After reviewing the minutes, we had a few comments that may need to be changed. We just want to make sure that we don't create problems for ourselves later on. Thanks!!! jo 1. Sentence on 1 st page: "To keep impact low and not interfere with street signage.....", we need to clarify that the suspended canopy is only on the corner of Church and College Main. The remaining areas of the porches will be supported with columns as shown in the picture that was provided by Arkitex. 2. "Mr. Grauke mentioned that they are currently requesting an alternate bid O' l) for the second floor" needs to be revised to say that "an alternate bid for additional steel support that would be necessary if a second floor is added " 1 in the future". The July submittal date has been added to the attached Sheet Al. 2. The Site Plan has been revised to show the building sanitary sewer connected to the City sewer line west of the building. 3. An indication of the existing water line on College Main has been added. 4. There are no existing or proposed easements for the site. 5. A reference to the FEMA map has been added. 6. Solid waste is noted as "Shared" in the Project Description notes. 7. The new gas meter is now indicated at the north east comer of the building. 8. There is no change proposed for the property line on the Church/College Main corner. Both property line arcs are indicated on the Site Survey prepared by Galindo Engineers and Planners dated August 21, 1997. Curve data for each arc has been added to the Site Plan in accordance with the information contained on the Site Survey. 9. Four benches and two trashcans were indicated on the previously submitted Site Plan. Based on our telephone conversation earlier today, we have not changed this indication. 10. Although greenery has been indicated on color presentation drawings of the building elevations, no greenery has been indicated on the Site Plan in previous submittals. The Site Plan includes the following note: "Landscape requirements to be met by providing pavers, benches, trashcans, period lighting etc. in coordination with Northgate Revitalization Board." We believe that our approach to the landscaping requirements for this project has been well communicated to the NRB. Staff Planner Hitchcock began the discussion by stating the building is located on the corner of Main and Church Street and used to be a resale shop. It is currently a vacant building. NRB Member Anz noted that this project has come to the board before and noticed the new porch area on the plans. The new porch will be a cover walkway for outside dining or other outside function depending on the tenants. The owner Robert Forrest is developing the building as a lease building. Mr. Grauke said the new Parking Garage would be 50 feet away. To keep impact low and not interfere with street signage, lighting, and other elements there, Mr. Grauke said they would be using suspended canopy, because it is of lesser depth. There will only be a suspended canopy on the corner of Church and College Main. The other areas of the porch will be supported with columns as shown by Arkitex in their pictures. NRB Member Anz questioned about how far the curb would be if the tenants decide on outdoor dining for the facilities. Ms. Carroll stated that when the Church street project is completed, Mr. Forrest will gain about 5 to 6 feet and Church Street will be getting smaller. Mr. Grauke brought the Church Street Project blue prints to hopefully shed light on what they are proposing. He said they are only going to move the signpost not the street light. NRB Member Anz asked about the second floor. He said that nothing has been altered as far as the landscaping, etc., from the previous plan. NRB Member Anz asked about the signage and if they will be back for that. Mr. Grauke said they would like for it to be included with this review. NRB Member Anz asked about the number of tenants. Mr. Gauke stated that this building is the largest single floor space available in Northgate and that Mr. Forrest is hoping for just one tenant to occupy the entire space. Mr. Forrest stated that the maximum would be 3 tenants. NRB Member Benning questioned the grease (interceptor) and confirmed it will go into alleyway with the renovation. Mr. Gauke stated also confirmed they would do all the plumbing for large women and men's bathroom as if one tenant would be leasing it. NRB Member Anz made the motion to accept the plans as submitted, including colors and signage. NRB Member Benning seconded. Staff Planner Hitchcock interjected to confirm that the motion includes the previously approved site plan, which shows landscaping, bike racks, etc. Commissioner Happ stated to accept the motion, which amends the original site plan such as colors, signage, esthetics, landscaping and railing. Commissioner Floyd summarized that the applicant is wanting to substitute some fencing for 4 benches and 2 trash cans. Mr. Grauke, the applicant, stated benches are located within the property line on their walkway. The building is surrounded on three sides by covered walkways with perimeter decorative railing. Mr. Grauke stated from a previous NRB meeting that landscaping points will be acquired through period lighting, benches, trash cans, & brick pavers. Mr. Grauke wants to apply for credit of decorative railing provided on three sides of building in lieu of the benches and trash cans. The benches are behind the railing up against the building and are not accessible to the general public. Commissioner Floyd asked where the public sidewalk was as far as inside or outside of railing. The minutes contain no specific reference to the signage being lit from behind but we believe that the subcommittee was informed on this issue. The poster display cases are designed to provide advertising to on-site pedestrians. They are recessed into the exterior wall, under the 8'-0" wide covered walkway that surrounds the building. They are approximately 16'-0" off of the street and separated from the right-of-way by the steel columns and railing that define the covered walkway. We believe that the poster display cases are exempt from the sign ordinance requirements under exemption number 1 that reads in part: "Signs that are not easily read from beyond the boundaries of the lot or parcel on which they are located or from any public thoroughfare or traveled right-of-way... We have contacted Mr. Jon Meiss and requested his ruling on our interpretation of the sign ordinance. The building signage and poster display cases have been included in our presentations to the Facade Committee, the NRB, the NRB Review Subcommittee, the Planning and Zoning Commission and the City Council. They are also indicated in the Construction Documents that are part of the Construction Agreement prepared by Community Development, reviewed by the legal department and executed by the Mayor, City Manager and other City representatives. In addition, the Construction Documents have been reviewed for all the necessary construction permits. We believe that every effort has been taken to ensure that the completed project complies with the requirements of the City of College Station and that Northgate.
