Stakeholder Meeting for Potential Walton Drive Commercial Zoning Overlay
This is an invitation to attend a public stakeholder meeting to introduce the concept of a potential
zoning overlay for the commercial properties on Walton Drive at its intersection with Texas Avenue. You
have received this correspondence as you have been identified as a property owner in the area of
interest, one of the commercial tenants, or a property owner near the identified area. Please refer to
the attached Small Area Map depicting the boundary of the area of interest outlined in white.
The stakeholder meeting is scheduled for Wednesday, December 11, 2013 at 6:00 PM in the College
Station City Hall Council Chambers located at 1101 Texas Avenue.
Background and Purpose
The commercial properties in this area developed several decades ago and are part of the heritage of
the College Hills area. Due to their age, they do not meet many of the zoning and development
standards that are required for commercial sites today. As a result of these non-conformities,
reinvestment and expansion opportunities have been limited.
As part of the Eastgate Neighborhood Plan that was adopted by City Council in June 2011, one of the
action items was to implement strategies to increase the viability of these properties, particularly with
parking spaces as most of them are located in public right-of-way. As appropriate, an overlay could
reduce or waive development requirements for this area while also creating other measures that would
help maintain the general character and scale of these properties that serve as a gateway to the College
Hills neighborhood. The properties are zoned GC General Commercial and an overlay would not change
the allowed uses but would provide supplemental standards and exceptions.
Next Steps
After receiving input, City staff will draft ordinance language and make it available for comment. Once
finalized, property owners and meeting participants will be notified of the public meetings {likely in
Spring 2014) where a proposed ordinance could be considered for adoption during public hearings by
the Planning & Zoning Commission and City Council.
