CERTIFICATIONS REQUIRED FOR ALL DEVELOPMENT
Owner Certification:
1. No work of any kind may start until a permit is issued.
2. The permit may be revoked if any false statements are made herein.
3. If revoked, all work must cease until permit is re-issued.
4. Development shall not be used or occupied until a Certificate of Occupancy is issued.
5. The permit will expire if no significant work is progressing within 24 months of issuance.
6. Other permits may be required to fulfill local, state, and federal requirements. Owner will obtain or show
compliance with all necessary State and Federal Permits prior to construction including NOi and SWPPP.
7. If required, Elevation Certificates will be provided with elevations certified during construction (forms at slab pre-
pour) and post construction.
8. Owner hereby gives consent to City representatives to make reasonable inspections required to verify
compliance.
9. If, stormwater mitigation is required, including detention ponds proposed as part of this project, it shall be
designed and constructed first in the construction sequence of the project.
10. In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be taken
to insure that all debris from construction, erosion, and sedimentation shall not be deposited in city streets, or
existing drainage facilities. All development shall be in accordance with the plans and specifications submitted to
and approved by the City Engineer for the above named project. All of the applicable codes and ordinances of the
City of College Station shall apply.
11 . The information and conclusions contained in the attached plans and supporting documents will comply with the
current requirements of the City of College Station, Texas City Code, Chapter 13 and associated BCS Unified
Design Guidelines Technical Specifications, and Standard Details. All development has been designed in

Fire Protection
[g] Show fire lanes. Fire lanes with a minimum of 20 feet in width with a minimum height clearance of 14 feet must be
established if any portion of the proposed structure is more than 150 feet from the curb line or pavement edge of a
public street or highway.
[g] Show proposed and existing fire hydrants. Fire hydrants must be located on the same side of a major street as a
project, and shall be in a location approved by the City Engineer. Any structure in any zoning district other than R-1,
R-1A, or R-2 must be within 300 feet of a fire hydrant as measured along a public street, highway or designated fire
lane.
NOTE: Fire hydrants must be operable and accepted by the City, and drives must have an all weather surface before a
building permit can be issued.

Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. The next submittal will be the third
and final review by staff for this round of reviews. If all items have not been addressed on the
next submittal, another $932 processing fee will need to be submitted for the subsequent set of
three (3) reviews.

1. No comments
2. Please note that any changes made to the plans , that have not been requested by the
City of College Station, must be explained in your next transmittal letter and "bubbled" on
your plans. Any additional changes on these plans that the City has not been made
aware of will constitute a completely new review.

ENGINEERING COMMENTS NO. 2
1. Provide construction type and building square footage.
2. Water design report for fire flow also needs to include peak hour flow.
3. We typically see velocities which exceed the maximum of 12 fps in an 8-inch line when flows
are applied greater than 1880 gpm. You might need to sprinkler the building in order to
reduce the fire flow requirement to within what the 8-inch line can support.
4. Provide detail of meter manifold .
5. Two areas of water line are less than 4' bury. Provide minimum cover or change pipe
material to ductile iron in these areas.
6. Fire hydrant may not be salvageable.
7. Please shift Waterline A-2 a little to the south to eliminate need for 8x6 90-degree bend .
Can reduce down to 6-inch after meter manifold and come straight into hydrant. Make sure
hydrant 3 feet from back of curb with 3 feet clearance around . Also indicate a 9' minimum
horizontal separation between outside surfaces waterline and sanitary manhole.
8. Add air release to Waterline B-1 .
9. Fittings for vertical bends are not called out. "Grade Break" is only thing noted.
10. Any concern with erosion from curb cuts down earthen slopes?
11 . TCP-Add advance warning signage ahead of the channelization.
12. If project on adjacent property is still doing work in ROW, will need to coordinate/consolidate
TCP between the 2 projects.

