.06 (wet
connection) has not been made. The other items appear to reflect the work effort to date at the site.
Neither the water or sewer has been connected to the City system and none of the installed lines have
been pressure tested, cleaned, mandrel pulled, bacteria tests taken, etc. None of the future City
infrastructure has been accepted. As with other projects, the completed value of utility work should only
be given 50% credit as a result of not being tested and accepted.

Project: PARK MEADOWS SUBDIVISION (MDP) (0-89)
There were several conditions placed upon this property as part of the rezoning
that occurred in 1996 that will need to be addressed before the Master
Development Plan can be scheduled for PNZ consideration. Due to
incomplete information, a complete review was not conducted. The following
is a partial list of items that will need to be addressed:
1. The north/south collector should be included in the platted area.
The proposal accomplishes this with the relocation of Schaffer. However,
you need to show what will happen to the existing Schaffer ROW.
2. The east/west collector should be included in the platted area.
Include all of the Arnold Road right-of-way from the new Schaffer location
east through the property. You will be required to build this portion of
Arnold Road to a minor collector standard. The existing Arnold right-of-
way west of new Schaffer can be reduced to a residential street standard
and should tie into Wild Plum. The remainder of the Arnold right-of-way
may be abandoned and any portion of it that originated from the Schaffer
property may be included into the subdivision.
3. There should be a loop connection between Aster and Hasselt.
This loop should meet the City's residential street standard. Show how
this will be accomplished and include this loop in the platted area.
4. There should be a landscape buffer on the portion of Schaffer between the
creek and existing Arnold right-of-way.
The portion of Schaffer not needed for the loop between Aster and
Hasselt should be abandoned by the developer. Show the abandoned
portion of Schaffer that came out of the Schaffer property as a landscape
buffer.
5. There should be an emergency access connection between this development
and the existing Edelweiss Estates.
The proposed 40' right-of-way is of sufficient width, however there needs
to be a design concept submitted to show how regular vehicular access
will be discouraged and emergency vehicular access accommodated.
6. Access to Schaffer for industrial property should be maintained.
7. Lot and Block numbering is confusing.
8. Residential lots should not front onto collector roadways.

I have some concerns regarding Park Meadows.
1) They need to re-number the blocks & lots because they are inconsistent. (Nanette suggested giving
them a copy of another plat to show them how it is normally done)
2) Each street must have a suffix.
3) The cul-de-sacs must end in Court.
4) There are 2 Willow streets that sound to similar and should be changed. (Nanette suggested the
applicant call the 911 office to submit proposed names for future subdivisions to verify that there aren't
any too similar sounding names, etc.)
5) They have a proposed Schaeffer Road. That will be ok assuming that the existing Schaeffer Road is
abandoned prior to the construction of the new Schaeffer Road.
6) There is a 40' r.o.w. between blocks 16 & 17 that is not labeled. It will need to be labeled to show what
the intent will be for that area.
7) There is a un-labeled road that is between blocks 15 & 18 that could be a street or a greenbelt. It also
needs to show the intent.

For the sake of better organization, previous comments are included. We
are requesting clarification of some of the changes that have been made to
address those comments - new comments are shown in bold.
1. The north/south collector should be included in the platted area.
The proposal accomplishes this with the relocation of Schaffer. However,
you need to show what will happen to the existing Schaffer ROW.
Include all of Schaffer Road and Arnold Road ROW as well as any
v' Hasselt and Aster ROW needed to accomplish the "loop" in the
boundaries of the Master Dev't Plan.
Also, show the landscape buffer along the entire portion of Schaffer
adjacent to R-1.
Is Schaffer ROW width shown correctly? Does it taper down as
shown?
2 The east/west collector should be included in the platted area.
Include all of the Arnold Road right-of-way from the new Schaffer location
east through the property. You will be required to build this portion of
Arnold Road to a minor collector standard. The existing Arnold right-of-
way west of new Schaffer can be reduced to a residential street standard
and should tie into KriId Plum. The remainder of the Arnold right-of-way
may be abandoned and any portion of it that originated from the Schaffer
property may be included into the subdivision.
Include all of Schaffer Road and Arnold Road ROW as well as any

