Address the issue of how the required greenspace area on Lot 7-2 will be delineated and maintained. Reviewed by: Jessica Jimmerson Date: 11/1/00 ENGINEERING Final Plat 1. Clarify utility easements as noted on redlines on copy of final plat (replat) submitted 10/23/00. 2. 30' private access shown on lot 7-3 needs to be removed. 3. Remainder of Lot 3--0.260 acres: add call & distance to north and east Lines. All of the existing Lot 3 should be included in the replat. This remainder should be relabeled in a manner not referring to the previous plat. This area should also be labeled a private drainage easement and have a note stating that it is not a buildable lot. Construction Documents 1. Would like to see an overall utility layout sheet--Site Plan is too busy. 2. Sheet SS-1: Line A; there appears to be only 5' horizontal spacing between this line and a parallel water line-TNRCC requirements (317.13 appendix E) are 9' minimum unless cannot be achieved, then must use approved pipe with 150 psi pressure rating. There appears to be room for 9' spacing. 3. Sheet SS-1: At places where waterlines and sanitary sewer lines cross need to add note on plans-- center one section of pipe over sanitary sewer line/waterline ; 9' minimum each side etc. 4. Sheet SS-2: Ditto 5. Sheet W-1: 9' minimum spacing etc ( waterline/sewerline). ; sta 4+28.07- clarify 12" gate valve; sta 2+79.17- 6" stub- add 6" gate valve and 6" plug; sta 1+75.15- Line A junction with sta 0+00 Line B- add 12" gate valve on Line A ; note 12"X6" reducer and 6" gate valve on Line B; Line A- sta 1+23.03, 1+11.13, 1+05.18, and 0+41.24-add 6" gate valves. 6. Sheet W-2: 9' minimum spacing vs. sewerline; Line B- sta 1+97.45, sta 2+15.97, sta 3+25- add 6" gate valves. 7. Sheet W-3: ok. 8. Sheet DT-1: ok. Staff Review Comments Page 1 of 2 9. Sheets 7&8: ok. Drainage Report 1. Need to submit drainage analysis of pre vs. post development peak flows and details of detention area(s) required for this development. 2. (00-196) 2.7 Removed from the Consent Agenda the Replat for Henton Subdivision Lot 3 consisting of 3.25 acres located at Lincoln Avenue and west of Two Lincoln Place. (00-197) REGULAR AGENDA AGENDA ITEM NO. 2.5: Consideration of a Final Plat for Stone Forest Subdivision in the Texas Centroid Ranch consisting of 60 lots on 24.38 acres located south of Greens Prairie Road, east of Lakeway Drive and north of Pebble Creek Subdivision Phase 5. (00-195) Commissioner Floyd recommended a condition be added to the final plat to read "Upon the completion of the infrastructure on Phase 1, the fence is to be removed." The applicant, Mr. Joe Schultz, stated that it is the intent of the owner to remove the fence prior to any homes being built on the property. Commissioner Floyd motioned for approval of the Final Plat with the added condition as stated. Commissioner Horlen seconded the motion. The motion carried 6-0. AGENDA ITEM NO. 2.7: Consideration of a Replat for Henton Subdivision Lot 3 consisting of 3.25 acres located at Lincoln Avenue and west of Two Lincoln Place. (00-197) Commissioner Floyd asked for clarification of the greenspace and if the replat was in compliance with the PDD that was previously approved. Staff Planner Jimmerson stated that it was. Commissioner Floyd motioned for approval of the Replat. Commissioner Harris seconded the motion. The motioned carried 6-0. AGENDA ITEM NO. 3: Consider request(s) for absence from meetings. P&Z Minutes November 16, 2000 Page 2 of 9 STAFF REPORT Item: Consideration of a REPLAT of LOT 3 ( 3.51 acres ) of the HENTON SUBDIVISION located north of Lincoln Avenue and west of Two Lincoln Place. (0-197) Applicant: SCARMARDO, DAVID Item Summary: 3.25 acres of this tract will accommodate a Planned Development District Housing Project while the remaining 0.26 acres (Lot 7-17) will be part of an area detention pond that will serve the development. Rezoning of this property to PDD-H was approved by the City Council May 11,2000. The PDDH Project will include seven single family units along Lincoln Avenue with seven duplex units and two triplex units behind the single family units. There will be one driveway off Lincoln Avenue at the southwest corner of the development. Internal circulation of vehicles will be by private accessways. Overall density will be 8.3 dwelling units per acre which is in agreement with the land use plan densities for this area. A sidewalk is to be constructed along Lincoln Avenue. Owner will pay a parkland dedication fee. This plat is in compliance with the approved PDD-H rezoning. Item Background: The subject property combined with the land extending to University Drive north and to Lincoln south has been involved in several rezoning cases since 1973. The past rezoning decisions in the area made it very clear that residential areas should continue to be oriented to Lincoln Avenue while the commercial should orient to University Drive with no cross access between the two separate land uses. Staff Recommendations: Staff recommends approval of the final plat (Replat) as submitted. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are approval as submitted or denial. Defer action or table only at applicant's request. Supporting Materials: 1. Location Map 2. Application 3. DOC INFRASTRUCTURE AND FACILITIES Water: Water will be extended from an existing 16" waterline in Lincoln Avenue thru the development as required. Sewer: An existing 8" sanitary sewer runs across the east side of this development; new mains will be run from this line as required. Streets: Except for the one driveway there are no public streets. Off-site Easements: The area detention pond will require off-site easements that will need to be filed prior to or in conjunction with the filing of this plat. Drainage: An area detention pond will be constructed just north of this property . Flood Plain: There is no 100 year floodplain on this property.
