The City has requested a replacement bond on the form enclosed. I assume that Heritage Mutual Insurance Company will require that the original bond, previously issued, be returned. Please let me know whether they will require that the original bond be returned in advance of issuance of a replacement bond. The City might prefer that the original bond be placed in escrow pending receipt of the replacement bond. The exact location of such an access point will be determined upon field observation and as part of a review and approval of a site plan. Upon preliminary review, it appears that this access point should be centered on the property line or located solely on the CSL tract in order to be best positioned between the ramp and the intersection. If the access point is located solely on the CSL tract, the City will require a cross access easement between these properties in order to insure a shared use of the driveway. Please be aware that access to the SH 6 Frontage Road is also subject to review and approval by the Texas Department of Transportation. Item Summary: This request for oversize participation is being made in accordance with Section 9-C of the subdivision regulations. The final plat requires the extension of water approximately 730-feet to and through the subdivision. The developer's engineer has submitted an impact analysis, which shows that a 12-inch waterline would be sufficient to support the proposed development. City staff has determined that an 18-inch water line would better serve the area. This line will be extended by future development to the south and be tied into the recently completed water impact fee line along the east side of Highway 6. The estimated cost difference between a 12 and 18-inch line is $25,244. Item Background: In April 1984, the Planning and Zoning Commission and City Council approved the final plat for the Cornerstone Commercial. At that time, the Water Master Plan did not require the extension of a waterline along the frontage road of Highway 6. In October 1998, an amending plat was approved by staff. Utility extension couto, not be requi~ed"at this time. In December 1999, the applicant submitted a Re-plat of the subdivision, which required utility extension in accordance with the masterplan. The Water Distribution Master Plan completed in 1996 recommends the extension of an 18-inch parallel water main east of State Highway 6. This line will be extended by developers to the south and tie into the recently completed Impact Fee Waterline to the south. This line will provide a loop and tee into future waterline extensions along Rock Prairie Road East following the proposed alignment shown on the Thoroughfare Plan.
