You have received this correspondence as you have been identified as a property owner in the area of interest, one of the commercial tenants, or a property owner near the identified area. Please refer to the attached Small Area Map depicting the boundary of the area of interest outlined in white. The stakeholder meeting is scheduled for Wednesday, December 11, 2013 at 6:00 PM in the College Station City Hall Council Chambers located at 1101 Texas Avenue. Background and Purpose The commercial properties in this area developed several decades ago and are part of the heritage of the College Hills area. Due to their age, they do not meet many of the zoning and development standards that are required for commercial sites today. As a result of these non-conformities, reinvestment and expansion opportunities have been limited. As part of the Eastgate Neighborhood Plan that was adopted by City Council in June 2011, one of the action items was to implement strategies to increase the viability of these properties, particularly with parking spaces as most of them are located in public right-of-way. As appropriate, an overlay could reduce or waive development requirements for this area while also creating other measures that would help maintain the general character and scale of these properties that serve as a gateway to the College Hills neighborhood. The properties are zoned GC General Commercial and an overlay would not change the allowed uses but would provide supplemental standards and exceptions. Next Steps After receiving input, City staff will draft ordinance language and make it available for comment. Once finalized, property owners and meeting participants will be notified of the public meetings {likely in Spring 2014) where a proposed ordinance could be considered for adoption during public hearings by the Planning & Zoning Commission and City Council. If you have any specific questions or are unable to attend the meeting and would like additional information please contact me at {979)764-3570 or via email at jschubert@cstx.gov. Attachment: Small Area Map vr DEVELOPMENT REVIEW WAL TON DRIVE COMMERCIAL AREA OVERLAY Walton Drive Commercial Area Public Stakeholder Meeting December 11, 2013 Existing Circumstances • Area developed in mid-1900s. • Properties have many non-conformities: -Off-street parking, setbacks, landscaping, etc do not meet current GC General Commercial zoning and development requirements. -Altering a site can be very difficult as modifications can only occur if what is being done complies with current ordinance. {.#'"'' Original Plat for College Hills Estates • Filed in June 1938, before College Station became incorporated. Plat created Shopping Village area to be subdivided I developed in the future. M "' Eastgate Neighborhood Plan • Adopted in June 2011 • One of the action items identified the commercial area on Walton Drive as needing further evaluation to increase its viability. 1 Potential Zoning Overlay • Would not: -Change the uses allowed on the property; -Require improvements to be initiated by the owner; -Include property that is not subject to the unique circumstances of those along Walton Drive. •Would: -Reduce/waive requirements to increase the viability of properties so that expansion and redevelopment could occur more easily; -Provide supplemental standards to help keep the area in similar scale and orientation. Next Steps • Receive feedback regarding concept • Draft zoning overlay language • Send out overlay language for comment • Finalize proposed overlay language • Planning & Zoning Commission public hearing • City Council public hearing Walton Drive Commercial Area Public Stakeholder Meeting D«~mb~r 11, 2013 Potential Overlay Components • Reduce/Modify Requirements for: Parking; • building setbacks; • Landscaping. • Provide: -Maximum amount of use (floor to area ratio) before additional parking is required; -Maximum height (stories and/or building height) 2 P.O.