3. The parking requirement for shopping center is one parking space per 250 sf. Please revise
the parking calculation.
4. It appears that only 39 parking spaces are provided on site. Please revise parking
tabulation.
5. What use is the drive-thru for? Queuing space requirements will vary depending on the use.
Please reference UDO Section 7.3.J., Drive-through Facility Queuing Requirements.
6. Building setback along Greens Prairie Road should be 25' from the property line.
7. Please note that the dumpster should be surrounding by a raised island. When the future
phase of the lot is develop the island will delineate the end of parking row.

12. Please note that any changes made to the plans that have not been requested by the City of
College Station must be explained in your next transmittal letter and "bubbled" on your

ENGINEERING COMMENTS NO. 1
1. Submit TxDOT permit. TxDOT is requiring Castlegate Plaza to have a permit for
the access since the connection point is on State ROW. I am told that approval
won't be an issue, but they want to ensure that the applicant is aware of
requirements noted in the Rattler's permit and will apply to this project.
2. Submit Traffic Control Plan for driveway off Greens Prairie.
3. As previously discussed, provide sealed Drainage Letter certifying that the
project is being developed in compliance with the assumptions in the LOMR (i.e.,
runoff coefficients, percent impervious, etc.) regarding detention. Please also
address how the proposed grading/fill impacts storm water carrying capacity of
SH40 drainage ditch? Letter also needs to provide certification that there are no
negative impacts to adjacent properties as described in the BCS Design
Guidelines.
4. Are you proposing fill on area adjacent to drive aisles? Pavement is 5.5 to 6 feet
above existing adjacent grade in several areas including fire lane at northernmost
proposed hydrant. If instead you are proposing retaining walls , include design
and be aware that building permit is also required for the walls.
5. Submit water design report since extending waterline, adding additional hydrant,
and two hydrants needed for fire flow.
6. Water meters appear to be oversized. The flows indicated on the plans are
within the range of 5/8" meters.
7. Seven taps on the main as proposed is not practical. Please provide more detail,
maybe to include a manifold.

We are moving forward with a site plan for Castlegate Plaza. With this site plan coming to you shortly, I wanted to get
you the requested info on what we are using for our detention. You may recall from our PAC meeting we discussed that
our site is covered by the pond in Tower Point and you asked for confirmation.
I have visited with Joe Schultz on this extensively and I would invite you to give him a call as he was the engineer
associated with the original Crowley tract that was used for all of our development and most of Tower Point, including
the detention pond. Our site is covered under the Walter P. Moore LOMR, which was an extension and rework of the
original detention study for the Crowley tract. Exhibits 2 & 3 from the LOMR, which are attached, show that the site was

considered within the LOMR from Pre to Post Development condition. While we o not have a copy ourselves (I am sure
that you do), Joe has confirmed that our site was considered within the original detention study as well.
Please take a moment to review the LOMR and visit with Joe on this topic, so that we are all in agreement.

The requirement is a fire flow of 1500 gpm, not an open "faucet", free flow of 1500 gpm . Your flow report shows that at
1300 gpm, the free flow, you have 65 psi. When the fire truck connects to the hydrant and starts pumping, they will
increase the flow to the required 1500 gpm and still be above the TCEQ minimum of 20 psi. In fact, they will be able to
get a lot more than 1500 gpm given that you are flowing 1300 gpm and still have 65psi left.
It is not a matter of what the system free flows but what the fire truck can safely pump from the system without
reducing the pressure below 20 psi.

7. All disturbed areas will be re-vegetated prior to Letter of Completion or Certificate of Occupancy.
8. All trees required to be protected as part of the landscape plan must be completely barricaded in accordance with the
Landscaping and Tree Protection Section of the City's Unified Development Ordinance, prior to any operations of this
permit. The cleaning of equipment or materials within the drip line of any tree or group of trees that are protected and
required to remain is strictly prohibited. The disposal of any waste material such as, but not limited to , paint, oil,
solvents, asphalt, concrete, mortar, or other harmful liquids or materials within the drip line of any tree required to
remain is also prohibited.
9. All construction shall be in accordance with the stamped approved plans and specifications for the above-named
project and all of the codes and ordinances of the City of College Station , as well as State and Federal Regulations

Fire Protection
[8] Show fire lanes. Fire lanes with a minimum of 20 feet in width with a minimum height clearance of 14 feet must be
established if any portion of the proposed structure is more than 150 feet from the curb line or pavement edge of a
public street or highway.

