Dear Mike,
Below is a punch list of items that need to be addressed prior to issuance of a Development
Permit and Certificate of Occupancy on the above mentioned Baymont Inn.
Development Permit: (Prior to issuance of a development permit, the following items must be
addressed)
(1) Issuance of the TxDOT Permit for the work to be done in the University Drive right-of--way.
(Staff submitted this permit along with the approved civil site plans on Monday, Marc 1,

Certificate of Occupancy rior to issuance certi rcate of occupancy, the following items
must be addressed)
(1) Dedicate the off-site private drainage easement for the detention ea. (At this time the

2) LOMR must be approved by FEMA. (In discussions with FEMA per Veronica Morgan's
letter to you dated November 5, 1998, FEMA has indicated LOMR approval should be a

(5) Dedicate anoff--site public drainage easement to cover the creek in its proposed location.
(6) Dedicate the off-site public utility easement for the waterline. (Stewart Kling submitted the
metes and bounds description and associated drawing of the utility easement. Once the
Easement Information Sheet is submitted with the necessary attachments, staff will process
the easement and file it for record.)
Once staff has reviewed the architectural plans for the new hotel, I will be able to put together a
punch list for the issuance of a building permit.
We also suggest having a preconstruction meeting with staff to discuss the off-site elements and
how they will impact the issuance of a Certificate of Occupancy for Baymont Inn. Issues that
need to be addressed are when will the channel be constructed, who will do it and how will it tie
into the pond work for Levtex. (The pond cannot be constructed prior to the channel work
because the proposed pond location is in the middle of the existing creek.) Staff has time
available on the afternoon of Tuesday, March 2, 1999 to meet with yourself, a representative of
the Wheeler property and appropriate engineering staff.

SUBJECT: Wheeler Subdivision Phase Two -Final Plat
Staff reviewed the above-mentioned site plan as requested. The following is a list of items that need to be
addressed:
Sidewalks along University Drive will be done with widening project; sidewalks along
Lincoln are required at time of Site Plan;
More clearly note that the end of the channel improvements is also the end of the Public
Drainage Easement;
At time of Site Plan, the remainder of the drainage channel will need to be addressed;
Extend the 10-foot Public Utility Easement along the west property line to University Dr.
Rem+~ve the second line of note #5 referring to the University Drive Overlay District; and
Remove the building lines from the drawing.
Please address the above-mentioned items and submit the following information by Monday, April 19,
1999 to be placed on the next available Planning & Zoning Commission agenda:
10 copies of the revised final plat; and
The Mylar original of the revised final plat.
The next available Planning and Zoning Commission meeting is scheduled for Thursday, May 6, 1999 at
7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue South. If you have any questions or

grades. One sheet must show the overall water layout of the subdivision. (Utilities of sufficient
size/depth to meet the utility master plan and any future growth areas.)
~^ Storm drainage system plan with contours, street profile, inlets, storm sewer and drainage
channels, with profiles and sections. Drainage and runoff areas, and runoff based on 5, 10, 25, 50
and 100 year rain intensity. Detailed drainage structure design, channel lining design & detention
if used. One sheet must show the overall drainage layout of the subdivision.
^ Detailed cost estimates for all public infrastructure listed above sealed by Texas P.E.
^ Drainage Report.
^ Erosion Control Plan (must be included in construction plans).
16. All off-site easements necessary for infrastructure construction must be shown on the final plat with a volume
and page listed to indicate where the separate instrument easements were filed. Separate instrument easements
must be filed prior or concurrently with Final Plat.

Impact fees for R-1, R-2, & R-3 zoned final plats, must be paid prior to filing.
