A REPORT BY THE PLANNING AND ZONING COMMISSION OF THE
CITY OF COLLEGE STATION
WHEREAS, the Planning and Zoning Commission of the City of College Station
has considered changes in protocol to improve the processes and procedures under
which the Commission functions; and,
WHEREAS, the Planning and Zoning Commission of the City of College Station
desires to better communicate its recommendations reports to the City Council of
the City of College Station; and,
WHEREAS, the Planning and Zoning Commission of the City of College Station
requests a workshop meeting with the City Council to discuss alternative ways to
consider zoning requests and the process by which requests go the Council,
NOW, THEREFORE, BE IT RECOMENDED BY THE PLANNING AND
ZONING COMMISSION OF THE CITY OF COLLEGE STATION, TEXAS,
that
PART 1:
The changes in protocol, process and procedure provided for in Exhibit A,
attached are hereby approved.
PART 2:
Those changes in protocol, process and procedure which do not require
amendments to ordinances or any action by the College Station City Council will
become effective February 1, 2001.

Exhibit A
A. The Planning and Zoning Commission shall prepare a written report giving its
recommendation for zoning district (map) or zoning ordinance (text) amendments.
This report shall be signed by the Chairman of the Commission and included with
all applications and reports received by the City Council.
B. The Planning and Zoning Commission Liaison to the City Council shall
present the Commission's recommendation to the Council. The Liaison will
present the recommendation as approved by the Commission from the
Commission's written report
C. The Planning and Zoning Commission will allow applicants in all regular
agenda items before the Commission to present their application to the
Commission.
D. The Planning and Zoning Commission requests that the City Council hold a
joint workshop with the Planning and Zoning Commission to discuss alternative
ways to consider zoning requests and the process by which requests go the
Council including possible amendments to the Zoning Ordinance, including, but
not limited to, requiring that an appeal be necessary to schedule a rezoning
hearing before Council when the Commission has recommended denial of the
request.
E. The Planning and Zoning Commission will receive public comment for the
record on items that are not set for public hearings. Future agendas of the
Planning and Zoning Commission will identify items which are not set for public
hearing and provide an opportunity for public comments prior to items which are
set for public hearing.

A RESOLUTION BY THE PLANNING AND ZONING COMMISSION OF
THE CITY OF COLLEGE STATION
WHEREAS, the Planning and Zoning Commission of the City of College Station
has considered changes in protocol to improve the processes and procedures under
which the Commission functions; and,
WHEREAS, the Planning and Zoning Commission of the City of College Station
desires to better communicate its recommendations to the City Council of the City
of College Station; and,
WHEREAS, the Planning and Zoning Commission of the City of College Station
recommends to the City Council that certain amendments to the Zoning
Ordinance of the City of College Station be made in order to improve the quality
of the zoning decisions made for the City,
NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING AND ZONING
COMMISSION OF THE CITY OF COLLEGE STATION, TEXAS that
PART 1:
The changes in protocol, process and procedure provided for in Exhibit A,
attached, are hereby approved.
PART 2:
These changes in protocol, process and procedure will become effective January
1, 2001.
PART 3
This resolution shall be forwarded to the College Station City Council. The
Commission hereby requests that the Council initiate amendments to the Zoning
Ordinance for the City of College Station where necessary
in protocol, process and procedure as provided for in Exhiit oAimplement changes

A. The Planning and Zoning Commission shall thmud a written report giving its
recommendation for zoning map or zoning ordinance amendments. This report shall be signed
by the Chairman of the Commission and included with all applications and reports received by
the City Council.
B. The Planning and Zoning Commission Liaison to the City Council shall present the
Commission's recommendation to the Council. The Liaison will present the recommendation as
approved by the Commission from the Commission's written report
C. The Planning and Zoning Commission hereby requests that the City Council initiate an
amendment to the Zoning Ordinance of the City Of College Station,~equiring a 3/4 majority of
the Council to overrule a Commission recommendation to deny a rezoning as provided for in the
Local Government Code.
D. The Planning and Zoning Commission will require all applicants in cases before the
Commission to present their application prior to opening the public hearing at which it will be
considered, or in cases that do not require public hearings, prior to consideration of the case by
the Commission.
E. The Planning and Zoning Commission hereby requests that the City Council initiate an
amendment to the Zoning Ordinance of the City of College Station to make the 6 month waiting
period for additional rezoning requests mandatory and not subject to waiver.
F. The Planning and Zoning Commission hereby requests that the City Council initiate an
amendment to the Zoning Ordinance of the City of College Station to require that applicants file
an appeal of a Commission recommendation to deny a rezoning request prior to placing such
request on the Council agenda.
G. The Planning and Zoning Commission will establish a time limit for all public hearings. In
establishing a time limit, the Commission may consider criteria such as the length of the agenda
and the number of speakers registered to address the item. Time limits may be divided with
specified periods for support and opposition, set as a total time for each hearing, or a fixed time
set for all hearings.
H. The Planning and Zoning Commission will not receive public comment on items that are not
set for public hearings.
