The following items were approved by common consent.
AGENDA ITEM NO. 1: Consent Agenda.
AGENDA ITEM NO. 1.1: Approved minutes from the Regular Meeting held on February 4, 1999,
AGENDA ITEM N0. 1.2: Approved the Final Plat of Phase Two and Final Plat of Phase Three of the
Steeplechase Subdivision, which includes the extension of Navarrow and West Ridge. (99-206 &99-

AGENDA ITEM NO. 2: Public hearing and consideration of a Conditional Use Permit, for the
use only, to allow a religious facility to be located on the southern corner of Rock Prairie Road
and Edelweiss Avenue. (99-706)
Seruor Planner McCully presented the staff report and explained that the applicant was requesting
approval of the use only at this time, and would return to the Commission at a later date with the site
plan for consideration. She said that the tract is currently zoned A-P Administrative Professional and R-
1 Single Family, and is surrounded by R-1 and C-1 General Commercial. The Commission granted a
conditional use permit for a religious facility to be located at the corner of Rock Prairie Road and
Edelweiss, and approved a vet clinic with associated animal boarding to be located adjacent to the
vacant C-1 tract. She said that a convenience sure with gas service, not yet built) was also approved at
the corner of Wellborn Road and Rock Prairie Road, across from the existing Exxon Statione

Item: Consideration of a Final Plat of Phase Two, and a Final Plat of Phase Three of the
Steeplechase Subdivision, which is located along the east side of Wellborn Road and includes the
extension of Navarro and West Ridge. (99-206&207)
Applicant: John Duncum for Brazos Triad Development
Item Summary: The Final Plat of Phase Two includes the middle block of duplexes, West Ridge
through Phase Two, and the reminder of Navarro out to Wellborn Road. The Final Plat of Phase
Three includes the remainder of the duplexes. With these Final Plats the developer has modified
the Preliminary Plat by removing Block 11, which is the C-1 and C N zoned portion, from Phase
Three and will develop that area as Phase Four of the Steeplechase Subdivision.
Item Background: The Master Development Plan for the Steeplechase Subdivision was approved
by the City Council per the Planning and Zoning Commission's requested changes. There was
some concern expressed regarding the connection of Navarro to Wellborn Road due to the potential
for cut through traffic. The plan was approved with some commercial at the future intersection.
The Council rezoned the subject property in September of last year. The single family portion of
the subdivision east of Navarro Drive, which is not included in this plat, was rezoned in January of
this year. The original Master Preliminary Plat and the Final Plat of Phase One were approved by
\the Commission in December of last year.
Staff Recommendations: Staff recommends approval of the final plats as submitted with the
change to the preliminary plat.
Related Advisory Board Recommendations: The Staff reviewed the plats and found compliance
~~applicable regulations with a few comments that have been addressed on the revised plats.
\" Commission Action Options:
The Commission has final authority over the final plats. The options regarding each of the plats
are:
1. Approval as submitted.
2. Approval with conditions.
3. Denial.
4. Defer action or table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water: An existing 8 inch water main in Navarro Drive will be extended through this
subdivision and connect to the City of College Station's existing 36 inch water main
located in the east right-of--way of Wellborn Road. Fire hydrants are proposed
throughout this subdivision in accordance with the subdivision regulations.
Sewer: Due to capacity problems the developer will be required to extend a portion of
the City's existing 12 inch sewer line located downstream of this development along Bee
Creek Trib. "B" as part of this platting process.
Streets: There are approximately 13.1 acres of public right-of--way proposed with this
subdivision. West Ridge Drive and Navarro Drive are currently scheduled to be
extended as 38 foot wide streets within 60 feet of right-of--way. The remaining
residential streets will be the standard 27 foot wide street section in 50 feet of right-of-
way.
Off-site easements: Off site easements are required for sanitary sewer and must be
dedicated prior to the filing of the plat.
Sidewalks: Sidewalks will be required on one side of the residential streets and on both
sides of West Ridge Drive and Navarro Drive.
Drainage: A detention pond is currently under construction with Phase 1.
Flood Plain: A floodplain study was done that shows that no lots were contained within
the regulatory floodplain.
Oversize request: See Budgetary and Financial Summary Section.
Parkland Dedication: Parkland dedication was done with the Final Plat of Phase 1.
Impact Fees: None in this area.
