Without pavement to seal the roadway, if left exposed to the elements the base and subgrade will deteriorate and require rework. Therefore, it is recommended that the developer provide financial guarantee for these items. Work is progressing to repair a sewer leak and the sewer line has not had a mandrel pulled or tv of the line. Since 95% was used for both sewer and water, this should be ok.