Provide information regarding how the intersection of the new
Schaffer and Arnold will transition around the corner and from
Arnold to the alley section. The alley section that turns on to Wild
Plum should also transition (we suggest perhaps an "elbow" half
cul-de-sac section but other methods may be submitted).

accommodate the loop, the bike lane, and the required landscape

Hasselt should be abandoned by the developer. Show the abandoned

However, the entire length of Schaffer adjacent to existing R-1 needs to
include a buffer.

The drive needs to be at least 20' wide with an overhead clearance of

The Parks and Recreation Board considered the issue of parkland dedication based upon
the preliminary plat that Mr. Elkins supplied of his property located on Graham Road.
During the regular meeting of May 9, 2000, the Parks and Recreation Board unanimously
passed a motion to accept the cash option of $114,700 in lieu of land. The Board also
asked that the north side of the proposed subdivision (the south side of Southwood Valley
Athletic Park) be designed in such a way as to not limit resident's access to Southwood
Valley Athletic Park.

interim or permanent zoning classification to residential use for not more than two
residential units per lot; or
(2) any lot in the preceding plat was limited by deed restrictions to residential use for
not more than two residential units per lot.
(b) Notice of the hearing required under Section 212.014 shall be given before the
15"' day before the date of the hearing by:
(1) publication in an official newspaper or a newspaper of general circulation in the
county in which the municipality is located; and
(2) by written notice, with a copy of Subsection (c) attached, forwarded by the
municipal authority responsible for approving plats to the owners of lots that are in
the original subdivision and that are within 200 feet of the lots to be replatted, as
indicated on the most recently approved municipal tax roll or in the case of a
subdivision within the extraterritorial jurisdiction, the most recently approved county
tax roll of the property upon which the replat is requested. The written notice may be
delivered by depositing the notice, properly addressed with postage prepaid, in a post
office or postal depository within the boundaries of the municipality.
(c) If the proposed replat requires a variance and is protested in accordance with this
subsection, the proposed replat must receive, in order to be approved, the affirmative
vote of at least three-fourths of the members present of the municipal planning
commission or governing body, or both. For a legal protest, written instruments
signed by the owners of at least 20 percent of the area of the lots or land immediately
adjoining the area covered by the proposed replat and extending 200 feet from that
area, but within the original subdivision, must be filed with the municipal planning
commission or governing body, or both, prior to the close of the public hearing.
(d) In computing the percentage of land area under Subsection (c), the area of streets
and alleys shall be included.
(e) Compliance with Subsections (c) and (d) is not required for approval of a replat
of part of a preceding plat if the area to be replatted was designated or reserved for
other than single or duplex family residential use by notation on the last legally
recorded plat or in the legally recorded restrictions applicable to the plat.

Item: Discussion and possible action on a FINAL PLAT for SUN MEADOWS PH 1
(FP), consisting of 101 R-2 lots on 36 acres. (0-229)
Applicant: Mr. Hartzell Elkins
Staff Recommendations: Staff recommends approval with Staff comment.
Staff comment 1: Lot 23, Block 4 should not encroach into the R-1 Zone.
Item Summary: The Final Plat for Sun Meadows Phase I was approved by the
Commission on 1/18/00. Since then, the Developer has had to include additional
easements for utilities. In order to show these easements, the applicant was asked to
replat the subdivision. Normally, in such a replat, lot lines are not changed. However,
in this case, Lot 23, Block 4 is shown as being increased such that the lot significantly
encroaches into the R-1 Zoning Area. According to the City Planner, in order to build a
duplex on this lot the entire lot should be zoned for the specific use. The Developer has
stated that it is his intention to build a duplex unit on the lot. Therefore, it is his wish to
maintain the R-2 zoning of the lot.
