Enclosed are copies of a survey listing over 700 signatures from members of our community demonstrating significant support of our specific zoning request at 4004 Harvey Road from A-O to C-B to rebuild a restaurant on the site of the former Jose's Restaurant. I hope this information will help you in your decisions on land use and development along the frontage of Harvey Road and the incorporation of reasonable and complimentary zoning in the surrounding area. A purpose of the meeting was to review the construction plans by the Williamson Group Architects, dated December 6, 2001 (ten sheets) for "the Koppe Bridge 2"/"Koppe Bridge Restaurant" at 3940 Harvey Road, College Station, Texas. The Committee approved the plans. In the event of any changes in your proposed construction, please contact the Committee prior to those changes being effected. We request that you comply fully with all applicable provisions and requirements of the College Station Zoning District and the Amended Declaration of Covenants and Restrictions for (the) Harvey Hillsides Addition. My major concern is NOISE. The wooded area between my house and this tract should provide a barrier to floodlights or parking lot lights. But, the woods will NOT stop noise. There is an apartment house next to the subject tract. Periodically, the occupants will have an outdoor party with speakers or a band. The sound is very loud and audible inside my home. The police have come out several times to shut down and quieten the parties due to the disturbing noise to the neighborhood. I recently ate lunch at the Koppe Bridge Bar and Grill on Wellborn Road and sat on the outdoor patio. There were outdoor speakers playing music so loud we had to shout to carry on a conversation. I do NOT want this to occur on Harvey Road next to my home and in this residential area. I WILL be calling the police very often to complain IF this does happen. I feel that if Mr. Ross' application for the rezoning is approved, there should be some conditions attached to the site. Primarily, that there will be no outdoor patios (or screened-in porches) and no outdoor speakers. I feel that if this restaurant is a 100% indoor type, like Jose's Restaurant was when it was in this location, that there should be no disturbing noise to the residents. The other condition, which I feel, should be applied is that the business should close at 10:00 PM. Thank you for considering the interests of the neighboring homeowners.
