SUBJECT: SOURCENET SOLUTIONS, INC (SP) - Site Plan
Staff reviewed the above - mentioned site plan as requested but had to stop review due
to an incomplete submittal. The following page is a preliminary list of staff review
comments detailing items that need to be addressed. Please address the comments
and submit the following information for further staff review:

$600 Public Infrastructure Plan Review and Inspection Fee
Two (2) revised site and landscaping plans.
If there are comments that you are not addressing with the revised site plan, please

PLANNING
Stop Review: No Landscaping Plan was submitted. Parking does not meet requirements.
The following comments do not constitute a full review.
Standard Ordinance Requirements:
1. Parking spaces cannot be shared unless the following conditions are met. A permanent
easement would need to be filed and the other site would have to show that it has 80
spaces above their City requirement to permit counting of site spaces toward the site
requirement.
2. Provide landscaping calculations meeting the minimum City requirements, including
screening of parking.
3. Show how the site will meet the buffering requirements.
t.-4e Show the side and rear setbacks.
L,--5 ' Delineate the width of the driveways at the entrances?
6. Does the screening wall, shown as #46, fully screen to the height of the equipment
inside?
7. Show curb detail.
8. Show the sidewalks.

Covenant and Restrictions Requirements:
1. Point calculations need to be shown meeting covenant requirements for the developed
area. No more than 50% of the points shall be canopy trees. Existing trees may not
be used to meet point requirements without Board approval.
2. L.A.U.E. areas should reflect landscaping similar to streetscaping requirements,
however, points from this area do not transfer to points for the remainder of the site.
3. Parking screening cannot be in the LAUE nor can the points count toward development
area points.

1. Sheet C -1: Need public utility easement for 6 'fire line to building; need documentation of
all public utility easements for new utility lines by replat or separate instrument. Need
details for new storm sewers on east and west sides of new building; need to show
existing waterline off -site at southwest corner of site; note 8 -? 9' wide by 120'
2. General: Need plan /profiles and construction details for new water, sanitary sewer, and
storm sewers; need detailed grading plan; need pavement design details; need a
drainage analysis showing compliance with the City's Drainage Ordinance and including
design calculation for new storm sewers and inlets, etc.; need fire flow analysis

PLANNING
1. To meet the buffering requirements, the screening wall plan and site plan
should show the wall along all property lines adjacent to residential property.
(i.e. all property lines adjacent to lot 19 and lot 41) In addition, the site plan
needs to show the 5 foot buffer area, with required landscaping, which is
required between the larger parking area and the adjacent park and school
property.
2. The rear parking lot detail that was faxed into our office, appears to meet the
buffer area requirements, please incorporate this into the site plan.
3. Before the site plan can be stamped approved, and further permits granted, a
perpetual instrument will need to be in place for the required parking for this
site that is being met by excess parking on the adjacent site. It appears that
once the rear parking lot reconfiguration is incorporated into the site plan, 101
spaces will need to be included in the agreement. Please be aware that the
28 spaces that are proposed to remain in the back lot, may be able to be
added to the parking agreement.
4. Please submit a conceptual landscaping plan with the resubmittal. Before
C/O a full landscaping plan will need to be submitted, approved and the
plantings will need to be installed. Please remember that there are two steps
to this, first meeting the City's standard requirements which include,
landscaping for the site, streetscaping trees, additional streetscaping points
and the new buffer requirements. Then a separate evaluation and set of
calculations is done based on the Covenants and Restrictions which requires
dividing the property into the protected area, the LAUE and the developed
area, as well as meeting Board requirements.
5. Please remember that when the location of the FDC is determined, that the
City will require a public utility easement to that location.
6. Please realize that nothing is allowed in the buffer area other than the
required fencing and landscaping, and any existing easements.
Business Center Covenants and Restrictions
1. The Business Center Board will forward their comments once they meet on
Tuesday, Feb. 19

