I'd have to look at it again but my recollection was that it needed a preliminary plat of some sort but I'm
remembering just outlines of phases, etc. not something huge. but i may be not remembering right.

Have you looked at the most recent master plan to see if it has enough detail to suit the City's needs to
replace the preliminary plat? My recollection is (without looking it up) that it does not, but if you
engineers and planners are comfortable with going right to final plat, it's certainly o.k. with me! Only staff
and P&Z would look at it anyway since Council has already seen the master plan a long time ago.

I spoke to Tony Tomchezen with the Wallace Group today regarding the above phases. They want to go
straight to Final plat on those phases since they have done a master preliminary plan already that shows
those phases. I explained to him that is OK as long as that master plan shows the detail we need and
that they are not varying too much from that plan. He thought they were OK and could go straight to
Final plat. If I have told him wrong, would you please let me know soon, or call Tony T. back. He spoke
to you many months ago about it and thought you said they needed to do a preliminary plat. They don't
mind, its just they don't want to do extra work if it is not necessary.
He is planning on submitting a new master plan to us after these two phases are built.
Also, we are supposed to be getting the drainage report that we have been waiting for, soon.

Dear Sheri:
On behalf of the owner of Pebble Creek Development Co., Mr. F.M. Young, we hereby request a
variance to the City of College Station's Subdivision Ordinance Specifically, the Developer
desires not to extend Pebble Creek Parkway nor the 12 -inch water line during the construction of
Phase 7A because of the following reasons:
• The extension will not be used by vehicular traffic.
• The 12 -inch waterline will not have any services, and thus the potential for stagnant,
water will be high.
• The pavement will most likely suffer from surface failures since it will not be ® )
"exercised" by traffic.
• The extension is not needed for emergency vehicles.
The Developer understands that he will have to complete the parkway and waterline prior to
opening any lots to the south of Phase 7A (see attached map). If you need any additional
information regarding this issue, please call me.

SPECIFICATION NO. 203A
CEMENT STABILIZED BASE (PLANT MIX)
203A.1 Description. This Item shall govcm the construction of a Portland cement treated base
(CTB) course composed of gravel base material, Portland cement, and water that is mixed at a central
mixing plant and constructed in accordance with the typical sections, lines, grades and thicknesses shown
on the plans. The CTB materials and placement shall conform to the requirements outlined in ITEM 276
of the STANDARD SPECIFICATION FOR CONSTRUCTION OF HIGHWAYS, STREETS, AND
BRIDGES (hereinafter TxDOT Specifications), except as modified herein.
203A.2 Materials. Materials shall conform to the following requirements:
(1) Base Aggregate Materials. The sand and gravel aggregate used in the cement treated base
mix shall be "pit run" material meeting the gradation requirements indicated in Table 1.
Gradation tests shall be performed at the direction of the City and shall be obtained from the
conveyor belt at the mixing plant.
(2) Portland Cement. Portland cement shall be either Type I, IP, or II confonning to the
requirements of Item 524, "Hydraulic Cement," of the TxDOT Specifications.
(3) Water. Water shall conform to the requirements of Item 421, "Portland Cement Concrete,"
of the TxDOT Specifications.

203A.3 Compressive Strength. Compressive strengths of the cement treated base shall be the
requirements listed in Table 2

Cement content will be selected by the Design Engineer or the City based on compressive
strength tests determined by a mix design provided by the Contractor.
Compressive strengths shall be verified during construction by obtaining field samples of the
mixed materials at two times during each day of placement. The material shall be taken to the laboratory_
and three cylinders of compacted materials formed. Unless otherwise shown on the plans, the materials
shall be compacted in accordance with Test Method Tex -120 -E at the field moisture content. The
cylinders shall be moist cured and two of the three cylinders tested for compressive strength at 7 days.
The third cylinder shall be held in reserve for possible later testing. The compressive strength of the
tested cylinders shall meet the requirements of Table 2.
203A.4 'Construction Methods.
(1) General. A completed base course shall meet the minimum thickness requirements
indicated on the Plans and shall be uniformly treated, free from loose or segregated areas, of uniform
density and moisture content, well bound for its full depth and with a smooth surface.
(2) Preparation of Subgrade or Existing Subbase. Prior to placing the cement treated
base, the subgrade or existing subbase shall be shaped to conform to the typical sections, as shown on the
plans or as established by the Project Engineer or the City. The Contractor shall proof roll the roadbed in
accordance with Item 216, "Rolling (Proof) ", of the TxDOT Specifications before placing treated
material. Soft spots shall be corrected as directed by the Project Engineer or the City.
(3) Mixing and Placing. The cement, base material, and water shall be thoroughly mixed in
a central batch plant. After mixing is completed, no additional water shall be added to the mixture unless
otherwise approved by the Project Engineer or the City. Cement treated material shall be placed only on
that area where the compacting and finishing operations can be completed during the same working day.
Unless otherwise approved by the Engineer, the cement treated base operation shall not be started when
the air temperature is below 40° F and falling, but may be placed when the air temperature is 35° F or
above and rising. The temperature will be taken in the shade and away from artificial heat. Cement
treated base shall not be placed when weather conditions are unsuitable in the opinion of the Project
Engineer or the City.
(4) Compaction Method. Compaction shall continue until the entire depth of mixture is