I called and left you a message as I need to discuss some of your comments for Castlegate. I have made some notes on
them as listed below for when you call me back. I really need to visit with you by phone today as I will be out of town
the rest of the week. And as you stated in the cover letter this has to be my final submittal and I do not want some
small, silly item that I interrupt wrong from your comments to cause me to resubmit.
Comment #1 : The building type and size is already shown on Sheet C2 (site plan), Site Specific Note #2.
Comment #2 : We will amend the report for the three peak hour demands that we will have on this line.
Comment #3: If we sprinkle the building, we can reduce the fire flow requirement by up to 75% but not less than 1500
gpm. At 1500 gpm, the existing 8 inch has a peak velocity of just under 10 fps. Is this ok? Also see comment #7 below ...
Comment #4: Do you have a detail of a manifold you like?
Comment #5: Minimum cover will be adjusted. One of them will be corrected by grading and the other by what's
proposed in comment #8 below.
Comment #6: We will remove the salvage note.
Comment #7: Since we are looking at sprinkling the building, we will need to extend a 6 inch fire line to the building.
Can we replace the 8x6 bend with a 6x6 tee and have the third leg be the fire line extending to the building? As for the
separation with the manhole, we do not have 9 feet. We have 8 feet so as noted on the profile for Line A-2 at
approximately STA 2+41, we are encasing the water line in accordance with 30 TAC 290.44, which allows us to get closer

Comment #8: I cannot install an air release on this line as most of it will be under pavement. Can I extend the depth of
the line to approximately 6 feet with a positive, continuous grade from the existing line at (looking at profile B-1) STA
0+61 to STA 1+64? The remaining portion of the line would be unchanged and therefore the hydrant would be at the
highest point and an air relief would not be necessary.
Comment #9: The grade break callout are referring to pipe deflection as note in the title block under general note
#4. These notes are to mark the Pl for the deflection only. I can change the callout to say "vertical deflection" if that
that is better.
Comment #10: I have no concerns on the flow for the curb cuts. These outfalls are designed to be grass lines or
landscaped to help prevent erosion. I do not feel that additional rip rap is required, if that is what you are asking.

Comment #11: We are using TxDOT detail TCP 1-lA for our traffic control. The only required advance warning signs are
the "work ahead" signs which should be place 240 feet (not the 720' typo shown, this will be revised) in front of the
work area . Since we are following the TxDOT standard detail, what other warning signs should we add?
Comment #12: Obviously, if we are both working on the two driveways at the same time we will coordinate our work
but I do not think there is a mean to address this in the plans. It will have to be a field item.
Comment #13: There are two traffic signs that will have to be move over for the new sidewalk. They are a "Thru Traffic
Merge Left" sign and a lane designation sign. No other sign including the school sign flasher will have to be moved. See
sheet C2 (Site Plan) -the school zone flasher is near the t-intersection of our sidewalk and the re location of these other
two signs will be called out on Sheet C3 (Pavement Plan).
Comment #14: I have the easement documents read y to sign and file but I did not want to file them until you approved
the water line layout. I understand you cannot stamp the plans approved until you receive the easement. If this layout is
acceptable (and it appears that it is) I will process the easement dedication and return a copy with my resubmittal.

