Infrastructure and Facilities Water: A 6-inch public water line is proposed to be extended along Oakwood Trail to service Lots 1 through 8. No public water is proposed to be extended to Lot 9. This will require a variance to the subdivision regulations. Sewer: A 6-inch public sewer line is proposed to be extended from the east corner of this replat to and along Oakwood Trail. This plan does not conform to the Foxfire and Sandstone Sanitary Sewer Service Master Plan. This master plan was adopted by Council on January 14, 1988 as Ordinance Number 1735. The Master Plan calls for the extension of an 8-inch sewer line 500- feet along the southeast property line of the original Lot 20, and of a 6-inch sewer line 800 feet along the southwest property line of Lot 20. Chapter 11, Section 3 would allow for reimbursement of a "proportionate share for the cost of construction from subsequent line uses." Based upon sound engineering and planning principals, the Master Sewer Plan may be revised if it provides the same service area, capacity, and is shown to provide efficient sanitary sewer service to the area. The requestor would bear the responsibility of revising and requesting approval of revisions. Council action would be required to approve these revisions. The Master Plan does not address the details of re-subdivision of Lot 20 and the resulting internal sewer collection system. However, the Master Plan does address future development of Lot 20 at a density of 1.5 dwelling units per acre. Thus, the overall system was sized to accommodate this development. Streets: Oakwood Trail is proposed to be extended approximately 500-feet and end with a cul- de-sac. It is proposed to meet the rural residential street standards (28-feet of pavement with 2- foot shoulders in 70-feet of R.O.W.) The current construction plans need to be revised to include the 2-foot shoulders. This street will provide access to Lots 1-8. As proposed, Lot 9 does not currently have legal access to a public street. Mr. McKean currently owns the property of the proposed Lot 9. He also currently owns Block 1, Lot 19 of Foxfire Phase I which adjoins Lot 9, which has access to Frost Drive. If Lot 9 is ever subdivided, access to multiple lots through Lot 19 would not provide an orderly development of infrastructure and access. Sidewalks: Are not required in the AO-R zoning district. Easements: No off-site easements are required to provide services to this development. Drainage: A detention pond is proposed for the northeast corner of Lot 8. The Home Owners Association will maintain this detention facility. Floodplain: Revised Flood Insurance Rate Maps for this area will be in effect on February 9, 2000. These maps show that a portion of Lot 9 is located in the floodplain. The floodplain information is currently available, and based upon the city's drainage policy the most current information should be used. Therefore the floodplain should be shown on Lot 9. This site is located off Sebesta Road adjacent to Emerald Forest, Sandstone, and Foxfire. I would like to further extend to the City and/or the College Station Independent School District an offering to an additional 10 acres adjacent to this 15 acres under the same terms as the original tract. The original tract sold for $16,500.00/acre. This additional acreage would allow both the city and the school district to develop adjacent tracts with adjoining facilities. Both Steve Beachy and the Parks Board are in favor of the acquisition and development jointly with the school district. Beachy's comments related to the potential cost savings in a joint parking lot, one set of playground equipment to facilitate both the school and park, shared maintenance responsibilities and the potential for the park to offer an indoor gymnasium , when not in use by the school. By the city's acquisition of the original 15 acres, it is apparent the Parks Department has made a commitment to this location. As well, there is a need to develop practice fields for both soccer and baseball on the east side of the by-pass, since all existing fields lie on the west side. The tract is well situated servicing Emerald Forest, Sandstone, Foxfire, and Woodcreek within a 1/2 mile radius. All of these four major residential areas have substantial growth potential in either undeveloped land or vacant lots. Additionally, these subdivisions are accessible to one another and the park location. The two subdivisions to the north, being Raintree and Windwood, will require Appomattox to be extended in order for them to be accessible to one another and Emerald Forest. As you know, this will require a bridge crossing from Emerald Forest to Raintree and another crossing with additional development to tie Raintree to Windwood. Potentially, Raintree is fully developed and Windwood has a few vacant lots. To the south and east of Texas Highway 6, the city has annexed a corridor to the new Industrial Park site which, if developed, will ignite additional development in that direction. Monetarily speaking, I feel this offering is at market or less for a similar tract. In reviewing the standards for selecting an elementary school site, according to the City's Plan 2000, Page 166, this site meets every criteria. The service area as I mentioned, coincides with Emerald Forest, Sandstone, Foxfire, and Woodcreek, which are all accessible without being interrupted by a mad©r thoroughfare and within a 1/2 mile walking distance to the site. Although the immediate service area does not account for a population of 4,000 to 6,000 persons, busing within the outlining areas will meet the enrollment requirements. The site being offered is 10 acres and adjacent to a neighborhood park. _ Plan 2000 further recommends that the school district acquire two new school sites to accomodate both a middle school and elementary school in the southeastern edge of town. This site being offered geographically falls within the radius for an elementary school, according to the Schools Site Plan Map. If you wish to pursue this offering, please advise of your intent. Recognizing the time element, there are significant tax advantages to selling this tract in 1986, prior to the new tax law taking effect. This, however, is not a contingent to the sale. Box 9960 College Station, Texas 77842 Re: CSISD Property -10 Acres in Sandstone Addition Dear Ms. Ruiz: The College Station ISD owns a ten acre tract which is part of Lot 20, Sandstone Addition. For reference, the property is located behind the City of College Station park property located on Sebesta Road Access to our site is via Oakwood Trail which deadends into the property. The district purchased the property in 1988 as a school site. Population trends have not developed as anticipated in the late 80's, and the school district is currently advertising the propertyfor sale. It has come to our attention that the school district, or whoever may purchase the propertyfrom CSISD, may be required to grant an easement to the remaining portion of Lot 20, currently owned by Mr. Wick McKean. It is stated that should Mr. McKean sell his Foxftre property, which is adjacent to this tract, that the remaining portion of Lot 20 would be landlocked. We would like to meet with you and/or other city staff to discuss this issue. Obviously, a potential buyer would need to know whether an easement would have to be granted through our property, and what form that easement may take. I have already spoken with Mrs. Valerie Morgan, who advised me to send you information in our files related to the property, which could be of some assistance in making a determination. I have enclosed information that maybe useful. If I can provide any other information before we meet, please call meat 764-5409. Ms. Morgan said you would call and let us know when you could meet with us. I would like to bring the district's legal counsel, Mr. John Webb, with me along with one of the potential buyers. There is nothing in the record that mentions the property was or may be encumbered by such an easement.