Compaction shall be completed within two (2) hours of the addition of water to the dry mixed
material. However, when multiple lifts are permitted, compaction of all lifts shall be completed within
five (5) hours after the addition of water to the treated base used in the first lift.
After mixing, the cement treated material shall be hauled to the roadway and compaction begun
immediately after placement. Throughout this entire operation, the shape of the course shall be
maintained by blading and the surface upon completion shall be smooth and in conformity with the
typical sections, lines and grades as shown on the plans or as established by the Project Engineer or the
City.
Unless otherwise shown on the plans, each course shall be compacted to the extent necessary to
provide not less than 95 percent of the density as determined by Test Method Tex - 120 -E, Part II. At the
beginning of compaction, the percentage of moisture in the mixture shall be within + three (3.0) to — two
(2.0) percent of optimum as determined by Test Method Tex - 120 -E, unless otherwise approved by the
Project Engineer or the City. The percentage of moisture will be determined in accordance with Test
Method Tex- 103 -E. If the percentage of moisture is outside the allowable tolerance, the Contractor shall
adjust operations to meet this requirement. Roadway density will be determined by Test Method Tex -115-
E. Field moisture and density tests shall be performed every 1,000 linear feet of roadway length.
When the material fails to meet the density requirements or should the material lose the required
stability, density or finish before the next course is placed or the project is accepted, the treated material
shall be removed and replaced, unless otherwise approved by the Engineer. Removal and replacement
will be at the Contractor's expense.
(5) Finishing and Microcracking. Immediately after compaction, the final course shall be
clipped, skinned, or tight bladed by a maintainer or subgrade trimmer to a depth of approximately %. inch,
removing all loosened materials. The loosened material shall be disposed of at the Contractor's expense
and at a location approved by the Project Engineer or the City. The surface shall be rolled immediately
with a pneumatic tire roller, adding small increments of moisture as needed during rolling.
(6) Initial Curing. The cement treated base shall be kept wet for a period of 24 hours after
completion of compaction. This may ackieved by sprinkling with water.
(7) Mircrocracking. After the initial 24 hours curing period, the finished CTB course shall be
tested to determine the stiffness of the layer. The stiffness measurement of the CTB shall be determined
using an approved device, such as the Humboldt Stiffness Gauge (HSG), or equivalent. One test will be
made along each 100 ft section of street or as determined by the City. The test location shall be marked
with paint for later retesting. If the initial HSG readings are in the range of 50 to 60 (MN /m), then
microcracking of the CBT course shall begin. If the readings are below the stated range, the CTB course
shall be allowed to cure for an additional 24 hours and stiffness readings obtained at the end of the 24
hour period and prior to the commencement of microcracking operations.
Microcracking of the CTB shall be accomplished by a 12 ton steel -wheel vibratory roller,
traveling at a speed of approximately 2 mph and vibrating at maximum amplitude (or as directed by the
Project Engineer or the City). The section shall have 100% coverage exclusive of the outside 1 foot so as
to induce minute cracks in the CTB. The microcracking operations may be terminated when a minimum
40% reduction in the stiffness of the CTB course is achieved as compared to the intial (pre- cracked)
readings. After one pass of the vibratory roller, the stiffness of the CTB shall be determined. Based on
the target total stiffness minimum reduction of 40 %, it will be decided if additional passes are required.
Additional passes of the steel roller may be required to achieve the desired crack pattern or section
modulus as determined by the Project Engineer or the City. The CTB course shall be tested for stiffness

after each additional rolling. It is anticipated that the roller will have to make between approximately I to
4 passes to achieve the required reduction in stiffness.
(8) Final Curing. After cessation of microcracking the section shall be moist cured for a period
of at least 48 hours.
(9) Surface Coating. Following completion of the microcracking operations, a prime coat
consisting of MC -30 asphalt shall be applied to the surface of the CTB course in accordance with the
requirements of Item 312, "Prime Coat," of the TxDOT specifications. If significant cracking occurs in
the CTB following application of the prime coat, the cracks shall be sealed. Significant cracking will be
determined in the field according to a criteria agreed to by the Contractor, the Project Engineer, and the
City.
(10) Crack Sealing. Any pavement surface cracks which may occur during the first year
following completion are required to be cleaned of all foreign debris and sealed with hot applied sealant
material meeting ASTMD #3405 -78 and Federal Specification #SS- S- 1401B.

I think we are very close and with improvements to the following 5 areas on the
access road and the erection of the emergency access sign, I believe we can file

Dear Davis,
This afternoon I personally inspected the access drive intended to serve this
subdivision phase.
I think we are very close, and with improvements to the following 5 areas on the
access road and the erection of the emergency access sign, I believe we can file
the plat.
In each of these cases, the intent is to provide a road that will allow a passenger
vehicle to pass without creating ruts in excess of six inches in depth in wet
weather.
With the exception of the areas listed below, I believe that the rest of the access
road currently meets this requirement.
1. The area immediately south of the cul-de -sac on Piping Rock needs additional
rock for approximately 30 feet to get from the street over the rise in ground level.
2. The access road intersection area approximately 150 feet south of the cul -de-
sac needs compaction and possibly additional rock.
3. At a location approximately half way between the large rock pile and the
eastern most PVC culvert, additional rock is needed along the southern edge of
the road for about 40 feet where standing water is encroaching onto the roadway.
4. Additional rock is needed over the western most PVC culvert.
5. Grading and additional rock is needed where the access road joins the main
road in the future Pebble Creek Parkway right of way.

When this work is completed, please inform me and I will return for final
inspection. Once the access road is acceptable, I can give the direction for the
plat to be filed.

Please put a note in the folder or on your tracking sheet that the emergency access to Pebble Creek
Parkway MUST be accessible & properly signed before the plat is filed for record. This was a condition
of the rezoning that Council placed on this phase. We cannot miss this condition. So, do whatever
you think is best about documenting this so that we don't file the plat without this being met:
