At the request of the College Station Independent School District, we have reviewed the drainage
studies prepared for the City of College Station to check any impact created by the installation of
temporary buildings, as reflected on the site plans included, to the water surface elevations in the
tributaries adjacent and as to any upstream or downstream impact.
The sites are:

Since the maximum run off from the temporary buildings, using two as a criteria, is less than 1 cfs,
we can state that no rise in water surface will be noticeable and probably beyond computation.
All of the drainage studies prepared over the years, for the referenced school sites which the City has
copies of, are for all design frequencies and have 1 foot of freeboard available. Each location in
question discharges into a major tributary or a chain of detention facilities, therefore it is our opinion
that no downstream or upstream impact or noticeable rise in water surface elevation will occur.

All buildings will have covered porches with ADA quality access ramps including an
accessible sidewalk access to each building. Handrails will be provided in conformance
with ADA requirements. The fire alarms will be equipped with both audio and visual
alarms.
A copy of Cheatham & Associates' letter and site plans for each school is forwarded
herewith. Their evaluation of the effect of the relocation of these buildings as shown
appears to have minimal effect on respective rising water surface elevations.
The location of the building at College Hills encroaches upon the utility easement behind
the multi-purpose building. We feel this encroachment is minor and provides ample space
for maintenance of the utility lines. Should it become necessary to move this building in
the future for maintenance of this line, the school district will cooperate fully.
All of these buildings are temporary. At this time we anticipate the junior high school
building to be in use until the opening of A & M Consolidated Middle School in August
2000. The buildings at Pebble Creek Elementary and College Hills Elementary are for
potential peak student enrollment between now and 2003 when we anticipate opening
Forrest Ridge Elementary School, our next elementary school. The building located at the
athletic office is anticipated to be a permanent facility and will be replaced in the future
only when we fund a project to increase the field house facilities.

Dear Ms. Ruiz:
In 1997 we received City approval to locate five temporary double classroom buildings in
our parking lot West of the high school building along Welsh Street. We will no longer
need these building and plan to move these buildings to the following schools:
College Hills Elementary School
1101 Williams
College Station Junior High School
900 Rock Prairie Road
Pebble Creek Elementary School
200 Parkview
Athletic Office
2118 Welsh

All of the above buildings are to be connected with electrical power, telephone, technology,
video fire alarms, school communication and security where available. The building at the
junior high school, 900 Rock Prairie Road, will require a change in City transformer voltage
rating and the building at College Hills will connect directly to an existing City pad mount
transformer for service. All other utilities and services mentioned will be extensions of
existing services that are currently in service at each location and will not require
additional utilities from the City, telephone company, cable vision, etc. There will be no
need of water, sewer or gas services for any of these buildings.

2. For all sites, show floodway and floodplain. If there is none, then state that
and reference the applicable FEMA map. If a building is to be within the
floodplain, then show finished floor elevation.
3. For each site, state whether the building will be raised or at grade. If at
grade, we will need grading information.
4. It appears that in some instances the building separation will be less than 15
feet. Coordinate with Building Official to determine the additional
requirements for separation distances of < 15 feet.
5. The College Hills Elementary Site shows the portable building encroaching
into a utility easement. We cannot allow that unless a license to encroach
has been granted.

Project: CSISD Portable Buildings
1. The addition of the portable buildings to the existing school sites is not
considered a significant change and will not require new conditional use
permits.
2. The site plans and information submitted were only reviewed in regards to
the proposed changes.
3. The building department has been notified that the proposed building
placements may have less than 15 feet of separation distance and will be
looking for necessary fire compliance.
4. Pebble Creek Elementary and College Station Jr. High are approved at this
time.
5. The Site Plan for the A&M Consolidated High School Athletics Facility
requires an elevation certificate. The elevation certificate will be issued
based upon the regulatory floodplain at the time of permitting. The Morrison
Hydrology Study has not been submitted to FEMA at this time.