The Board considered the following:
I. SourceNet site plan

The City Manager, Tom Brymer requests a meeting with Carlan Cooper regarding the
submitted site plan prior to any re- submittal of a site plan.
The Board requests the following additional submittals and/or changes:
• Elevation drawings, including color and material samples
• Lighting plan and specifications
• Specifications for trees and bushes in the buffer areas i.e. fast growing trees and fast
growing bushes that grow in excess of 6' in height
• Revise protected area as directed by Carlan Cooper at the February 8, 2002 meeting i.e.
protected area boundary should encompass the treed areas along the rear property line
�uali Sidewalks should be installed along the entire length of the SourceNet property along
Circle (not along the UCS property). The Board will allow for delay of
installation of the sidewalks along the future parking area until future development occurs
if a development phase line is utilized.
• Rear 26 space parking lot: 1) first preference is for those spaces to be removed and
accounted for in the shared parking agreement; 2) second preference is to rotate the
parking lot 90° and keep as far away from the property line as possible; 3) Third
preference is for the parking lot to remain but shift south 15' -20'.
;rovi ding The Board is willing to waive the front building setback from 40' to 25' in return for
an additional 15' setback to the rear property line in addition to the 25' buffer
required by ordinance. This will allow for the parking, service drive, and building to be
moved toward Quality Circle and away from adjoining residences
• Buffer fence must wrap around the corner of the lot with the iron fence

PLANNING
1. The buffer area and the protected areas need to be delineated separately and the
protected area calculation should not include the buffer area.
2. Show the path or paths between sections of protected area that will allow access for
the building of the fence and for planting in the buffer area.
3. One of the end islands in the rear parking lot does not appear to meet the 360 sf
double row end island requirement.
4. The sidewalk along the southern portion of the property will need to be continued
when that section of the property develops.
5. A public utility easement is required over the water line to the location of the FDC.

LANDSCAPING - (2 separate sets of requirements need to be met.)
The following brief overview is intended to help clarify how to calculate the landscaping
requirements for this site. Please refer to the Zoning Ordinance and the Covenants and
Restrictions for a complete picture of the requirements.
Once the necessary calculations are done then we can address how the proposed and
existing plantings will meet the requirements and how best to reflect this in the plant list.
Zoning Ordinance
Site (Section 11)
A. Total site area of phase one as shown on site plan less the buffer area divided by
1000 = x 30 points = total site area points.
Streetscaping (Section 11)
B. Total linear feet of frontage of phase one less driveways and visual triangles = LF.
C. LF divided by 32 = # of trees required within 50 ft of ROW.
D. LF divided by 50 = x 300 = additional streetscaping points which usually may be
distributed throughout the site.
E. Total site area points + add'I streetscaping points = total landscaping points
Buffer Area (Section 8.10)
Buffer will need to be installed along full length of property.
F. Requires one canopy tree for every 25 LF and one shrub for every 3 LF.
Covenants and Restrictions Landscaping
Developed Area + LAUE + Protected Area + Undeveloped Area = Total Site Area
LAUE (Landscaping, Access and Underground Utility Easements)
G. LAUE = A strip of the property 40 feet deep along the full frontage of the property.
Points calculated same as streetscaping above only additional points must be used
in this area and not distributed throughout the site.
Protected Area
H. Determined with site plan. From the total site area less the LAUE, a minimum of
15% of the remainder must be in a protected area that will not be disturbed.
Developed Area
I. Developed area square footage divided by 1000 = x 60 points = developed area

The Board considered the following:
I. SourceNet site plan
The Board approves the revised submitted site plan, with final project approval
contingent upon the following conditions:
• Submit lighting plan and specifications for Board approval
• Submit landscape plan and specifications for Board approval. Specifications for
trees and bushes in the buffer areas and around parking near residents must be fast
growing species that grow in excess of 6' in height. Red tip photinias or other tall
species must be installed around the perimeter of the far northeast parking lot.
• Buffer areas may not be included in the calculations for required forest preserve (the
buffer does not count toward forest preserve). Request that Development staff
check the calculation. The forest preserve must be temporarily fenced during
construction. Please depict the 25' buffer area with a different cross hatching than
the forest preserve.
• The Board will allow for delay of installation of the sidewalks south of the Phase I
line until Phase II development occurs. When Phase II development occurs, the
sidewalk must be located along Quality Circle connecting to the existing City
sidewalk on the south end of the tract.
• Denote location of buffer fence which must run the entire perimeter adjacent to
residential properties
• Provide section detail of buffer area with fence, trees, and bushes
• Add a note(s) showing areas where construction access will be accomplished to
install buffer fence.
Motion made by Tom Brymer, seconded by Glenn Brown, and the motion passed
unanimously.

II. Request for waiver of 40' building setback
The Board waives the front building setback from 40' to 25' in return for providing
an additional 20' setback to the rear property line in addition to the 25' buffer
required by ordinance. The purpose of this waiver is to allow the parking, service
drive, and building to be moved toward Quality Circle and. away from adjoining
residences
Motion made by Tom Brymer, seconded by Glenn Brown, and the motion passed
unanimously.
III. Adjourn