This letter is to certify that the project knows as Castlegate Plaza is being developed in compliance the
Walter P. Moore LOMR for the Tower Point Area. This site meets the impervious cover and storm flow
assumptions used in the report analysis. In addition, the proposed improvements will not obstruct or divert
storm water flows form adjacent properties or alter the storm water carrying capacity of the State Highway
40 drainage ditch. All drainage features for this development have been designed in accordance with the
applicable provisions of the BCS Design Guidelines.
This letter only addresses the proposed development as shown in the site plans designed and developed by
J4 Engineering and submitted this date for review by the City. Any alterations or changes to these plans,
both now or by future redevelopment, will void this letter and require another review of the altered storm
water runoff patterns to ensure there are no adverse effects. In addition, any future development or
redevelopment will need to evaluate the site assuming a completely undeveloped tract.

INTRODUCTION:
Water Line Design & Fire Flow Analysis
Castlegate Plaza
College Station, Brazos County, Texas
REVISED August 2014
The proposed development is located between William D. Fitch Parkway (State Highway 40) and
Greens Prairie Road West, approximately 1,000 feet west of the intersection of Greens Prairie
Road West and Arrington Road, in College Station, Texas. The legal description is Castlegate
Business Center, Block 1, Lot 1R-B and the property is approximately 2.60 acres.
The proposed improvements include pavement, drainage, and utility improvements for a retail
center. The site consists of some trees and vegetation on a gentle sloping terrain in a
northeasterly direction to the drainage channel along William D. Fitch Parkway. The latest
Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM), Map No.
48041C0325E, effective May 16, 2012, shows that no portion of the tract is within a regulatory
100-year floodplain. The site is currently vacant and is being developed by Nasir Veerani, 4444
Spring Meadow Dr, College Station, TX 77845.
This development will utilize the College Station Utilities water system for domestic flow as well
as for fire flow. This waterline project includes two proposed hydrants and a connection to an
existing 8-inch line within the College Station Utilities system along William D. Fitch Parkway.
Exhibit A of this report shows the existing and proposed water system layout used to model this
project and the associated labeling used throughout this report.
The length of public water pipe to be installed will be approximately 760 linear feet (LF) of 8-
inch diameter PVC DR-14, AWWA C-900, CL 200 water pipe with compression and mechanical
joint (MJ) type fittings.
Static pressure and fire flow information was obtained from College Station Utilities by means of
an onsite pressure test of the hydrants at 1900 Greens Prairie Road West, 1950 Greens Prairie
Road West, and 1298 Arrington Road. This data can be seen in Exhibit B. The system was
modeled, based on this flow data, using Haestead Methods Water CAD software and scenarios
were prepared to find the maximum fire flow available at the proposed hydrants. The result of
the analysis has been included in this report and can be seen in Exhibit C.
The Engineering Division of the City of College Station will review this project for compliance.
City of College Station representatives will inspect the construction and observe the testing
associated with the pipeline's installation. The City of College Station will be the owner and
maintainer of the proposed water main extension and hydrants.

DESIGN DETAILS:
This project is utilizing an 8-inch water main, which has a minimum design slope of 0.00% and a
maximum slope of 8.00%. The maximum hydrant spacing is 250 feet, by lay-of-hose.
The proposed 8" water lines are in accordance with the BCS Water Design Guidelines. This report
provides the results of the water system analysis under the domestic demand and domestic
demand with fire hydrant flow. The lowest pressure in the system, 51 psi, is a resu lt of the
Domestic and Fire Flow at Junction 3-5. With the domestic demand only, the lowest residual
pressure is computed to be 90 psi. Each of these pressures exceeds the 20 psi and 35 psi
minimum pressure requirements, respectively. The maximum velocity in all pipes is less than 12
fps for all scenarios.
With a sprinkled building, a total fire flow of 1,500 gpm is required for this development.
Modeling shows that fire flows for the proposed water line will be 750 gpm at each of the two
proposed hydrants, H-1 and H-2, with a minimum residual pressure of 51 psi.
TYPE OF PIPE AND ANTICIPATED PERFORMANCE:
The type of pipe proposed for this project is PVC DR-14, AWWA C-900, CL 200 water pipe with
compression and MJ type fittings. The average depth of cover is 4 feet and with the proposed
bedding techniques, the pipe should handle all loading conditions. Disinfection and pressure
tests are proposed to assure the required construction and performance.
TESTING OF INSTALLED PIPE:
All public water mains shall be hydrostatically tested and disinfected prior to acceptance by the
City of College Station. Each valved section of pipe will be pressure tested by filling the line with
water slowly via a pumped connection. The test section achieves compliance by pressuring to
150 psi and holding that pressure for a total test time of 4 hours.
Disinfection shall be initiated during construction activities. Workmen will be required to use
the utmost care to see that the inside of pipes and appurtenances which will come into contact
with potable water be maintained in a sanitary fashion. Once construction is complete, the line
will be flushed and chlorine will be applied using either a continuous feed or slug method. After
the applicable retention period, the chlorinated water will be flushed from the mains until the
chlorine concentration leaving the main is less than 3 mg/L. Samples shall be collected 24 hours
after sampling for bacteriological testing. Analysis shall show the absence of coliform organisms
before the test section achieves compliance.
TRENCHING BEDDING AND BACKFILL:
Between 4-inches below and 6-inches above the pipe, select sand with a Pl of less than or equal
to 12 and less than SO percent passing the #200 sieve will be placed. The remaining backfill will
be excavated material compacted to a minimum of 90 percent of maximum dry density as
determined by ASTM D698 at a moisture content within 2 percent of the optimum moisture
content.

