CERTIFICATIONS REQUIRED FOR ALL DEVELOPMENT
Owner Certification:
1. No work of any kind may start until a permit is issued.
2. The permit may be revoked if any false statements are made herein.
3. If revoked, all work must cease until permit is re-issued.
4. Development shall not be used or occupied until a Certificate of Occupancy is issued.
5. The permit will expire if no significant work is progressing within 24 months of issuance.
6. Other permits may be required to fulfill local, state, and federal requirements. Owner will obtain or show
compliance with all necessary State and Federal Permits prior to construction including NOi and SWPPP.
7. If required, Elevation Certificates will be provided with elevations certified during construction (forms at slab pre-
pour) and post construction.
8. Owner hereby gives consent to City representatives to make reasonable inspections required to verify
compliance.
9. If, stormwater mitigation is required, including detention ponds proposed as part of this project, it shall be
designed and constructed first in the construction sequence of the project.
10. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken
to insure that all debris from construction, erosion, and sedimentation shall not be deposited in city streets, or
existing drainage facilities. All development shall be in accordance with the plans and specifications submitted to
and approved by the City Engineer for the above named project. All of the applicable codes and ordinances of the
City of College Station shall apply.
11. The information and conclusions contained in the attached plans and supporting documents will comply with the
current requirements of the City of College Station, Texas City Code, Chapter 13 and associated BCS Unified
Design Guidelines Technical Specifications, and Standard Details. All development has been designed in
accordance with all applicable codes and ordinances of the City of College Station and State and Federal
Regulations.

(i) increase the Base Flood elevation;

Fire Protection
[8] Show fire lanes. Fire lanes with a minimum of 20 feet in width with a minimum height clearance of 14 feet must be
established if any portion of the proposed structure is more than 150 feet from the curb line or pavement edge of a
public street or highway.
NTN. Show proposed and existing fire hydrants. Fire hydrants must be located on the same side of a major street as a . F project, and shall be in a location approved by the City Engineer. Any structure in any zoning district other than R-1 ,
R-1A, or R-2 must be within 300 feet of a fire hydrant as measured along a public street, highway or designated fire
lane.
NOTE: Fire hydrants must be operable and accepted by the City, and drives must have an all weather surface before a
building permit can be issued.

drainage facilities. Construction Site Notice or Notice of Intent (NOi) along with Stormwater Pollution Prevention Plan
(SWP3) will be kept and maintained on-site during construction as per TPDES permitting requirements. If it is
determined that the prescribed erosion control measures are ineffective to retain all sediment on-site, it is the
Contractor's responsibility to implement measures that will meet City, State, and Federal requirements.
7. All disturbed areas will be re-vegetated prior to Letter of Completion or Certificate of Occupancy.
8. All trees requ ired to be protected as part of the landscape plan must be completely barricaded in accordance with the
Landscaping and Tree Protection Section of the City's Unified Development Ordinance, prior to any operations of this
permit. The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and
required to remain is strictly prohibited. The disposal of any waste material such as, but not limited to, paint, oil,
solvents, asphalt, concrete, mortar, or other harmful liquids or materials within the drip line of any tree required to
remain is also prohibited.
9. All construction shall be in accordance with the stamped approved plans and specifications for the above-named
project and all of the codes and ordinances of the City of College Station, as well as State and Federal Regulations
that apply. Only those deviations from BCS Unifi ed Design Guidelines, Specifications and Details specifically
requested and approved will be allowed.

A&M Consolidated Gym Expansion
Fire Flow letter
March 4, 2015
Background
College Station Independent School District is constructing a gym expansion on the A&M Consolidated
High School campus. This expansion consists of an addition to the existing gymnasium along with
additional men's and women's restrooms and a new dance gym. A site plan showing this expansion is
attached as Exhibit 1.
Fire Flow Area & Required Fire Flow
Per the 2012 International Fire Code (IFC) Section B104 -Fire Flow Calculation Area, the High School
currently has a maximum fire flow area of 145,024 square feet. With the new gym expansion that area
increases to 154, 700 square feet or an increase in fire flow area of 9, 767 square feet. The building type
for the High School is Type IB. According to Table B105 .1 the required fire flow for 145,024 square feet
protected by a fire sprinkler system is 4,000 gpm and with a 50% reduction would be 2,000 gpm. The
required fire flow for 154,700 is 4,250 gpm with a 50% reduction would be 2,125 gpm, or an increase of
125 gpm from the fire flow requirement for this existing structure.
Required Number of Fire Hydrants
According to Section C103 of the IFC both of these fire flows require only 2 hydrants available for this
structure. If 2 hydrants are used for this area of the building, each hydrant would have to flow 1,063
gpm. If 3 hydrants are used for this area of the building, each hydrant would have to flow 709 gpm. As
seen on Exhibit 2 there are 3 fire hydrants in proximity to this new expansion.
Fire Flow Model
To investigate the ability for the existing water supply system to provide this required fire flow we ran
the current City of College Station water supply model under average day conditions with fire flows of
1063 gpm on nodes 1540 and 1567 in the model. A graphic representation of the model layout and
these nodes is shown in Exhibit 2. The results of placing this fire flow on these 2 hydrants nodes can be
seen in Exhibit 3. As seen, the existing system can accommodate the fire flow required for this building
expansion with meeting a minimum pressure of 20psi and a maximum line velocity at or below 12 fps .

