Dear Davis:
Thank you for your recent letter of assurance concerning access to the City property
located in the Pebble Creek subdivision. The city has no plans to extend a trail system
through this property in the near future. However, this site is included in the city's long
range plans for trails and greenbelts and access will be through it will be required.
Our planning staff will work with you when the trail system is being developed to ensure
that the access points are developed in the most mutually beneficial locations .possible.

park land along Pebble Creek Parkway. At such time that the city develops the park land,
Pebble Creek will be happy to create an additional opening. Currently, there is access to
the park through an existing opening on Pebble Creek Parkway.

On Monday, January 4, 1999, I spoke with Jed Walker concerning the above mentioned final plat.
Shirley Volk had agreed to allow them to turn in their construction documents on Monday, January 4th
instead of on the deadline, Wednesday, December 30th. In response to a voice mail from Jed Walker to
Veronica Morgan requesting until Wednesday, January 6th to submit the plans, I informed Jed that we
would not be able to postpone the submittal any further. He agreed to go ahead and turn in the plans on
Wednesday, January 6th; however, he understood that he could no longer make the January 21st P&Z
Meeting. Instead, the final plat will be placed on the next available meeting on February 4th.
On Tuesday, January 5, 1999, I spoke with Nancy with The Wallace Group and left the following
message for Jed Walker: "Staff did not have any comments on the final plat of Phase 7A. Submit the
construction documents by Wednesday, January 13th and 10 copies of the final plat by Friday, January
22nd to be placed on the February 4th P&Z meeting."

i talked to jed walker with the Wallace group. he wanted to know what he needed to do to change the
ownership and maintenance responsibility on the drainage and conservation easment on the 7a plat. it is
not filed for record yet and i informed him to bring back in a revised plat, we would schedule it for p&z
and put on consent. it would be redrawn with this area as a separate drainage/conservation common
area and a note that it would be maintained by the pebble creek hoa.

I'd have to look at it again but my recollection was that it needed a preliminary plat of some sort but I'm
remembering just outlines of phases, etc. not something huge. but i may be not remembering right.

Have you looked at the most recent master plan to see if it has enough detail to suit the City's needs to
replace the preliminary plat? My recollection is (without looking it up) that it does not, but if you
engineers and planners are comfortable with going right to final plat, it's certainly o.k. with me! Only staff
and P&Z would look at it anyway since Council has already seen the master plan a long time ago.

I spoke to Tony Tomchezen with the Wallace Group today regarding the above phases. They want to go
straight to Final plat on those phases since they have done a master preliminary plan already that shows
those phases. I explained to him that is OK as long as that master plan shows the detail we need and
that they are not varying too much from that plan. He thought they were OK and could go straight to
Final plat. If I have told him wrong, would you please let me know soon, or call Tony T. back. He spoke
to you many months ago about it and thought you said they needed to do a preliminary plat. They don't
mind, its just they don't want to do extra work if it is not necessary.
He is planning on submitting a new master plan to us after these two phases are built.
Also, we are supposed to be getting the drainage report that we have been waiting for, soon.

I
On behalf of the owner of Pebble Creek Development Co., Mr. F.M. Young, we hereby request a ~,
variance to the City of College Station's Subdivision Ordinance. Specifically, the Developer~~
desires not to extend Pebble Creek Parkway nor the 12-inch water line during the construction of
Phase 7A because of the following reasons:
• The extension will not be used by vehicular traffic. ~~~
• The 12-inch waterline will not have any services, and thus the potential for stagnant. ,
water will be high. ,~%~~~'~`,
• The pavement will most likely suffer from surface failures since it will not be
"exercised" by traffic. ~%~'iyr'Y
• The extension is not needed for emergency vehicles.
The Developer understands that he will have to complete the parkway and waterline prior to
opening any lots to the south of Phase 7A (see attached map). If you need any additional
information regarding this issue, please call me.