EROSION CONTROL:
Sediment is maintained on site by the use of silt fencing and hay bale check dams in all areas of
possible sediment transport.
CONCLUSION:
The proposed public water lines meet or exceed all of the design criteria for the City of College
Station. It will provide adequate water pressure and flowrate for domestic and fire flow
demands.

1. Provide construction type and building square footage.
2. Water design report for fire flow also needs to include peak hour flow.
3. We typically see velocities which exceed the maximum of 12 fps in an 8-inch line when
flows are applied greater than 1880 gpm . You might need to sprinkler the building in order
to reduce the fire flow requirement to within what the 8-inch line can support.
4. Provide detail of meter manifold.
5. Two areas of water line are less than 4' bury. Provide minimum cover or change pipe
material to ductile iron in these areas.
6. Fire hydrant may not be salvageable.
7. Please shift Waterline A-2 a little to the south to eliminate need for 8x6 90-degree bend .
Can reduce down to 6-inch after meter manifold and come straight into hydrant. Make sure
hydrant 3 feet from back of curb with 3 feet clearance around. Also indicate a 9' minimum
horizontal separation between outside surfaces waterline and sanitary manhole.
8. Add air release to Waterline B-1 .
9. Fittings for vertical bends are not called out. "Grade Break" is only thing noted.
10. Any concern with erosion from curb cuts down earthen slopes?
11 . TCP-Add advance warning signage ahead of the channelization.
12. If project on adjacent property is still doing work in ROW, will need to coordinate/consolidate
TCP between the 2 projects.
13. Submit Easement Dedication Documents. Site Plan cannot be approved until easement
documents submitted.

Just based on the 300 key hotel, a TIA would be required. I couldn't find a speed limit sign for the frontage road, but I
would estimate it at 40 or 45 mph. The driveway spacing would be 360 or 435 respectively. I would expect them to get
one driveway on the frontage road since they have access to Turkey Creek as well.

Danielle,
Vince, Rehan, and I chatted about this the other day. We do want to require a permit because if the Rattler's were to go
out of business then Castlegate Plaza could be left as the sole property accessing SH 40 and they wouldn't have been put
on notice of the rules that they are operating under. Additionally, if some type of dispute were to occur between the
two landowners, then it could cause an issue if one property had a permit and understood the requirements, but the
other property didn't and did something to negatively affect the one with the permit.
For those general reasons, we are going to require Castlegate Plaza to have a permit for the access since the connection
point is on State ROW. Approval won't be an issue, but Rehan and his office will ensure that the applicant is aware of
requirements noted in the permit and he plans to reference the Rattler's permit in the Castlegate Plaza permit. Thanks