The following drainage information is being provided for the building expansion (primarily gym
expansion) of A&M Consolidated High School at 1801 Harvey Mitchell Parkway South in College
Station.
Background
The site is currently developed as a high school with parking lots, sports facilities, and one single
structure which houses the cafeteria, gym, auditorium, and classrooms. Smaller portable buildings have
been located onsite and have been recently removed in anticipation of this building expansion project.
Drainage from the existing site drains primarily in 3 major directions as seen on Exhibit 1. In the area of
this expansion project the drainage discharges primarily in one direction to Detention Pond #2 which then
discharges in a channel between Madera and Guadalupe streets. In addition, there is an existing storm
sewer in the area of the expansion that picks up flow from roof drains on the building and discharges that
flow across Welsh Avenue.
Proposed Site Improvements
Six portable buildings and a covered walkway will be removed to create room for the proposed
renovations. The renovations consist of additional bathrooms, a dance gym, concessions stand/ticket
office, lobby, corridor into the gymnasium, and a new entranceway. The attached Exhibit 2 illustrates the
current and proposed impervious conditions for the site. Exhibit 3 is a Google Earth image showing these
portable buildings that have recently been removed.
In addition to the building expansion, there will be utility relocations associated with the project. There is
an electrical line that will be relocated around the proposed building. The electrical line will require an
associated public utility easement as it is a public electrical line. Flowlines and slopes were checked on
the sanitary sewer line. It cannot be relocated from under the building because the line cannot meet
minimum service line grades per building code. Therefore, the private sanitary sewer line will be left in
place and reconstructed with required materials and embedment to meet building code requirements.
Removal of the six portable buildings and covered sidewalk will result in a decrease of 7,555 square feet
of impervious cover. The proposed renovations wi ll result in a 7,219 square feet increase in impervious
cover. Overall the site will see a decrease in impervious cover of 336 square feet.

There is an existing 24 inch storm sewer line that runs in front of the current gym (see Exhibit 1). It picks
up roof drains along this face of the building. This 24-inch line is being rerouted around the proposed
building expansion. The roof drains that currently discharge into the 24 inch storm sewer line wi ll
continue to discharge to that line. The roof drains from the new structure as well as the overflow drains
from the existing roof wi ll be picked up and discharged to Detention Pond #2, which mimics the same
drainage pattern that exists today.
The site currently conveys, stores, and releases storm water in an efficient manner with no known
problems. The total impervious area for the development will be slightly reduced by the construction and
all existing drainage patterns will be maintained.
Conclusion
The drainage design for this project does not increase the runoff from the site nor does it change the
drainage patterns for the property. As a result, there is no impact to surrounding properties from this
building expansion project.

CONDITIONS:
1. No work beyond limits covered in permit is authorized.
2. The permit may be revoked if any false statements are made herein. If revoked, all work must cease until permit is re-
issued.
3. The permit will expire if no significant work is progressing within 24 months of issuance.
4. Other permits may have been required to fulfill local, state and federal requirements. Construction will be in
compliance with all necessary State and Federal Permits.
5. Stormwater mitigation, including detention ponds will be constructed first in the construction sequence of the project.
6. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken to
insure that all debris from construction, erosion, and sedimentation shall not be deposited in city streets, or existing
drainage facilities. Construction Site Notice or Notice of Intent (NOi) along with Stormwater Pollution Prevention Plan
(SWP3) will be kept and maintained on-site during construction as per TPDES permitting requirements. If it is
determined that the prescribed erosion control measures are ineffective to retain all sediment on-site, it is the
Contractor's responsibility to implement measures that will meet City, State, and Federal requirements.
7. All disturbed areas will be re-vegetated prior to Letter of Completion or Certificate of Occupancy.
8. All trees required to be protected as part of the landscape plan must be completely barricaded in accordance with the
Landscaping and Tree Protection Section of the City's Unified Development Ordinance, prior to any operations of this
permit. The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and
required to remain is strictly prohibited. The disposal of any waste material such as, but not limited to, paint, oil,
solvents, asphalt, concrete, mortar, or other harmful liquids or materials within the drip line of any tree required to
remain is also prohibited.
9. All construction shall be in accordance with the stamped approved plans and specifications for the above-named
project and all of the codes and ordinances of the City of College Station, as well as State and Federal Regulations
that apply. Only those deviations from BCS Unified Design Guidelines, Specifications and Details specifically
requested and approved will be allowed.