We will engage a moving contractor to move this building to the new location. A local
general contractor will be contracted to construct install underpinning, a covered porch,
access ramp connected to existing sidewalks and provide the necessary handrails, etc.
required for TAS and ADA accessible facilities. An electrical contractor will connect and
energize electrical service to this building, install and extend services from existing fire
alarms, telephones, school intercommunication system, technology wiring for computer
and video education devices.
Electrical service is proposed to be supplied from the metered bus between the
Kindergarten and Cafeteria buildings. We have reviewed this with the City of College
Station Public Utility Department.
The above requirements have been reviewed with the City Building Official and Fire
Department for their familiarization only. Their final approval will be secured along with
the respective moving, building and occupancy permits.
Please advise us of all fees that may be due, our participation in any hearings or meetings
required and of any additional information you may require. We are available to assist you
in any way that will expedite the issuance of the conditional use permit for this temporary
classroom building.

Conditional Use Permit for Temporary Classroom Building
Dear Ms. Ruiz:
In our letter No. 2024 requesting a Conditional Use Permit for the temporary classroom building proposed
to be located at College Station Junior High School we promised you a corrected site plan deleting a 10
foot which was accidently left on the plan. We received the corrected site plan (2 copies attached) and
found that the proposed separation of 16 feet between buildings was omitted. We have marked the drawing
to indicate the 16" separation.
We regret this omission and are requesting that Cheatham & Associates forward another set of drawings
including this dimension. As soon as the corrected drawing arrives we will forward two copies to you.
Any consideration toward issuing a Conditional Use Permit for this building based upon this letter and
marked drawing will be appreciated. This building is needed for start of school. If we do not have it in
place and ready for use our only recourse is to bus students to two classrooms which will be very
disruptive.

Dear Ms. Ruiz:
In 1997 we received City approval to locate five temporary double classroom buildings in
our parking lot West of the high school building along Welsh Street. We will no longer
need these buildings and plan to move them to other locations within the District.
College Station ISD requests a Condition Use Permit to relocate Building No. "E" from its
present location at A & M Consolidated High School to a new location at A & M
Consolidated High School Athletic Office, 2118 Welsh, College Station, Texas. The
location of this building at A & M Consolidated High School Athletic Office is shown on the
enclosed site plan titled Exhibit "D" prepared by Cheatham & Associates.
Cheatham has modified and sealed their letter (2 copies) and has incorporated information
on the site plan drawing (2 copies) requested in City of College Station Memorandum
dated June 23, 1999 (copy attached). Also included are maps showing the existing and
proposed conditions of Bee Creek Tributary B Flood Plain and Floodway as requested.
The building is on a raised pier and beam foundation, wood framing, metal siding and roof,
insulated suspended ceilings, prefinished wood paneling interior walls, carpeted floors,
has a 150 A 120/240 volt primary electrical service panel, flourescent lighting, grounded
duplex electrical outlets, electrical HVAC thru wall units for each of two rooms.
This building was constructed at the A & M Consolidated High School site and was fully
inspected by the City of College Station Building Inspection Department. Records of the
City inspection of the construction of this building should be on file.

on the site plan drawing (2 copies) requested in City of College Station Memorandum
dated June 23, 1999 (copy attached). Please note that the location of these buildings is
different from the initial issue of the site plan.
Each building is on a raised pier and beam foundation, wood framing, metal siding and
roof, insulated suspended ceilings, prefinished wood paneling interior walls, carpeted
floors, has a 150 A 120/240 volt primary electrical service panel, flourescent lighting,
grounded duplex electrical outlets, electrical HVAC thru wall units for each of two rooms.
These buildings were constructed at the A & M Consolidated High School site and were
fully inspected by the City of College Station Building Inspection Department. Records of
the City inspection of the construction of this building should be on file.

a corrected site plan. Due to the urgent need of this classroom we request that the City
consider this request from these two altered plans. Every attempt will be made to forward
corrected drawings as soon as possible.

This temporary classroom building is essential to the start of school. Please advise me
of the anticipated schedule of reviews, hearings, meetings, etc. so we may evaluate our
need to make other arrangements for the classes scheduled for this building.
