Hutton Consultants, Inc. 4809 Saint Andrews Drive College Station, TX 77845 RE: Living Hope Baptist Church Waterline and Fire Flow Dear Mr. Hutton, Upon looking at the building plans, and the waterline in regards to fire flow, I realized that fire flow should not be metered. The plumbing plans show the waterline doesn't split to carry fire flow separately into the building before metering. The civil plans show a water meter offsite. The plumbing plans show a meter near the building. The water meter, for domestic supply, is usually with a valve and box near the building after splitting from the primary line. The primary line (fire flow line) continues to the back flow preventer, which is usually inside the building. The back flow preventer prevents the city waterline from possible contamination. With a sprinkled building the fire line becomes city property for fire safety. It is necessary that the waterline be completely enclosed in the easement up to the building or up to the back flow preventer if it is not inside the building. It is also necessary to have a plan & profile of the waterline from the main line tap to the building because it might be necessary for the city to service that line in the future. Minimum Requirements: Enclosed is Living Hope Baptist Church's filing fee of $250 for the plat review and Conditional Use Permit Application, completed application for plat review and approval, thirteen copies of drawings showing the proposed project; copies of the paid tax certificate from the City of College Station, Brazos County and College Station Independent School District. Minimum Requirements for Final Plats: In accordance with the Requirements for Final Plats the following is submitted: 1. The discharge structure computations for the North and South proposed development discharges of the site are also included in Table 1 under the headings "STORAGE COMPUTATIONS", and "STRUCTURE COMPUTATIONS". The net discharge from the site before and after development is maintained at 9.88 cfs. The excess is retained in th n&A d south retention areas. The south release is controlled release through a 10" pipe through a berm near the southeast comer of the tract. The north release will be through the northeast corner of the two curb cuts of 2' and 0.8' as shown on Sheet 3. Profiles of the expected high water conditions for the 100 year storm runoff in the State Highway 6 South ditch are retained within the highway ditch. The high water elevations are shown on the profiles and cross sections at Station 0+00 and Station 4+16 on Sheet 3. The calculations are reported in Table 1 under the heading "OPEN CHANNEL FLOW". A copy of the "Permit to Construct Access Driveway Facilities on Highway Right of Way" that was submitted to the Texas Department of Transportation is attached. 26. No street lighting is planned. 27. As shown on the attached Exhibits No. 1 and No. 2, the existing storm water run off of a 10 year storm is 2.55 CFS and the run off for the developed 1 acre tract is 3.12, indicating an increase of 0.57 CFS. Same exhibits show the 100 year storm run off of existing property to be 4.12 CFS and the run off of the developed 1 acre tract to be 5.03 CFS with an increase in run off of 0.91 CFS. This copy has been modified to reflect the changes (marked in red) required in order to accommodate access by the fire department. These changes include the addition of an extension of the proposed paving to the adjoining Drozd property to the north of the Living Hope site. It was agreed in a meeting with Mr. Drozd today that a twenty foot wide by thirty foot long extension would be on his tract (as shown in red on the attached copy). In addition, the proposed parking would be improved to meet Fire Lane requirements in the areas shown on the attached sketch. Finally, "laydown curbs" would be constructed in lieu of the proposed 6" curbs on the two parking islands shown on the attached copy.
